The questions which you have asked MQM, they can't answer any of your questions, because they want to be in power in any case. They don't mind whosoever is President or Prime Minister. On you question that if Zardari is facing curroption charges then why doesn't altaf hussain come to Pakistan and face murder charges. I think altaf hussain will never come to Pakistan untill he is alive. Imran Mediating Between Haqiqi Factions

KARACHI: Pakistan Tehrik-e-Insaf (PTI) Chairman Imran Khan has been trying for the last few months to broker a deal between the two factions of the Mohajir Qaumi Movement (MQM-Haqiqi) that split during the previous governments tenure, media has reliably learnt.

Emerging as a staunch opponent of the Muttahida Qaumi Movement (MQM) after the May 12, 2007 mayhem in which several political workers were killed in Karachi, Imran Khan subsequently launched a campaign against the Muttahida. His anti-Muttahida drive started with the help of the MQM-Haqiqi which provided him with evidence of alleged brutalities against it.

Officials of the PTI and both groups of the MQM-Haqiqi confirmed that they have had meetings with Imran Khan on April 17 in Islamabad separately, during which Imran tried to convince them to resolve their mutual differences and work as a single party against the Muttahida in Karachi. Although both the Haqiqi factions and the PTI termed these recent liaisons routine meetings and part of Imran Khans case against Muttahidas London-based Quaid Altaf Hussain insiders claimed that the PTI chief wanted the Haqiqi leaders to get reunited and face the Muttahida in Karachi as a single force.

It is learnt that similar efforts were also being made by other parties of the All Parties Democratic Movement (APDM), including the Jamaat-e-Islami (JI). The APDM leadership was also in touch with the out-of-prison leadership of both the Haqiqi factions.

A leader of MQM-Haqiqis Afaq group admitted that a five-member delegation of their party had a meeting with Imran Khan in Lahore last month, which lasted for around two hours. Several issues, including reconciliation between the Afaq Ahmed and Amir Khan factions of the party, also came under discussion.

Our delegation, comprising Akhtar Hussain, Shamshad Ghauri, Riaz Qureshi, Sohail Anjum Advocate and Rafi Dad, met PTI chief Imran Khan and discussed the Muttahidas vendetta against our workers, the no-go areas issue as well as the frequent killing of our workers in Karachi, he revealed.

When asked whether that meeting had any specific agenda, he said it was a routine meeting but admitted that Imran Khan expressed his wish of building unity among the estranged factions of the party, arguing that a single Mohajir Qaumi Movement would have a lot more political weight and clout than the one divided into two.

On the other hand, PTI officials confirmed that another delegation of the MQM-Haqiqi led-by former MPA Younus Khan had also called on Imran Khan in Lahore in April 2008 and they were also given the same advice by the PTI chief.

However, PTI office-bearers said that so far there was no breakthrough in their efforts to bridge differences between the two Haqiqi factions but added that efforts were still under way as some other parties were also trying to reunite the Haqiqi leadership.

The MQM-Haqiqi and the Muttahida Qaumi Movement have been bitter rivals ever since the former faction split from the main party in the 90s. The Muttahida retained its position as the main voice of the people of Karachi in subsequent years with the Haqiqi reduced to a small rump with tiny pockets of influence. At the time of their split, during the anti-MQM operation in the 90s the Altaf Hussains party accused its rival faction as a creation of the agencies. Many of the Haqiqi leaders and workers fled Sindh to take refuge in Punjab during that period and most of the Haqiqi leadership was eliminated, incarcerated or driven underground.

PTI chief Imran Khan could not be immediately contacted for comment but his spokesman Umar Cheema confirmed that the MQM-Haqiqi leadership has been meeting the PTIs central leadership, including Imran, in recent months. Although he described these secretive meetings as a bid by the MQM-Haqiqi to highlight their plight and miseries at the hands of the Muttahida, Cheema refused to reply to the question: why both factions of the MQM-Haqiqi were meeting Imran Khan alone and not the leadership of the mainstream political parties of the country.

According to Cheema, contacts with the PTI and the MQM-Haqiqi started when Imran decided to lodge a case in the British courts against Muttahida chief Altaf Hussain and requested people to furnish evidence against the Muttahida Qaumi Movements wrongdoings.

People from all over the world, including the MQM-Haqiqi leadership, approached the PTI and provided him evidence against the Muttahida, the PTI spokesman claimed. It was the previous government that did not permit a Scotland Yard team to come to Pakistan and investigate the allegations, he said.

But when asked why the PTI and Haqiqi leadership was meeting so frequently these days even though Imran Khan did not seem enthusiastic in pursuing the London case, Umar Cheema said the Haqiqi leadership was trying to gain political support through these meetings.

Cheema added: But that does not mean that we want them to remain divided. We wish them to get united and play their political role in Karachi as effectively as in the past.. A Muttahida Qaumi Movement (MQM) spokesman, when contacted in this regard, said he could not comment on the meetings till more information was available.

Dec 10, 1998:As many as 10 alleged terrorists and extortionists belonging to both factions of MQM rounded up with arms and ammunition in Karachi. (Nation Dec 11, 1998).



