Up to 1000 Muslims were killed in riots in the state in revenge for the alleged murder of 54 Hindu pilgrims who burned to death on a train at Godhra. As chief minister, Mr Modi is accused of failing to intervene to halt the carnage.
Since then he has been internationally reviled. He was banned from entering the United States in 2005 and he was boycotted by Britain.
In the last year, however, he has emerged as the Hindu-nationalist Bharatiya Janata Party’s leader for next year’s general election and many believe he will be India’snext prime minister.
His emergence as a credible contender has prompted a rush to rehabilitate him, with Britain leading the way last year by re-establishing direct contacts with his state government.
Last week, Conservative and Labour MPs invited him to visit Britain and to speak at Westminster.
