The front-man of Asif Zardari and Anwar Majeed, former head of JJVL Company and presently serving as head of Omni Group the usurper of agriculture. He has destroyed the Natural Resources and Lands of Sindh beyond imagination.
The NAB is making several inquiries against Ashfaque Laghari and Dr Asim while Asim was the minister. On Feb 19, the NAB’s executive board meeting authorised the filing of references against them and approved an investigation into the alleged provision of illegal benefits to JJVL.
Ashfaque a lower middle-class engineer has become billionaire in last 8 years by selling the interests and resources of Sindh for 20% commission. According to official figures From July 1, 2004 to Dec 31, 2015 the JJVL has paid some Rs15 billion in taxes and SSGC has earned another Rs61 billion from the JJVL, but in fact JJVL should have paid 165 billion taxes.
OMNI GROUP is also known as Sugar Mafia of Sindh, Anwar Majeed owns it who is close aide of Zardari.
Omni group under the control of Ashfaque reduced the prices of sugar cane, cotton, wheat and rice and destroyed the growers of Sindh. It owns more than 32 Sugar Mills of Sindh and Ashfaque, Nisar Morai and Anwar Majeed not only controlled agriculture of Sindh but all the secretaries, IGs and DIGs in Sindh are appointed by Omni Group in Bilawal House. Omni Group’s Anwar Majeed’s and Ashfaque's role in the transfer postings of police is significant. Appointment of any officer at any important post used to require approval of Anwar Majeed and Omni under Ashfaque and bribes of 50 to 200 millions for each post.. Laghari has properties worth of billions in London and Dubai. He is also in sports betting and has casinos in Dubai and Hong Kong, he has caused loss of over 500 billions to Sindh in last 8 years.
A private news channel reported massive irregularities in distribution of Rs 20 billion allocated for Rehabilitation of Sick Industrial Units in rural Sindh under the province’s annual development fund. The entire amount was utilised for sugar mills only, leaving the textile sector high and dry. More so, out of the total amount, as much as Rs 15 billion was granted as easy loan to only four sugar mills being directly and indirectly operated by Zardari’s aide Anwar Majeed and his right hand Ashfaque Laghari. Out of Sindh’s 1,200 ailing industries, only 17 were granted loans. While Majeed and Lagharis’s four sugar mills were granted the more than half of the money, the rest of the 13 mills got their hands on less than Rs 5 billion together.
Omni's New Thatha Sugar Mill, which was bought by the Omni Group of Industries from the Sindh government for a meagre Rs 80 million, was granted Rs 5 billion for uplift. Apart from skewed distribution of resources, the mill still lacks adequate infrastructure and has “non functional machines. Moreover, Majeed’s Chambar Sugar Mill was also granted Rs 5 billion in the first year of the uplift program while Saheri and Venus sugar mills were granted Rs 2.9 bllion and Rs 2.4 Billion respectively
The ADP scheme was launched so that the rural Sindh could be brought on track of development and employment opportunities could be created to curb inter-city migration, however all the funds were being used by Majeed alone under the supervision of Ashfaque Laghari.
