Vote fraud: Top court to hear PTI’s petition

The Supreme Court has decided to take up an important petition, seeking ‘verification of thumb impressions’ in some constituencies won by key PML-N politicians in the May 11 general elections.

The petition was filed by Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan who has alleged massive fraud in the elections and called for the verification of voters’ thumb impressions with the help of the National Database Registration Authority (NADRA).


On Monday, the top court admitted the civil miscellaneous petition seeking verification of thumb impressions in four constituencies for preliminary hearing after Imran’s attorney Hamid Khan shot down the objections raised by the Supreme Court registrar against his client’s petition.



The petition filed by Imran on June 8 was returned by the registrar office and the petitioner was asked to approach another forum for this purpose.

A three-judge bench ordered the registrar office to fix Imran’s petition in the Workers Party of Pakistan’s case within seven days for regular hearing. Hamid requested the court that as a first step to check the fairness of the 2013 general elections “the apex court may order verification of thumb impressions in four constituencies: NA-110, NA-122, NA-125 and NA 154”.

The development came a day after Interior Minister Chaudhry Nisar Ali Khan invited the parliamentary leaders of all political parties for a brainstorming session on the vote fraud controversy. “We are ready to hold thumb impression verification of voters in all 272 directly elected seats of the National Assembly under the supervision of Justice (retd) Wajiuddin Ahmed of the PTI,” he said in a letter to the parliamentary leaders.

National Assembly Speaker Sardar Ayaz Sadiq was elected on NA-122; Defence Minister Khawaja Asif won from NA-110; Railway Minister Khawaja Saad Rafique defeated PTI’s Hamid Khan in NA-125 and Sadiq Baloch outvoted PTI’s Secretary General Jahangir Tareen in NA-154.

“This will open Pandora’s Box and the nation will know how the PTI’s mandate was stolen,” said PTI leader Hamid Khan.

گورنمنٹ کہہ رہی ہے کہ 60 فیصد ووٹوں کی تصدیق نہیں ہوسکتی، اس کا مطلب ہے کہ الیکشن ختم ہوگیا۔ ان کے ممبران ووٹوں کی تصدیق رکوانے کیلئے عدالت جارہے ہیں، بھئی اگر آپ نے الیکشن جیتا ہے تو آپ کو ڈر کس بات کا ہے؟ اگر کوئی ہمارے جیتے ہوئے حلقوں میں ووٹوں کی تصدیق یا ری کاؤنٹنگ چاہتا ہے تو ہم تیار ہیں۔ان کو کیوں ڈر لگا ہوا ہے؟ یہ الیکشن پاکستان کی جمہوریت پر سوالیہ نشان ہے۔ جس طرح کے جنرل الیکشن ہوئے ہیں، بلدیاتی الیکشن بھی اسی طرح کے ہوں گے۔انہیں کیا مسئلہ ہے یہ کیوں الیکٹرانک ووٹن...گ کے ذریعے الیکشن نہیں کراتے؟

Nadra to be under ECP control for three months: Nisar

ISLAMABAD, Dec 15: In order to complete the process of verifying thumb impressions of voters in a transparent manner, the government has decided to place the National Database and Registration Authority (Nadra) under the administrative control of the Election Commission of Pakistan for three months.


Interior Minister Chaudhry Nisar Ali Khan said at a press conference on Sunday that the decision had been approved by the prime minister. A legal framework will be prepared in consultation with the ECP and formal orders will be issued on Monday (today). The ECP should now find out if magnetised ink has been obtained and their batches inspected to see if these meet the required specification and places where it cannot be used.


Chaudhry Nisar said this was being done under an arrangement between the ECP, Nadra and the Pakistan Council of Scientific and Industrial Research (PCSIR), adding that he would suggest to the Ministry of Science and Technology to give administrative control of the PCSIR to the ECP for three months.

[Election Rigging Update - Supreme Court hears PTI petition challenging PML-N seats]

The PTI chairman had filed a petition at the Supreme Court seeking ‘verification of thumb impressions’ in NA-110, NA-122, NA-125 and NA 154.

National Assembly Speaker Sardar Ayaz Sadiq was elected on NA-122; Defence Minister Khawaja Asif had won from NA-110; Railway Minister Khawaja Saad Rafique had defeated PTI’s Hamid Khan in NA-125 and Sadiq Baloch had outvoted PTI’s Secretary General J...ahangir Tareen in NA-154.

While talking to the media in Islamabad PTI chairman Imran Khan stated that “democracy depends on free and fair elections,” adding that the Supreme Court has taken the first step towards it and this is only the start of the journey.

