Again my friend, no matter what you name it, it will only work if hones, and decent and truthful leaders will lead. in the case of Khulfa E Rashedeen it was 100% true. so it has to start from top, and those who lie, cheat, exaggerate, and are selfish and greedy must not be allowed to get away but be brought to justice but than justice must be free of threats and of intimidation before it will function freely.