Dec 11, 1998:Police arrested a most wanted terrorist of MQM, Saulat Mirza, immediately after his arrival from Bangkok at Karachi airport.(Nation). Saulat Mirza has said, Altaf Hussain has directed his workers in Belgium, S. Africa and India to reach Karachi. (Asas).

The accused Saulat Mirza has confessed that Altaf Hussain and his political secretary Nusrat Nadeem have been giving directives for carrying out disruptive activities and killing of innocent citizens. Mirza, arrested on his arrival in Karachi from Thailand, was suspected of involvement in the murder of two US diplomats and four American oil company workers.

DIG Police Karachi Qureshi said that during initial interrogation accused Saulat Mirza confessed killing retired Major Shahnawaz Toor, who was incharge of the American Drug Enforcement Agency in Pakistan. He stated that the accused had also owned killing of KESC managing director Shahid Hamid, SDM Nawaz Khushk, a DSR of Rangers, several police officials, a lance naik of army, and five relatives of SP Khawaja Nisar. DIG Qureshi said that the accused has also admitted killing an office bearer of PPP, Nasir Guddu. He said that an information was received that some terrorists were fleeing the country while some were coming back.

DIG Qureshi said that on receipt of this information surveillance was mounted on the arrival and departure lounges of the Karachi Airport. He said that Saulat Mirza was arrested when he returned to Karachi from Bangkok. Qureshi maintained that accused Saulat Mirza has a background of international terrorism. Saulat Mirza, who was present at the press briefing, confessed the criminal activities carried out by him and his accomplices. He said that Major ( R ) Shahnawaz Toor who was incharge of the American Drug Enforcement agency in Pakistan, was eliminated because he was prying. Saulat Mirza said that later he came to know that Toors killing was ordered by the MQM leadership to spoil Pakistans relationship with America. This was also aimed at causing economic difficulties for Pakistan so that the country could be harmed. On the killing of KESC MD Shahid Hamid, he said that the deceased had served in the IMF and was arranging loans for Pakistan and for this reason he was eliminated.

Saulat Mirza also spoke about his visits abroad and said that there are some 80 to 100 MQM boys in South Africa. He said that MQM leader Safdar Baqri went to South Africa from the US and said that he had instructions that work is to be done for the party. Baqri stated that some boys would have to go to get commando training there for carrying out disruptive activities Karachi, Saulat added. He said that many of the boys went to India and some are still there and getting training in terrorist activities. He disclosed that India was using Altaf Hussain and the MQM and it wants to break Pakistan. Saulat said that he returned to Karachi in March 98 and immediately went into hiding. On October 30 he went to Bangkok. He said he was given the task of killing the foreigners, Hussain Haqqani, Ejaz Shafi and Haleem Siddiqui. Saulat said when he was coming out of the Karachi Airport he was nabbed by the police at the taxi stand. He admitted that he had committed crimes, which are not pardonable.

Saulat said that he believed that Dr Imran Farooq was also killed by MQM partymen and added that Altaf Hussain did not tolerate any criticism and whosoever did so, was eliminated. Saulat also feared danger to the life of Dr Farooq Sattar. Accused Aslam Shaikh alias Aslam Chor (thief), who was arrested by the police from Nazimabad area, was also presented before the press. He said that in 1995 his younger brother Anwar Shaikh was killed in a rocket attack on Garden police station. Accused Aslam admitted that he was involved in attacks on police mobiles. He said that in 1997 Shoaib Bukhari and Zulfiqar Haider had directed him to clean SHO Aslam Hayat. He said that his conscience was pricking him and added that he was giving the statement without any pressure. DIG Qureshi said that the accused have given the statements after a few hours of interrogation. The police will also check its record, he added. (News Dec 12, 1998



Dec 13, 1998:Another accused in Hakim Said murder case and an alleged assassin of Zuhair Akram Nadim arrested in two raids conducted by Surjani Town police and CIA Sadar respectively. Two more alleged accomplices were also arrested on being pointed by Asim, reportedly an accused in the Hakim Said murder case. On a tip off police cordoned off some parts of Sector L-1 in Surjani Town of District West from where Asim was arrested. Korangi police arrested Zubair alias Landhi Wala, who according to police has confessed his involvement in the killing saying that Asim was the first to open fire at Hakim Said from a KK rifle. On the information given by Asim raids were conducted in Yousuf Goth, Surjani and Sher Shah areas. Shujauddin alias Shujoo and Habib Ullah were arrested.

The main accused in Hakim Saeed case are Zulfiqar Haider, MQM MPA, Naushad alias Major Dandy, Shakir alias Langra. Zubair alias Landhi Wala, Asim, Ajzaz alias Wazir, Asif and Amirullah have been arrested. One person suspected to be Wahab Bandhani, who claims to be Hanif Kabarhi was also arrested.

