I think this is fine. Pakistanis are very low in confidence. They need to settle down. They can pick up the run at the end of the innings.

Umer Akmal, I feel, has been wasted by the team management by using him as a second Afraid in the batting lineup.
Ability wise he probably is the best batsman in Pak team. He should be sent at number 3 or latest at number 4, where he has the time to settle in and accelerate in the end. If he fails in those positions then there will be a strong case of dropping him.
