If the matter does not get resolved in the Apex Committee, there can be a couple of solutions:
(a) A committee of legal experts be formed with a consensus of the Sindh Government and the Federal Government, given the fact that the matter is of legal nature and not of political nature whereas the PPP is attempting its hardest to make it a political matter which is not in the interest of improving law and order situation in Karachi
(b) Both the governments must agree to take the matter to the Supreme Court for a judicial interpretation of the relevant legislation to get out of the deadlock.
(c) A parliamentary committee can also be formed who can not only resolve the dispute but also suggest amendments in the relevant laws, if so required.
