I think we should treat Qadyanis the same way we want to be treated by non muslims in non muslim countries.

1. Qadyanis are just as patriotic Pakistanis as anyone one else, unless proven otherwise.
2. Wajib ul qatl is that person who leaves Islam and accepts some other religion, if a person is born Qadiyani, I don't think he or she is wajib ul qatl.
3. No... they should be treated the same way as any other Pakistani.
4. If a muslim kills any one, be it qadiyani, thats murder.
5. In true Islamic state they will have to pay more taxes, but they will not have to defend the state in case of war. A Qadiyani child ill not inherit anything from his parents....just to name few differences, In Pakistan, however, they should have equal rights, since Pakistan is not a true Islamic state.
6. The problem is we want easier way out, we want to just prosecute anyone who has different opinion than ours. The right thing in dispute or difference of opinion would be to find out what are the arguments the other side is presenting, then counter those arguments with logic. As far as I am concern I have total and absolute faith in Islam. I have studied many religions and have come to the conclusion that Islam is the true religion, no religion can even come close to Islam. I am not saying this because I am a muslim, but I am saying this because I have studied Islam in depth, that is why nothing bothers me, be it cartoons or any other nonsense. In the end I would like to say don't push anyone away try to to pull them towards you with good behavior and treatment. I know its hard but thats our beloved Prophet's (saw) way.
