Youtube uses the time zone where the google hq is located. If you use different time zones then it will be chaos.

It shows the upload day according to region.

11am is PST. US is big it doesnt have one time zone. I am assuming the google HQ is in California so they probably use PST instead of EST. PST is 12 hours behind Pakistan time.
