First of all i apologize on behalf of all who rather than answering your question have very repulsive responsive for a valid question.
There is a simple answer to the question. The restriction is for those who consider them selves to be muslims. If someone is a non muslim there is no such law applies. There is no coercion in Islam and if a woman wants to marry a non muslim then she has to decide between her loyalty to Allah vs the person in question.
The laws of the country are to uphold the laws of Islam. Do you know the capital punishments for non-muslims is much lower than that of a muslim in a islamic society? They can drink alcohol, they can eat whatever and they can live whatever way they like but the same does not applied for muslims. The reason is muslims proclaim their loyalty to Allah and so are expected to abide by those rules more firmly than those who do not believe in him. In a liberal sense it is in-equality but in reality and at the core of it, is justice. How can you expect same level of discipline from the one who does not believe you then that who believe you.
The more you understand islam more you will know that it is divine.
Now look at modern world. In canada for instance, people pay tax based on their income. In order to earn more people at a higher level of responsibility and skill. Is this justice of equality? which one is that. The health benefits are shared by each and every individual even if they pay zilt in taxes. Is this justice or equality?
The truth of the matter is for every system to run there are some principles and when you get benefits out of that system you also are expected to make some compromises and a muslim believe that divine laws are the most supreme.

It’s not about justice or equality....Quran allows Muslim men to marry ahl-e-Kitaab a Christian or Jew woman only but Muslims women are not allowed to marry am non Muslim Men. Logically wife supposed to be inspired by husbands so at some point she may accept Islam. That means you can marry a Christian or Jew lady even if they don’t accept Islam. But other religions like Hindu and Sikh etc. You can’t marry untill they convert to Muslim.....Allah knows Best...!!!!

Inter religious marriages in Israel are accepted by law if they are performed out side of the country --- a window is open there and couples can live in Israel too without marriage

but problem in Pakistan is the inter religious marriages of Pakistani citizens are not accepted if they are even contracted abroad

Quran is the last book and trumps all other books and religions that came before it. So chrisitianity and Judaism are not equal or superior to Islam. If today somehow they are powerful, does not mean that Quran is wrong or less relevant. Quran can not be changed. Please try to understand that.
