I think we should think beyond this revenge and defeat theory , this definately is a conspiracy theory from india , this is atroubled area any way and they wants to put up a case tht isi is extremely involved in these areas, lets see how the story goes from here

Assam Riots: Pakistani Flags hoisted in Assam
The recent Bodo-illegal migrants clashes in Assam has once again exposed the vote-bank politics of the Congress party. The Assam chief Minister refused to accept the reports that Pakistani flags have been hoisted in three villages of the riot hit districts of Assam even though there are video evidences to this effect and the incident has been widely reported in the North-Eastern Media.
While the police gave a clean chit to the Bodo organizations, in an effort to secure the illegal migrant votes, Mr. Gogoi pinned the blame upon the Bodo organizations for starting the violence, even though the violence started after two Bodo youth were killed by the illegal Bangladeshi migrants and cattle stolen.
Thousands of indegenous Bodos have been forced out of their homes in Darrang and Udalguri districts, and are living in refuge camps. The 'secular' media has failed to highlight the grave situation in Assam where the illegal migrants have altered the demographics of the region. Unless the politicians stop their votebank politics, scenes like the one captured in the video are only going to become more common.
