According to sources, the post Eid corps commanders conference would also ponder specially over Zulfiqar Mirzas claims regarding the national security. Earlier this month, the last corps commanders conference expressed deep concerns over prevailing law and order situation in country including Karachi. Why I believe army will not take action.

1- It may be a plan of PPP to pull in army against them or party members so they can be pulled out of power and claim to be another shaheed of democracy.

2- Do you think army was unaware of all these things ? Army sources and intelligence is much stronger than Mirzas sources

3. It may also be an attempt to involve army and courts in trying to control karachi , which is out of control for government.

4. To provoke army against MQM and then start an operation against MQM with help of PPP and ANP so there is peace in karachi and mqm loses its control ( which will be wrong as MQM will attract more sympathy votes and be more stronger in future.)

Because these things don't and cant happen overnight. It has to be studied, all loophole has to be closed before a firm action such as arrest is taken.

If an overnight action is taken and something goes wrong, you will be the first one to blame for hasty actions.

It was not army but Busharraf who gave powers to MQM in karachi, but due to army discipline the lower ranked officers could not do anything at that time but to watch, why busharraf did that is very easy to understand you just need to explore his own ethnic affiliation and you will get the answer. The current Army chief Kiyani has no such affiliation with MQM and that is the reason you see MQM in all sorts of troubles in karachi since last 6 months or so.

I feel army will not take direct action against MQM but it will certainly facilitate all other political players in karachi to take over MQM. I think army has now decided to weaken MQM through political means, actually it has already started since last few months.