A CIA team raided a house in Sector 11 H, North Karachi from where Majid alias Mullah (also known as Sir) was arrested. He confessed to have killed Zuhkar Akram Nadim as well as PPP councillor and three Muslim Leaguers during interrogation. SSP CIA, Manzoor Mughal disclosed that in July 1998, terrorists belonging to Altaf Group met in Unit 77 Orangi Town where they finalised plans of assassinating Zuhair Akram Nadim. On July 1998, they gunned him down in Orangi when he was visiting an under construction building there. Earlier, they targeted three Muslim Leaguers near Fauji Hotel also. In May 1995 they killed Salahuddin alias Saloo, PPP Advisory Councillor and in September they killed Shahid alias Sarphata, a member of PMRC. Another alleged terrorist of MQM Aslam alias Chapta reported to be a close associate of most wanted Ajmal Pahari was arrested in Jalalabad. SHO Gulbahar Mohammad Aslam told that on a tip off, they raided a hideout located behind Subhan Bakery in Jalalabad where terrorists were hiding. The terrorists opened fire at police but retaliatory firing by police forced them to flee. However, one of them, Aslam Chapta was arrested. One Kalashinkov, one 7 mm rifle, two repeaters and 3 TT pistols were recovered. Police said that Aslam Chapta was a member of Unit 18 and also was an honorary member of Moazzazin committee.

SHO Gulbahar claimed that during interrogation, Aslam told them that they were planning to get back the hold of Khajji Ground area of the orders of MQM chief Altaf Hussain. He confessed Ajmal Pahari Group was involved in the killing of Zuhair Akram Nadim, Zahiruddin Babar (Jama at-I-Islami), three Muslim Leaguers and others. The SHO further claimed that Aslam told them that Altaf Hussain always issue orders through his Secretary, Nadim Nusrat who asked Shoaib Bukhari, MQM MPA, to convey the orders to them. He also confessed to have assaulted two women whom they killed after gang rape and threw their bodies in Manghopier area.(Nation Dec 14,1998).



Dec 15, 1998:The arms used by terrorists to murder Hakim Mohammad Said recovered from a nullah near Burns Road on the pointation of an arrested accused namely Nadeem Mota. Korangi police have arrested three alleged terrorists said to be close associates of Aijaz alias Kala Munna named in over 200 heinous cases. A team of Rangers in Korangi recovered a considerable quantity of arms and ammunition. The enquiry officer of Hakim Mohammad Said case, SP Agha Mohammad Tahir ordered a raid when Nadim Mota during interrogation told the arms dumped near nullah behind Sindh secretariat. The arms seized from there included four Kalashinkovs, three TT pistols, one mauser and 300 bullets of KK rifle and pistols.(Nation Dec 16, 1998).



Dec 16, 1998:The dangerous criminal Aslam Jhapata confessed the murder of 20 people including a councillor of Jammt -e-Islami and Zohar Akram an ex MNA. According to the detail Aslam Jhapata was arrested on the 11th of December and was an active member of Muthidda. During investigation he told the joint interrogation team that he joined MQM in 1990 and when Karachi operation started in 1992 he went underground. In 1995 Pirpur police on the charges of keeping illegal weapons arrested him. In 1997 he came out from the jail and started participating in criminal activities of MQM once again.

Aslam told the investigators that in July 1998 Wasiah Jaleel called him along with Ajmal Phari, Dilwar, Jahangir Saeed to nine zero and ordered them to kill Zohair Akram. After receiving these orders they killed Zohair Akram in Orangi Town. He confessed that on the instruction of MPA Mohiuddin sector incharge Ishtiaq with the help of Zafar Nadeem Lamba and Akram Dahari Walla kidnapped five persons of Sindhi, Punjabi and Pathan nationality from different area of Orangi Town and killed them with Kalashinkov at Ghaziabad Orangi Town. On 16th June 1998 Wasiah Jaleel called Aslam Ali along with his helper at nine zero and ordered them to kill the ex-Councillor of Jammat-e-Islami Zaheerudin Babar. According to the report prepared by Sindh government a large number terroristswho were arrested by police after the imposition of Governors rule in Karachi have admitted that they got the training of terrorism from India.



Dec 18, 1998:Hazara Police arrested a dreaded terrorist and dacoit Raai Khan s/o Fazal Dad of MQM wanted by Karachi Police from a village of Havelian. Accused Raai Khan was also member of the gang, which murdered Hakeem Said. He was involved in several other incidents of murder and dacoity. He had committed a dacoity in Maleer Karachi in which Rs Eleven lakh were looted. (News Dec 19, 1998).



Dec 25, 1998:A prosecution witness in Hakim Said murder case on December 24, 1998 identified Amirullah Sheikh and Zubair, two activists of Muttahida Qaumi Movement (MQM), as the main accused involved in the killing. (News Dec 24, 1998).

Several MQM activists were rounded up during siege of Korangi and its surrounding localities by law enforcement agencies. Zaman Town Police raided an abandoned house in Nasir Colony and arrested Imran alias Chauntees and Imran alias Mani, both MQM activists, allegedly involved in various cases of heinous crimes. Gulbahar Police arrested Tanveer alias Chachoo and Mohammed Nasir and recovered two rifles from their possession.

The two MQM activists were wanted in dozens of murder, attempted murder, dacoity and kidnapping cases. The same police also arrested Tanveer, Nasir and Irfan, allegedly involved in disposing of the bodies of persons murdered at Khajji Ground. Three TT pistols also recovered from them. They admitted to disposing off 40 dead bodies. Sharifabad Police arrested Fahim alias Baryaniwala, wanted in certain criminal cases and recovered a TT pistol from him. Khawaja Ajmer Nagri Police arrested Afzal Lamba with a pistol. Afzal was wanted in four murder and firing incidents. Liaquatabad Police arrested Shakeel with a revolver.

