The CIA organised a fake vaccination programme in the town where it believed Osama bin Laden was hiding in an elaborate attempt to obtain DNA from the fugitive al-Qaida leader's family, a Guardian investigation has found.

As part of extensive preparations for the raid that killed Bin Laden in May, CIA agents recruited a senior Pakistani doctor to organise the vaccine drive in Abbottabad, even starting the "project" in a poorer part of town to make it look more authentic, according to Pakistani and US officials and local residents.

The doctor, Shakil Afridi, has since been arrested by the Inter-Services Intelligence agency (ISI) for co-operating with American intelligence agents.

Relations between Washington and Islamabad, already severely strained by the Bin Laden operation, have deteriorated considerably since then. The doctor's arrest has exacerbated these tensions. The US is understood to be concerned for the doctor's safety, and is thought to have intervened on his behalf.

The vaccination plan was conceived after American intelligence officers tracked an al-Qaida courier, known as Abu Ahmad al-Kuwaiti, to what turned out to be Bin Laden's Abbottabad compound last summer. The agency monitored the compound by satellite and surveillance from a local CIA safe house in Abbottabad, but wanted confirmation that Bin Laden was there before mounting a risky operation inside another country.

DNA from any of the Bin Laden children in the compound could be compared with a sample from his sister, who died in Boston in 2010, to provide evidence that the family was present.

So agents approached Afridi, the health official in charge of Khyber, part of the tribal area that runs along the Afghan border.

The doctor went to Abbottabad in March, saying he had procured funds to give free vaccinations for hepatitis B. Bypassing the management of the Abbottabad health services, he paid generous sums to low-ranking local government health workers, who took part in the operation without knowing about the connection to Bin Laden. Health visitors in the area were among the few people who had gained access to the Bin Laden compound in the past, administering polio drops to some of the children.

Afridi had posters for the vaccination programme put up around Abbottabad, featuring a vaccine made by Amson, a medicine manufacturer based on the outskirts of Islamabad.

In March health workers administered the vaccine in a poor neighbourhood on the edge of Abbottabad called Nawa Sher. The hepatitis B vaccine is usually given in three doses, the second a month after the first. But in April, instead of administering the second dose in Nawa Sher, the doctor returned to Abbottabad and moved the nurses on to Bilal Town, the suburb where Bin Laden lived.

It is not known exactly how the doctor hoped to get DNA from the vaccinations, although nurses could have been trained to withdraw some blood in the needle after administrating the drug.

"The whole thing was totally irregular," said one Pakistani official. "Bilal Town is a well-to-do area. Why would you choose that place to give free vaccines? And what is the official surgeon of Khyber doing working in Abbottabad?"

A nurse known as Bakhto, whose full name is Mukhtar Bibi, managed to gain entry to the Bin Laden compound to administer the vaccines. According to several sources, the doctor, who waited outside, told her to take in a handbag that was fitted with an electronic device. It is not clear what the device was, or whether she left it behind. It is also not known whether the CIA managed to obtain any Bin Laden DNA, although one source suggested the operation did not succeed.

Mukhtar Bibi, who was unaware of the real purpose of the vaccination campaign, would not comment on the programme.

Pakistani intelligence became aware of the doctor's activities during the investigation into the US raid in which Bin Laden was killed on the top floor of the Abbottabad house. Islamabad refused to comment officially on Afridi's arrest, but one senior official said: "Wouldn't any country detain people for working for a foreign spy service?"

The doctor is one of several people suspected of helping the CIA to have been arrested by the ISI, but he is thought to be the only one still in custody.

Pakistan is furious over being kept in the dark about the raid, and the US is angry that the Pakistani investigation appears more focused on finding out how the CIA was able to track down the al-Qaida leader than on how Bin Laden was able to live in Abbottabad for five years.

Over the weekend, relations were pummelled further when the US announced that it would cut $800m (500m) worth of military aid as punishment for Pakistan's perceived lack of co-operation in the anti-terror fight. William Daley, the White House chief of staff, went on US television on Sunday to say: "Obviously, there's still a lot of pain that the political system in Pakistan is feeling by virtue of the raid that we did to get Osama bin Laden, something the president felt strongly about and we have no regrets over."

