I think it should be divided like that into 10-12 provinces

35 provinces will lead to the breakup of Paistan.

Stephen Cohen, a famous expert on South Asia and a member of the Brookings Institution think tank, said in an interview a while back that the reason Pakistan hasn't disintegrated is due to the size and strength of the PUnjab province, because a bigger province always keeps the smaller or less populated provinces together.

All you will end up doing is increasing government expenses, and giving rise to more corrupt elites and lead to infighting between the various provinces and ultimate disintegration of the State.

To stabilize and to further develop Pakistan, Pakistani government should consider creating smaller provinces. The four provinces, FATA, and northern area should be divided into 34-37 smaller provinces.

In reality this will make the federation more balanced and address the grievances of smaller provinces against Punjab. It will also elimination the dominance of PMLN in punjab, MQM in Karachi and dominance of [Jeay Sindh Qaumi Mahaz (JSQM) and PPP in Interior Sindh.

It is vital for Pakistan to have more smaller provinces, which can be governed by the local government, this will not only stabilize the country but also help develop faster. Each province will get it share of representation in federal government.

Each province will have economic development system, local government will promote the industry and service sectors as a means to socioeconomic achievement.

Each state will develop it's own economic structure, economic planning of the future development in various field: Engineering, agriculture, food processing industry, sea food. Local government will be responsible to try to find the fastest way to lift up the economy through investment from both domestic and foreign investors.

More Provinces will further develop Pakistan

  1. Easy Administration: It will be beneficial both for the public and the Govt. to administer. For public, need not to travel long to reach provincial headquarter to accomplish their work.
  2. Employment Opportunities:With the creation of new provinces lot of jobs will be created in public as well as private sector.
  3. Speedy Justice:New High couts will be formed in each new provinces. It will provide justice quickly and economically.
  4. Route to Democracy: More provinces will result in more balance representation in National Assembly and Senate. hence it will strength the democratic values.

These provinces must have sweeping powers to manage their own affairs and very few areas should be under federal jurisdiction.

Every citizen will pay two taxes (both will be at a reduced rate based on United States and Canadian Model), one to the federal government and the other to the respective provincial government.
This will make the provinces self sufficient and central funding should be allocated on basis of need for development as well as population.

It will resolve majority of the problems. There are so many questions were left unanswered for 60+ years, FATA, Northern Area, undeveloped Baluchistan. Create more provinces, distribute the resources to all the provinces not just one. Remove landlord (zamidar, wadara, choudary) system.

Each Provincial government responsible for:
1- Democratic Governance
2- Poverty Reduction (Eradicate Extreme Poverty and Hunger)
3- Crisis Prevention and Recovery
4- Energy and Environment
5- Improve Health Care system (Reduce Child Mortality /Improve Maternal Health)
6- Develop global partnership for Economy and Social development

We need to improve our country.we need to educated the masses so we can get rid of lawlessness and corruption from our country. We need to create jobs, improve economy, our textile companies need quality control (Pakistan lose Textile export due to quality control).

Federal Government should have five responsibilities:
a. Defence
b. Foreign Affairs
c. Currency ( Central Bank)
d. Communications ( Roads, rails, ports & telecommunications)
e. Education

All major ports as part of communication should be joint federal/Provincial jurisdiction

How will it work?
To reduce the government expenses, these new 34-37 provinces will have Governor system, (There is NO need for CM). This will elimate CM position as well as Division commissioner position.

Governor and his small team will be responsible of coordinating tasks with district governments within province.

Decentralization of Power, more power will be transferred to District and tehsel level governments. [Smaller Federal government, Smaller Provincial government, larger District Government]

“I want to see 35 provinces in Pakistan instead of just four for a population of 180 million. Under the new system, every division of Pakistan will be awarded the status of a

province to ascertain that power, authority and resources are devolved down to the district levels and do not remain centralized. Similarly, I want to see 150 districts and 800

sub-division governments consisting of 400 city governments and 400 rural governments. I also want to see 6,000 union council's governments.” Dr.Tahir ul Qadri Chairman of Pakistan Awami Tehreek (PAT)

Yes more administrative units, but we need to change the political system as well. if we will have too many provinces, each province will have its own, assembly, CM, Governor, bureaucracy, and lots of buildings will be required (may be too much money will be paid to them concerning our VIP culture).

Secondly there will be many problems as many projects of national interest will become a victim of provincial patriotism (such as NFC ward, water, rivers, dams, electricity, gas, oil and other royalties).

Having a simple political system, such as local bodies will be enforced first, and once the flow of power and money will be decentralised from province to local bodies there will be less charm in being a member of assemblies (lesser perks and money).

17 provinces are ideal if need more then it can be decided later. 5 in Punjab, 4 in sindh ,4 in kpk and 4 in baluchistan .It will also remove the Sindh card played by a particular party and separation from other provinces .Can be made more local govts which will ease the burden on provincial and federal govts .Devolution of power is really very important right now . Need honest and sincere people in all the sectors .

14-15 units will be fine. Transfer funds directly from Federal government to these units and get rid of existing 4 provinces, provincial assemblies and governments.