CIA Sadar arrested Naseerullah and Khawaja Amir with two TT pistols. Mominabad Police arrested Abdul Salam and Waseem Ahmed allegedly involved in murder and kidnapping cases and recovered two pistols. Rangers and Karachi police also arrested 10 terrorist including 8 MQM activists.

A team a rangers succeeded in arresting Syed Tariq Mustafa (Arif Burger) a close companion of Ajmal Phari in a raid in Orangi town. During investigation Tariq Mustafa revealed that on the doubt of disclosing information he cut the throat of a person with the help of his friend Ehtasham in Orangi town sector 7-E lane no 6. After this he washed his hair and showed it to every one in the area so that people learn some lesson from it. Tariq Mustafa also admitted conferred to involve in some other heinous crimes including the murder of 5-labourers in Ghaziabad sector 11 1/2, and of firing rocket on Sindh Secretariat. He also admitted the murder of different people in Khajji ground. Nazimabad police arrested Yousaf Chandio (Arif Dhobbi) in a raid on Paposhnagar. (NNI/Nation Dec 26, 1998).



Dec 27, 1998:Rafi, alias Bubbly is an activist of the Muttahida Qaumi Movement, on December 16, 1997 lifted a Suzuki car from House No 5 near Chandni Chowk and on the very next day abducted a first year student Ambreen from Royal Coaching Centre in Sharifabad police limits for rape and ransom. Later, he rang the parents of the abducted and asked them to manage Rs. 500,000 as ransom. The parents of that girl contacted the police and lodged an FIR of abduction and rape of their daughter. On December 27, 1997 Bubbly was arrested by the police. (News).



Dec 28, 1998:As many as 27 accused including two Unit Incharge of the MQM were arrested as police also seized arms during their drive against criminals and terrorists. SHO, Gulbahar-led police team cordoned off Muslim Centre. During houses search, they arrested Mohammad Irfan, Incharge Unit 189, and Qaisar Abbas of MQM. Police seized TT pistols from them. (Nation Dec 29, 1998).



Dec 30, 1998: New Karachi Police, after a brief encounter, arrested seven Muttahida activists involved in criminal activities and recovered arms from them.(Nation Dec 31, 1998).



Dec 31, 1998:Four terrorists belonging to the MQM `confessed` the planning of assassination of the then Prime Minister Benazir Bhutto in Johannesburg during her visit to South Africa. We also planned to create Sunni and Ismaili riots in Karachi, they further said. They were produced before reporters at Central Police Office during a Press briefing held by DIG Karachi. The DIG said that their confession proved that they wanted only to bring a bad name to Pakistan world-wide and to weaken Pakistan. Surjani Town police arrested Nadim alias Civic, Irfan alias Imran, Mirza Wasee Baig and Babar Anis and recovered from their possession 3 KK including a snatched official KK rifle, two seven mm rifles, seven pistols, two revolvers, one mauser and 400 rounds.

The accused told the police that Altaf Hussain MQM chief and his Secretary Nadeem Nusrat ordered them in 1996 through Qamar Ghalib and Hamad Jilani in South Africa to kill Benazir Bhutto. But Benazir did not visit Johannesburg hence the planning failed, they said. They said since Ismailis contributed a lot to strengthen the countrys economy, hence we were ordered to kill Maulvi Akbar, who had embraced Sunni faith. This was aimed at pitting sunnis and Ismailis against each other, they said. In South Africa Qamar Ghalib and Homad Jilani extort bhatta from Memons and other traders who belong to Pakistan. One Fardia is the agent who arranges visas for visits of MQM activists from India and other countries to South Africa , they revealed. Nadim alias Civic said that more than 250 MQM activists named in heinous cases were in South Africa. (Nation Jan1, 1999).

The clock is set to British summer time and a pair of telephones connect to an office 5,000 miles away, from where a controversial Pakistani leader runs his political empire.
Altaf Hussain leads the Muttahida Qaumi Movement (MQM) - a powerful, popular and, critics say, thuggish political force that has a vice-like grip on Karachi. At "Nine Zero", the party headquarters in a middle-class suburb, his presence looms large. A giant poster hangs over the entrance and reverential acolytes speak of "Altaf bhai", or brother. But the great leader is missing.

For the past 16 years Mr Hussain has lived in self-imposed exile in the UK, first as an asylum seeker and now as a British citizen. Based in an office block on Edgware High Street in north London he rules by phone, directing his closest lieutenants in long, late-night conversations. But in Pakistan that arrangement has become a matter of controversy - one about to land at the British government's door.

Yesterday the cricketer turned politician Imran Khan arrived in London to try to have Mr Hussain prosecuted under British anti-terror laws. Three weeks ago gunmen opened fire on a rally in support of the chief justice, Iftikhar Muhammad Chaudhry, triggering a day of bloodshed that left 42 people dead. Mr Khan - as well as lawyers, human rights activists and opposition parties - accuse Mr Hussain of orchestrating the carnage from his sofa in London.

"The whole thing was planned. No British citizen is allowed to sit in London and direct terrorist operations abroad. So why should Altaf Hussain?" said Mr Khan who described the MQM as "a fascist movement run by criminals".