The CIA refused to comment on the vaccination plot.

A British newspaper claimed that ISI arrested a senior doctor from Abbottabad, who had launched a vaccination drive in Abbottabad on the instructions of the CIA to obtain DNA samples of Osama’s family.

According to the paper, one of Osama’s sisters died in Boston in 2010 and the US authorities got her DNA.

Knowing about Osama’s courier’s presence in Abbottabad, the CIA planed the vaccination drive in April 2011 to verify the presence of Osama’s family.

A female nurse, Mukhtar, was sent to Osama’s compound with task specific tools.

The paper did not confirm that weather the campaign remained successful or not

LONDON: US intelligence launched a fake vaccination drive in the Pakistan town where it believed Osama bin Laden was hiding in an effort to gather DNA from members of his family, the Guardian reported Tuesday.

CIA officials recruited a senior local doctor to organise the campaign after it tracked down a bin Laden courier to what turned out to be the Al-Qaeda fugitive's compound in the town of Abbottabad, the British newspaper said.

Before launching the high-risk operation against bin Laden, US officials wanted to test DNA samples from people living at the compound with a sample that they had from his sister.

Doctor Shakil Afridi, who has since been arrested by Pakistan's Inter-Services Intelligence agency, launched the programme in Abbottabad's poorest area to make it appear more credible.

The project then moved swiftly to the Bilal Town suburb, where bin Laden was residing.

"The whole thing was totally irregular," a Pakistani official told the newspaper. "Bilal Town is a well-to-do area. Why would you choose that place to give free vaccines?"

A nurse managed to gain access to the compound but Pakistani sources claim she failed to obtain any DNA samples, the Guardian reported.

رپورٹ میں کہا گیا ہے کہ شکیل آفریدی نامی اس ڈاکٹر کو پاکستانی خفیہ ادارے آئی ایس آئی نے دو مئی کی کارروائی کے بعد امریکی انٹیلی جنس اہلکاروں کے ساتھ تعاون کرنے کے الزام میں گرفتار کر لیا تھا۔

رپورٹ کے مطابق امریکہ اور پاکستان کے مابین تعلقات پہلے سے ہی کشیدہ تھے لیکن دو مئی کو ایبٹ آباد میں امریکی کارروائی کے بعد سے اس تناؤ میں مزید اضافہ ہوا ہے۔

رپورٹ کے مطابق ڈاکٹر شکیل آفریدی کی گرفتاری بھی اس کشیدگی میں اضافے کا سبب بنی ہے۔ اطلاعات کے مطابق امریکی حکام کو ان کی خیریت کے بارے میں تشویش ہے اور خیال کیا جاتا ہے کہ انہوں نے یہ معاملہ پاکستان حکام کے سامنے بھی اٹھایا ہے۔

امریکی خفیہ ادارے سی آئی اے کے اہلکاروں کو حفاظتی ٹیکوں کی مہم کا خیال اس مرحلے پر آیا جب وہ اسامہ بن لادن کے پیغام رساں ابو احمد الکویتی کا پیچھا کرتے کرتے ایبٹ آباد کے اس عمارت تک پہنچ چکے تھے جو بعد میں القاعدہ رہنماء کی پناہ گاہ ثابت ہوئی۔

سی آئی کے اہلکار سیٹلائیٹ اور دیگر ذرائع سے اس عمارت کی نگرانی کر رہے تھے لیکن وہ ایک دوسری ملک میں پرخطر حتمی کارروائی سے پہلے اس بات کی تصدیق کرنا چاہتے تھے کہ اسامہ بن لادن واقعی وہاں موجود ہیں۔

اس مقصد کے لیے انہیں اس عمارت میں موجود اسامہ بن لادن کے کسی بچے کے ڈی این اے کی ضرورت تھی تاکہ اسے ان کی بہن کے نمونے سے میچ کیا جا سکے جن کا سن دو ہزار دس میں بوسٹن میں انتقال ہو گیا تھا۔ اس طرح اس امر کی حتمی تصدیق ہو سکتی تھی کہ اسامہ کا خاندان وہاں موجود ہے۔