May 11 elections: SC hears PTI petition challenging PML-N seats

The Supreme Court heard Pakistan Tehreek-e-Insaf’s (PTI) request for seeking the verification of thumb impressions of votes in four constituencies secured by Pakistan Muslim League-Nawaz (PML-N) leaders in the May 11 elections, Express News reported on Monday.

Led by Chief Justice Tassaduq Hussain Jillani, a three-member bench heard the petition today. The bench also includes Justice Amir Hani Muslim and Justice Ejaz Afzal Khan.

The PTI chairman had filed a petition at the Supreme Court seeking ‘verification of thumb impressions’ in NA-110, NA-122, NA-125 and NA 154.

He had alleged massive fraud in the elections and called for the verification of voters’ thumb impressions with the help of the National Database Registration Authority (NADRA).

The Supreme Court had decided to take up the petition. However, the chief justice remarked that accepting the PTI’s petition would mean, “people from Karachi to Khyber will approach the Supreme Court with their requests”.

دو حلقوں سے انگوٹھوں کے نشانات کی رپورٹ طلب

سپریم کورٹ نے الیکشن کمیشن سے قومی اسمبلی کے دو حلقوں این اے 125 لاہور اور این اے 154 لودھراں میں انتخابات میں انگوٹھوں کے نشانات کی تصدیق سے متعلق دو ہفتوں میں رپورٹ طلب کرلی ہے۔

یہ حکم پاکستان کے نئے چیف جسٹس تصدق حسین جیلانی نے پاکستان تحریک انصاف کے چیئرمین عمران خان کی درخواست پر دیا۔

ان حلقوں میں پاکستان تحریک انصاف کے اُمیدوار حامد خان اور جہانگیر ترین ناکام ہوئے تھے جب کہ ان دونوں حلقوں میں حکمراں جماعت پاکستان مسلم لیگ نون کے اُمیدوار جیت گئے تھے۔

عدالت نے سیکریٹری الیکشن کمیشن سے کہا ہے کہ وہ لاہور اور ملتان الیکشن ٹربیونلز سے ان حلقوں کی رپورٹ منگوا کر اُس کا جائزہ لیں اور اُنھیں سپریم کورٹ میں جمع کروایا جائے۔

عدالت نے الیکشن کمیشن سے اس بات کی بھی وضاحت مانگی ہے کہ الیکشن ٹربیونل نے چار ماہ کے اندر اندر انتخابی عُزرداریوں کا ابھی تک فیصلہ کیوں نہیں کیا۔

سپریم کورٹ نے اپنے حکم میں یہ بھی کہا ہے کہ اس درخواست میں عام انتخابات میں دھاندلی کا الزام عائد کیا گیا ہے اُس سے متعلق عدالت فی الحال کوئی رائے نہیں دے رہی اور نہ ہی عدالت اس درخواست کے میرٹ پر ہونے سے متعلق کوئی حکم صادر کر رہی ہے۔

چیف جسٹس تصدق حسین جیلانی کی سربراہی میں سپریم کورٹ کے تین رکنی بینچ نے قومی اسمبلی کے چار حلقوں میں انگوٹھوں کے نشانات سے متعلق تحریک انصاف کے چیئرمین عمران خان کی درخواست کی سماعت کی۔

عمران خان نے عدالت کو بتایا کہ وہ عام شہری کی حیثیت سے عدالت میں آئے ہیں اور وہ چاہتے ہیں کہ اس سال مئی میں ہونے والے عام انتخابات میں جو دھاندلی ہوئی ہے اُس کو سامنے لایا جائے تاکہ اس کا اثر ملک میں ہونے والے بلدیاتی انتخابات پر نہ پڑے۔ انھوں نے کہا کہ اس سے جمہوریت مضبوط ہوگی۔

اُنھوں نے کہا کہ وہ قومی اسمبلی کے تمام حلقوں کے لیے نہیں صرف چار حلقوں میں انگوٹھوں کے نشانات کی تصدیق کروانا چاہتے ہیں۔

عمران خان کا کہنا تھا کہ صوبہ سندھ میں محض دو حلقوں میں انگوٹھوں کے نشانات کی تصدیق کا عمل شروع ہوا تو اُس میں 60 فیصد ووٹ جعلی نکلے تھے جس سے معلوم ہوتاہے کہ عام انتخابات میں دھاندلی ہوئی ہے۔

چیف جسٹس کا کہنا تھا کہ اگر اُن کے موقف کو تسلیم کرلیا گیا تو پھر مستقبل میں دیگر سیاسی جماعتیں بھی دھاندلی کا الزام لگا کر سپریم کورٹ کا رخ کریں گی۔