If Pakistan has to arrest al-Qaida operatives then Britain has an obligation to pick up Mr Hussain, added Mr Khan, who plans to bring a petition to Downing Street. "There's a war on terror going on but here we have Pakistan's No 1 terrorist being given sanctuary by the British government," he said.

The MQM denies the charges, and insists it was the victim and not the perpetrator of May 12. The party says 13 of its own activists were among the dead, and last week it produced a video from May 12 showing apparent supporters of the rival Pakistan People's party firing their guns in the air. "This is a conspiracy against us. Our decision to hold a rally on May 12 may be open to criticism, but we were not involved in armed attacks," said Dr Farooq Sattar, head of the party in Pakistan.

But Mr Hussain has little to say. At the MQM's "International Secretariat" on Edgware High Street - a red brick office block opposite a supermarket - a party official said the leader was not available for comment. But he was happy to show the Guardian around the offices, which he confirmed was Mr Hussain's London headquarters, and he vowed to repel any court action by Mr Khan.

The fight is getting personal. Back in Karachi graffiti slurs against Imran Khan appeared on walls and the MQM-dominated local government has banned him from the city for one month.

The MQM was founded in 1984 by Mr Hussain, a former Chicago cab driver, and won broad support among the "mohajirs" - Muslims who fled India after partition in 1947. The party prided itself on its well-oiled machine and its secular, liberal outlook. But it was also linked to extortion, gun smuggling and South African crime networks, according to a senior police officer speaking on condition of anonymity. "That's what happens when a political party is run like the mafia," he said.

Local reporters have a rich store of-tales from the 1990s. One said she found a severed hand as a warning in her front garden, another was kidnapped from his home.

But since it entered a coalition government with President Pervez Musharraf in 2002, the party has projected a different image based on secularism, economic development and support for the "war on terror". Moderates such as the Karachi mayor, Mustafa Kamal, boast of new roads, sewage systems and billions of pounds in fresh investment. "MQM believes in every sect and religion. We are against extremism. We were the first people on the streets after 9/11," he said.

But since May 12 the party's aspirations of becoming a national force lie in shreds, and there are worrying echoes of past tactics. On Tuesday, three Karachi journalists with foreign news agencies found unmarked envelopes containing a single bullet on their car windscreens. Two of them had earlier been denounced as "anti-mohajir" by the MQM-linked Muhajir Rabita Council.

Will Mr Hussain ever come home? At Nine Zero, where beefy young men with baseball caps stand guard, there is little sign. "We do not want him to come back to Karachi; it is too dangerous here," said parliamentarian Faisal Subzwari.

But there is always hope. A few doors down Mr Hussain's deserted terraced house is waiting, protected by blastproof metal shutters. For now, though, it has just one occupant - a 24-hour telephone operator
It is on record that the cases of Major Kaleem, Hakim saeed, KESC MD murder etc against the MQM leader altaf and other terrorists were fit cases to punish these culprits, but due to the political reasons and to keep alliance with MQM all these cases were dropped by the Government Prosecutor in the period when MQM was in coalition partner of the ruling parties.

The cases dropped against MQM under NRO are also fall into the same scenario. The MQM in government of Mushaaraf partner constituted a review board under NRO and the cases were withdrawn. It is the reason why we need independent prosecutors, who can defend the case independently in the court to award punishment to the culprits, otherwise again under the present government, how a government prosecutor can pleaded the case against the government functionaries (PPP, MQM etc) to whom he is answerable.

PREAMBLE:
MQM is the only political party of Pakistan which represents and comprises of working, middle class and poor masses of the country who are presently down trodden, disadvantaged and exploited by the two percent ruling elite.

MQM has revolutionised politics in Pakistan its elected representatives and office bearers are chosen by ordinary party workers and people on merit not by virtue of being born in a feudal family or political dynasty.

The prevalent feudal system of Pakistan is the main obstacle in the progress of the country and the prosperity of her people. Due to this obsolete system a genuine democracy could not establish in the country and the people of Pakistan could not get their due rights, social justice, equal opportunities, rule of law and real participation in the affairs of the state.

MQM is struggling to abolish this obsolete system in order to establish a truly democratic, progressive and egalitarian society in the country where all citizens have equal rights irrespective of their colour, creed, language, ethnicity, gender, belief and religion.

MQM believes in Realism and Practicalism as enunciated by Mr. Altaf Hussain, the founding leader of the party. MQM is against all types of terrorism, religious extremism and struggling for religious harmony.

The cherished goals of MQM are eradication of political authoritarianism, abolition of feudal system, promotion of cultural pluralism, devolution of power to the grass root level and to achieve maximum provincial autonomy. MQM believes in induction of the common man in the power structure to provide maximum opportunity to economically and socially deprived people-empowerment for all for a better and safer life for today and tomorrow.

MQM hopes that the people of Pakistan will support the MQM to achieve these cherished goals.


1- PROVINCIAL AUTONOMY:
Provincial autonomy is sine qua non for a federation. The founding fathers during their struggle for independence all along advocated autonomy to the constituent units. The Lahore resolution of 1940 also advocated autonomy for the constituent units. Unfortunately, the promises of the founding fathers and aspirations of the people of Pakistan were never respected which led to the dismemberment of the country in 1971.