اس مہم کو چلانے کے لیے سی آئی اے کے ایجنٹوں نے ڈاکٹر شکیل آفریدی سے رابطہ کیا جو خیبر ایجنسی میں صحت کے شعبے کے انچارج تھے۔ ڈاکٹر شکیل آفریدی مارچ میں یہ کہتے ہوئے ایبٹ آباد گئے کہ انہوں نے مفت ہیپاٹائٹس بی کے خفاظتی ٹیکے لگانے کے لیے فنڈ حاصل کیے ہیں۔ انہوں نے ایبٹ آباد میں صوبائی محکمہ صحت کے حکام سے بالا بالا لوکل گورنمنٹ کے تحت کام کرنے والے صحت کے اہلکاروں کو بھاری رقوم دیں اور یہ بتائے بغیر اس مہم پر لگا دیا اس کے اصل مقاصد کیا ہیں۔ ہیلتھ وزیٹرز ہی ان چند افراد میں شامل تھے جنیں اس وقت تک بچوں کو پولیو کے قطرے پلانے کے بہانے اسامہ بن لادن کے کمپاؤنڈ تک پہنچنے میں کامیابی حاصل ہوئی تھی۔

اس مہم کے تحت پہلے مرحلے میں ایبٹ آباد کے مضافاتی علاقے نواشہر میں غریب لوگوں کو ہیپاٹائٹس سے بچاؤ کے حفاظتی ٹیکے لگائے گئے۔ عام طور پر ہیپاٹائٹس سے بچاؤ کے ٹیکے ایک ایک مہینے کے وقفے کے بعد تین مرحلوں میں لگائے جاتے ہیں لیکن حفاظتی ٹیکوں کی اس جعلی مہم کے تحت اپریل میں نوا شہر کے رہائشیوں کو ٹیکوں کے دوسرے خوراک دینے کے بجائے ٹیم بلال ٹاؤن میں گھس آئی جہاں پر اسامہ بن لادن کا کمپاؤنڈ واقع ہے۔

رپورٹ کے مطابق بختو نامی ایک نرس اسامہ بن لادن کے گھر کے اندر تک پہنچنے میں کامیاب ہوئے اور اس نے اندر جاکر گھر کے مکینوں کو حفاظتی ٹیکے لگائے۔

رپورٹ میں کئی ذرائع کے حوالے سے کہا گیا ہے کہ ڈاکٹر شکیل آفریدی خود عمارت کے باہر موجود رہے لیکن انہوں نے نرس بختو سے کہا کہ وہ الیکٹرانک آلے سے آراستہ ایک دستی بیگ اندر چھوڑ آئیں۔ یہ واضح نہیں ہے کہ کہ دستی بیگ میں کیا نصب تھا اور آیا وہ اسے گھر کے اندر چھوڑنے میں کامیاب ہوئیں یا نہیں۔

رپورٹ کے مطابق یہ بھی معلوم نہیں ہو سکا کہ آیا اس مہم کے ذریعے سی آئی اے اسامہ بن لادن کا ڈی این اے حاصل کرنے میں کامیاب بھی ہوئی یا نہیں، اگرچہ ایک ذرائع کا کہنا ہے کہ یہ آپریشن کامیاب نہیں ہو سکا۔

پاکستانی انٹیلیجنس اداروں کو ڈاکٹر شکیل آفریدی کی کارروائیوں کے بارے میں دو مئی کو اسامہ بن لادن کی ہلاکت کے بعد پتا چلا۔ اگرچہ پاکستان نے ڈاکٹر شکیل آفریدی کی گرفتاری پر سرکاری طور پر کوئی تبصرہ نہیں کیا۔ تاہم ایک سینیئر سرکاری اہلکار نے گارڈین کے نمائندے سے الٹا سوال کیا: کیا کوئی ملک غیر ملکی خفیہ ادارے کے لیے کام کرنے پر لوگوں کو گرفتار نہیں کرتا؟

