if u r using windows try from command prompt...
tracert www.website.com
I think it will tell u path to access the site. logically it should be broken after it gets to pta routers....

tough one, I am not in Pak so finding that would not be easy...u can run tracert and inbox me the out put, I might be able to identify it for u.."might be" ok..don't hold it against me..:-)

ok here is the rock solid way of knowing where your request is being stopped.
Download wireshark, run it, make sure you chose your computers network card from interface selection options.
close all other programs that may communicate with external sources. Run, on your browser type the web address and go/enter or whatever. You will see in wireshark trace where your request was blocked..:-)
This is concrete way of knowing answer to your question.
Since I am not in Pak it is not easy for me to be sure but can you tell if cyber net a government agency or a private one?

I will be able to read and decipher wireshark trace if you got one for you

Easiest method if you can't access the website then trying accessing it through here > http://www.downforeveryoneorjustme.com/ - if its not down for everyone then its likely being blocked by your ISP.