At present, this unresolved issue of Provincial autonomy is the biggest cause of disharmony and distrust between the federating units of Pakistan. MQM wants a national dialogue and consensus among the federating units to settle this contentious issue in a way that fulfil the aspirations of the people of Pakistan specially the people of smaller provinces.

MQM stands committed to plead, advocate and espouse the cause of provincial autonomy through such constitutional measures whereby:

The federation should retain the subjects of Defence, Foreign affairs and currency and all other subjects should fall in the domain of the federating units.
The creation of an Inter Provincial Council for promoting harmony between federation and the provinces and amongst provinces.
2- EDUCATION:
Education enriches lives and is an economic necessity for any developing country. We need to modernise our education system and spread education through out the country on war footings by taking following steps:

Abolishment of the present dual system of education in the country where the educational institutions for poor people have different standards as compared to the English medium and Grammar schools. This can be done by raising the standard of Urdu Medium and Government educational institutions to bring it at par with the Grammar and English medium educational institutions.
The Madarsas need to be provided all out incentives to bring their syllabus and standard of teaching in conformity with the main stream education.
Increase expenditure in education from 2.2 % to 5 % of GDP during the next five years.
Minimum 20% of the Provincial and District Governments revenue expenditure be allocated for education.
Make education compulsory for each and every child and would be available free up to Matriculation or its equivalent level.
Salary structure for the teachers must be revised upward, above 3% inflation each year.
New Schools, Colleges, Universities, Professional and Vocational Institutions in cities, towns and villages through out the country would be established.
Secondary School for any village where the population exceeds five thousand people would be established.
Adopt a school policy be encouraged.
Promote earn and educate concept in public sector school also.
Training and Refresher courses of primary and secondary School teachers would be launched extensively through out the country. Female teachers would be given preference for primary education recruitment.
The examination system would be made more transparent and in accordance with the requirements and standards of modern age.
The syllabus would be amended according to our national requirements and the needs of modern age.
Educational Institutions would have Management Boards / Committees and their performance monitored regularly.
The University education should be strictly on merit with more scholarships for talented and deserving students.
Grants for Professional Institutions would be increased to reduce the fees.
The private educational institutions would be regulated.
Extracurricular activities would be reintroduced/ strengthen through elected students unions.
A net work of public libraries would be established all over the country.

3- HEALTH:
Health for all remains a slogan that needs to be reduced into projects and programs by following measures:

Public Expenditure on health would be increased from 0.6 % to 4% of GDP during next five years.
Hospitals would be established in every district and health care centres in every village of the country.
Adequate staff, equipments and medicines would be provided to primary and secondary health centres through out the country.
Institutions for training nurses, lady health-visitors, mid-wives and other Para-medical staff in every district would be established.
A Liver Institute, Trauma Centre and Telemedicine service would be setup in every District.
Emergency Funds would be reserved for unforeseen circumstances such as Flu (influenza) or Virus outbreaks.
2400 non-functional Basic Health Units, Rural Health Centres and Mother and Child care centres would be functionalized.
The Government would negotiate with multi-nationals to bring down the medicine prices.
Import Tax on medicines would be abolished and there would be no Custom Duties for medical equipments.
Mother and Child-Care Centres with breast screening facility would be setup in each district.
Purchase and sale of organs for transplantation would be stopped and substituted by establishing Cadaver Banks.
Health Insurance Schemes would be introduce by the Government for all citizens giving priority to senior citizens.
Accreditation and Regulation of commercial health facilities would be regulated by the province.

4- AGRARIAN REFORMS:
Agriculture is the single largest sector and dominating driving force for growth. Following measures would be taken to improve the agriculture sector:

Abolishment of prevailing feudal system from the country.
Effective land reforms by fixing a reasonable ceiling.
Increase share of cultivators (Harris / Muzareh) from 50 % to 60 %.
District level micro finance credit on Grameen Bank patron; Tractor and small agriculture machinery on subsidised prices; Cooperative farming and more importance would be attached to direct marketing to eliminate the role of middle-men.
Allocation of State land to landless cultivators followed by the cooperative farming, cooperative marketing and easy credit for the inputs.
Revision of agriculture tenancy laws to stop ejection of tenants at will.
Peasants (Harris/Muzarehs) would be declared as labour and legislation on the patron of Labour Laws would be legislated for them.
Promotion and incentives for agro-based industries in rural areas.
Greater incentives to land holders for live stock breeding and farming.
Intensive development of inland and marine fisheries at a controlled pace.
Lining of water channels and remodelling of the system. Innovative devices to conserve irrigation water.
New Dams in the country with the consensus of all federating units.
Computerization of land revenue record.
Protection and promotion of forestry.

