The US is the only country that has some leverage on India and Pakistan needs to make it clear that it can't concentrate on peace in Afghanistan with a mess in Kashmir. And if the US is not willing to help then really the game is over.

What they really want is to be able to still play their parts in post war Afghanistan and they find feeble Pakistan Forces to once again do their dirty work for them .