ڈاکٹر آفریدی ان کئی لوگوں میں شامل تھے جنہیں سی آئی اے کی مدد کرنے کے الزام میں گرفتار کیا گیا تھا لیکن خیال کیا جاتا ہے کہ ان گرفتار شدگان میں سے واحد شخصیت ہیں جو ابھی تک حراست میں ہیں۔

گارڈین کی رپورٹ کے مطابق سی آئی اے نے حفاظتی ٹیکوں کی جعلی مہم پر تبصرہ کرنے سے انکار کیا ہے۔

ISLAMABAD: Pakistani officials and international health organizations expressed concern Wednesday that an unconfirmed report of a phony CIA vaccination program meant to obtain DNA evidence in the hunt for Osama bin Laden could harm legitimate immunization programs in the country.
This fear is especially pronounced because of the rising problem of polio. Pakistan was the only country to record an increase in cases of the crippling disease last year and now has the highest incidence of polio in the world.
Vaccination programs to combat polio and other diseases in Pakistan were already hampered by fighting with militants that blocked access by health workers to certain areas, especially in the northwest. Some Taliban commanders have also declared vaccines as against Islam.
Earlier this week, the British Guardian newspaper reported that the CIA recruited a Pakistani doctor to run a Hepatitis B vaccination drive in the northwest town of Abbottabad in March in an attempt to get DNA from bin Laden’s children and confirm the al-Qaida chief was holed up there. The story cited unnamed Pakistani and US officials.
The newspaper said it wasn’t clear if the alleged scheme helped confirm bin Laden’s presence, but cited one source as suggesting the attempt failed. The US went ahead with a covert Navy SEAL raid that killed the al-Qaida chief in Abbottabad on May 2.
The CIA declined comment on the report when contacted by The Associated Press Pakistani health officials held meetings about the alleged CIA scheme on Tuesday and expressed concern that it could have a negative impact on immunization programs in other areas of the northwest, especially in Pakistan’s semiautonomous tribal region along the Afghan border, said a Pakistani official involved in polio eradication efforts.
The official spoke on condition of anonymity because of the sensitivity of the subject.
Michael O’Brien, a spokesman for the International Committee of the Red Cross in Pakistan, expressed concern that the reported CIA program could make it more difficult for medical officials in other parts of the country to administer critical vaccines.
”Anything that compromises the perception and impartiality of medical personnel undermines the activities of medical personnel everywhere, especially in places where access to health care is badly needed and security conditions for health care workers are already difficult,” O’Brien said.
The tribal region along the Afghan border is the main sanctuary for Taliban and al-Qaida militants in Pakistan, and many residents already harbor deep suspicions about the Pakistani government and its international partners. Fighting between militants and the army in the area has also hampered vaccination drives.
World Health Organization director general Margaret Chan complained last year that health workers administering polio vaccines could only reach two in every three children in the tribal region because of the security situation.
The WHO expressed concern Wednesday about the alleged CIA vaccination program, saying the organization is ”concerned about the effect of the report on children’s immunity in the country.”
”Health interventions are by nature apolitical,” said WHO spokeswoman Hayatee Hasan. ”We hope that this story does not prevent children in Pakistan being vaccinated against polio, measles and other vaccine-preventable diseases.”
One of the Pakistani Taliban’s top commanders, Maulvi Faqir Mohammed, recently called on people in the northwest to avoid vaccines offered by the international community, claiming they were made with ”extracts from bones and fat of an animal prohibited by God, the pig.”
”Don’t fall prey to these infidel NGOs and this US-allied government and its army,” said Mohammed over the illegal radio station he transmits from his sanctuary in eastern Afghanistan.
Pakistani officials and their international partners have pushed back against these claims, but the CIA’s reported activities in the country may have made their job that much harder.

”The medical mission has to be immune from manipulation for political and military purposes and health care workers generally must not be compelled to conduct activities contrary to medical ethics,” said O’Brien, the ICRC spokesman.
