No we are selectively killing Indian agents. Our own people are essentially safe, however some Indian agents hide in civilian population disguising themselves as Pakistanis --- that may cause some collateral damage. بھارت کے ایک فوجی جنرل کو چین کی طرف سے دورے کی اجازت نہ دیئے جانے کے بعد بھارت نے چین کے ساتھ اپنے دفاعی تعلقات معطل کر دیے ہیں۔

چین نے شمالی کمان کے سربراہ لفٹیننٹ جنرل بی ایس جسوال کے بیجنگ کے دورے کی یہ کہہ کر اجازت نہیں دی کہ وہ ایک ’متنازعہ خطے‘ کے انچارج ہیں۔

جنرل جسوال اس مہینے بیجنگ کا دورہ کرنے والے تھے۔ چین کا کہنا تھا کہ بھارت ان کی جگہ کسی اور جنرل کو بھیجے۔ بھارت نے چین کے فیصلے کے جواب میں یہ دورہ منسوخ کر دیا ہے۔

جنرل جسوال کو دونوں ملکوں کے درمیان فوج کے اعلی افسروں کے دورے کی روایت کے تحت اگست میں بیجنگ کا دورہ کرنا تھا۔ لیکن جب بھارت نے جنرل جسوال کا نام بھیجا تو چین نے ان کی نامزدگی پر اعتراض کرتے ہوئے کہا کہ ’چین ان کا خیر مقدم کرنے کے لیے تیار نہیں ہے کیونکہ وہ جموں کشمیر کے متنازعہ خطے کےانچارج ہیں۔‘

حکومت نے اگرچہ اس پر کوئی مفصل بیان نہیں دیا ہے لیکن چین کے فیصلے پر اس کی برہمی کا اندازہ اس بات سے لگایا جا سکتا ہے کہ اس نے چین کے ان دو اہلکاروں کی آمد پر فوری طور پر روک لگا دی ہے جو نیشنل ڈیفنس کالج میں ایک کورس کے لیے دلی آنے والے تھے۔ اس نے فوجی اہلکاروں کے ایک وفد کے چین کے دورے کو بھی منسوخ کر دیا ہے۔

چین کشمیر کے سوال پر گزشتہ کچھ مہینوں سے اپنے موقف پر مختلف شکلوں میں زور دیتا رہا ہے۔ اس نے کچھ عرصے سے بھارت کے زیرانتظام کشمیر کے باشندوں کا ویزا ديگر شہریوں کی طرح پاسپورٹ پر چسپاں کرنے کے بجائے علیحدہ کاغذ پر جاری کرنا شروع کیا کیونکہ وہ کشمیر کو ایک ’متنازعہ خطہ‘ تصور کرتا ہے۔

چین اور ہندوستان کے درمیان سرحد ی تنازعہ پرانا ہے اور دونوں ممالک 1962 میں جنگ بھی کر چکے ہیں۔ چین بھارت کی ریاست ارونا چل پردیش اور شمال مشرقی ریاستوں اور کشمیر کے بعض علاقوں پر دعوے کرتا رہا ہے جبکہ بھارت کا بھی بعض ایسے علاقوں پر دعوی ہے جو چین کے قبضے میں ہیں۔

چین نے ماضی میں کئی بار اروناچل پردیش کے سرکاری اہلکاروں کو یہ کہ کر ویزا نہیں دیا کہ ’وہ چین کے شہری ہیں اور انہیں اپنے ملک جانے کے لیے ویزا لینے کی ضرورت نہیں ہے۔‘

بھارت چین کے اس طرح کے دعوؤں کو مستر کرتا رہا ہے۔

دونون ممالک سرحدی تنازعے پرکئی برس سے بات چیت کر رہے ہیں اور سرحدوں پر پوری طرح امن قائم ہے لیکن حالیہ مہینوں میں کئی بار شمال مشرقی ریاستوں اور لداخ کے بھارتی خطےمیں چینی فوجیوں کی موجودگی اور سرگرمیوں کی خبریں آئی ہیں۔