5- POVERTY ALLEVIATION AND UNEMPLOYMENT:
Nearly a third of our population lives below poverty line i.e. they earn less than hundred Rupees a day. One of the main causes of poverty and chronic poverty is the non development of human resource. In rural areas it is the slow growth of agriculture caused by poor / inadequate delivery of input, whereas in urban areas, it is the wage discrepancies between the slow growing formal sectors, verses the relatively fast growing informal sectors. Poverty can not be alleviated by a magic wand but needs a multi pronged strategy. Some of the measures needed are:

A comprehensive policy outlining specific aims to curb poverty. But what is needed is more even playing fields for educational attainment, health status and employment opportunities. Similarly, chronic poverty needs to be mapped for its alleviation. The Government should focus more on the distribution of assets, economic opportunities and political voice rather than directly on inequality of incomes.
The gap between wage rise and inflation must be narrowed. In particular, public sector wage rises must be directly proportional to inflation.
Control of food inflation by stabilizing and / or subsidising the prices of Wheat, Rice, Sugar and Oil.
Greater public investment in agriculture including agro-industry, agribusiness and live stock-greater incentives for cooperative farming and cooperative marketing in rural areas and housing and construction in urban areas.
The burden of the taxes would be minimised on low income and poor people specially the taxes on utility bills would be decreased for these people.
Social Security Schemes would be introduced and enforced to cover all adult population.
Encouragement of industrialisation, promotion of Cottage industries, establishment of vocational institutions and incentives for agro-based industries in rural areas to control unemployment.
The national plan of action for Education for All, that includes universal primary education, increase in adult literacy rate, provision of quality teachers training institutes and participation by the community, is proposed to be implemented in letter and spirit.
More incentives would be provided for labour intensive industries.
Other State interventions, i.e. distribution of land to landless Haris/Muzarehs, improved system of Zakat and social insurance
besides indigenous philanthropy will go a long way to achieve the desired results.

6- URBAN DEVELOPMENT:
Pakistan is considered as one of the most urbanising country of the world. As a result, the urban cities and towns are crunching under unplanned and strained infra-structure; acute shortage of basic amenities, proliferation of slums and excessive pollution. On the other hand, the City District and District Governments are handicapped in providing civic services due to a multiplicity of local administrative units.

To correct these situations, MQM would take the following steps:

MQM believes in unity of Command. A single administrative agency controlled under the City / District Nazim as far as municipal services and its revenue collection is concerned, for effective dealing and coordinative efforts to solve the problems of the citizens, like water, sewerage, solid waste, power supply etc. Master planning, land usage and allocation, disaster managements, health, education etc.
Traffic administration in all metropolitan cities be delinked from Police and be placed under the control and management of City District Government.
Introduction of large environment friendly buses in all districts and rapid mass transit in private sector dovetail with the overall City District Transport System with a Regulatory Board under the Nazim.
Adequate security to life and property of all and sundry and elimination of criminal dens etc. through community policing having an elected Police Commissioner would be ensured.
Prevention is better then cure. Studies have shown that 65% of diseases are water borne diseases. Thus, MQM strongly recommends that every possible step must be taken to supply safe drinking water to each and every soul in cities, towns and villages..
Due to the Universal trend of migration from rural to urban centres, the cities are being overburdened by the influx. MQM believes that infrastructure development and industrialisation must take place in all parts of Pakistan.
MQM wants each and every drop of sewage water must be treated before it goes into the sea/river because it pollutes and contaminates marine life.
Low cost housing schemes would be encouraged in urban areas.

7- INDUSTRIES AND LABOUR SECTOR:
MQM would advocate equal concentration on manufacturing not only on consumer goods but also on light and heavy industries to produce durable goods. It is imperative that stake holders from private sector are fully facilitated for the establishment of industrial estates. A public-private partnership mode will be deployed to encourage investment and realise hidden opportunities.

To reduce inconvenience to the investors and for rapid industrialization and one window operation would be ensured.

Reasonable wage structure, provision of health care insurance, old age benefits, disability pension and a housing unit after retirement to the low income employees both in public and private sector.

Joint Monitoring Boards of entrepreneurs and labour would be established within industrial units to ensure respectable wage structure to the workers and uninterrupted production.

Trade Unions of employees would be consulted before the public assets are privatized in order to hedge against subsequent fall outs and to safe guard the interests of employees. Consequent job losses need to be provided in such an eventuality.

Special incentives would be provided for Small and Cottage Industries, especially regarding the allotments of land and easy credit.

The recurring power load shedding to industrial unit would be addressed.

MQM would continue to encourage private sector in developing information technology in such a way that it becomes the fastest growing earner of foreign exchange.

Oversees Pakistanis who remit precious foreign exchange and promote foreign investment in Pakistan would be given preferential and respectable treatment and would be provided economic opportunities in Pakistan.


8FINANCIAL AND FISCAL MEASURES:
Increasing the ratio of direct taxes to indirect taxes.
Reduction of non-developmental expenditures by government.
All the loans of the big fishes written off would be clawed back and spent for the betterment of the people.
Federating units would be engaged in the privatization process by the Federal Government and given a reasonable share from the proceeds.
National Finance Commission (NFC) would be made independent but before that General Sales Tax and Excise Tax be assigned to the provinces.
9 GOOD GOVERNANCE:
Since the inception of Pakistan, the system of government has been highly bureaucratic and common citizens can not assert their basic democratic rights. There is unquestionably a national crisis of confidence to which MQM will respond in a measured and sensible way. MQM, therefore, proposes not only to arrest this anarchical state of affairs but also help establish the rule of law, with malice towards none, through the following measures:

