Indian's troops were butchered at their military installation. At Brigadier head quarters, their Army Chief was a potential target, which PAF didn't hit purposefully, but hit the vicinity to show to the Indians that they easily could have done.
He also know that if they try again their arses were kicked again.
He is mentioning the "Nuclear" hang and American's involvement for a reason.
Their plan to attack Pakistan with missiles was in the knowledge of Pakistanis, who passed the message to the Americans and the Europeans that if they are attacked, they wouldn't be sure what missile is travelling towards Pakistan, if it is Nuclear or conventional. Pakistan would not hesitate to launch its own strikes, most probably nuclear. They also give the details of the targets to the Americans. I can assure you that Delhi and Mumbai were on the top of the list.
