Ayyub Khan both are telling truth here.
Dr. Qadeer is referencing about

DCC , held on 13th May 1998 ) and
Ayyub Khan is saying about
Second Cabinet Meeting (
DCC , held on
15th May 1998).
After returning to the country from a trip to Central Asia
on 13 May Sharif met for several hours with senior military officials and senior members of his government to discuss India's action, which appeared to have taken Pakistan's security establishment by surprise. I think this was the First DCC Meeting and Dr. Qadeer was also in this Meeting)

( In Second DCC Meeting there is no no name of Dr. Qadeer )