Strict adherence to the principle of merit.
Transparency and merit would be ensured in all Governmental actions including contracts, awarding of work and recruitment etc.
Federal or Provincial Cabinet, instead of Prime Minister or Chief Minister, needs to take all policy decision strictly in accordance with law.
Secret Funds placed at the disposal of the Prime Minister or Chief Minister would be subjected to independent audit and public scrutiny.
Drastic measures are needed to ensure security of life and property to all citizens irrespective of their cast, creed, colour, religion, gender, political belonging or belief so that no innocent person is victimised and every aggrieved gets justice.
Federal and Provincial Ombudsman and Accountant General Offices, Anti-Corruption Departments, Public Accounts Committees, Prime Ministers and Chief Ministers monitoring Committees would be headed by senior and dedicated government officers and public representatives to make these institutions more efficient and effective.
Police would be brought under the City and District Governments.
Federally Administered Areas (FATA) would be merged into the mainstream administration whereby the law of the land would be applied in consultation with and consent of the people of these areas.
All citizens would be allowed to participate in free and fair Elections. MQM firmly believes in democratic rights for all citizens. A neutral, impartial and independent Election Commission would be constituted to conduct a free, fair and transparent Elections, whether General or of Local Bodies.
10-WOMEN, CHILDREN AND RELIGIOUS MINORITIES:
Social ailments like gender discrimination, sexual harassment, domestic violence, child abuse, rape in vengeance and forcing the opponents womenfolk to march on public streets naked, honour killings, child marriage, Karo Kari, Vinee, Marriage to the Holy Quran, Bonded Labour and Child Labour will have to be dealt with by public awareness campaign in collaboration with community participation and stringent legislative measures.
All the discriminatory laws against women and religious minorities would be repealed.
Rampant gender discrimination both in urban and rural areas, the discouragement of female education and their full participation in society as equal citizen would be addressed through persistent teaching, public awareness and appropriate administrative and legislative measures.
Religion should not obstruct the exercise of the inherent right of a citizen of Pakistan to participate in any matter; socio economic and or political.
The religious minorities would be treated as equal citizens of Pakistan and be given state protection for their lives, property and freedom to practice their religion freely.
To provide representation to minorities at least 5 % reserve seats be year marked for them in Legislative Bodies.
A rigorous campaign and public awareness would be launched in collaboration with the people and religious scholars to exterminate religious extremism, hatred, fanaticism and terrorism from the country.

11-HUMAN RIGHTS:
MQM believes in fundamental rights for all citizens and the State must take responsible steps in providing protection and security to all its citizens. Torture, police excesses, confinement without trial and sociopolitical harassment must cease in a democratic country of Pakistan.

12-MEDIA AND FREEDOM OF EXPRESSION:
MQM firmly believes in the freedom of expression. With the proliferation and freedom of both print and electronic media, public awareness has been increased manifold. MQM aspires for a robust, creative and developing media industry, combining commercial success and public service. The media emancipation would be non partisan, impartial and responsible. MQM would fully support the medias freedom of expression. Under no circumstances, medias independence would be curbed and public be deprived of their valuable service.

The media regulatory authorities should be completely independent, mandated with sensible rules and fair regulation that cannot be used as a political tool.

13 JUDICIARY:

The judiciary must be independent, impartial and autonomous to impart justice to the people and establish rule of law in the society.
Parallel judiciary systems would be abolished to uphold the sanctity of the judiciary and for an effective judicial system.
The non-trial or inordinate delays of cases, congestion in prisons and the litigants grievances for delayed judgment would be addressed through appropriate steps by the government and the judiciary.
Extensive and effective jail reforms would be introduced to reform the prisoners into responsible citizens and eliminate human rights abuses in jails.
14-ENVIRONMENT:

Improvement of environment by making efficient use of natural resources and energy, respecting the natural world and wild life, utilising the open space, eco-friendly designs and construction methods, recycling waste, plantation on a large scale and creating parks in each locality.
Extensive forestation in a most aggressive way.
Industrial effluent and untreated sewage must not be dumped in to the sea.
Sea and coast lines would be protected.
15 CULTURE AND SPORTS:
Culture knows no boundaries. It should be left to the discretion of the people without any undue hindrance from the State.
The arts and sports culture is central to preserving a sense of community in the society. MQM is a proponent of institutionalization of arts and sports in the over all youth development programme. MQM would encourage youths towards arts and sports through the development of sports facilities, parks and backing private initiatives such as arts academies.
16 FAMILY WELFARE:
The population of Pakistan has increased from 33.82 million in 1951 to 151 million in 2004. By the year 2010, at the existing trend, it would reach about 170 million. The current growth rate is around 1.9 % per anum-the highest in the region and needs to be brought down to 1.6 % by the end of year 2010.

17 FOREIGN AFFAIRS:
MQM wants an independent foreign policy of the country and wants to promote close, friendly and honourable relations with all the countries especially with the neighbouring countries.
MQM believes in the policy of peaceful coexistence-live and let live. MQM believes that all the disputes and conflicts be resolved through dialogue and peaceful means.
MQM wants to solve the Kashmir issue through meaningful, sincere and honourable dialogue according to the wishes of Kashmiri people.
MQM encourages confidence building measures and dialogue process with India and desires peace and close cooperation between the countries of South Asia especially in economic fields so as to provide peace, progress and prosperity to one fifth population of the world living in this region.
