I think you people have missed on of the most visible organization in all this which is Iranian Intelligence....No joking They have also gave a tough time to agency like Mosad in Lebanon in the form of Hizbullah and they are also having their effective operations in Afghanistan and Central Asia where they are working with FSB...Their is also known about their support to Hamas as well and what I think is that they have been very effective against Israeli intelligence agency...Abdul Malik Rigi's arrest was one of their achievement as well and if people dont know about his status he was supported by US and UK intelligence agencies so he was like their agent but anyways they are not as strong as Pakistani or Indian intelligence agency but they are very professional in their own sense as well...

Performance of the agency should be based on what positive it was able to bring of that nation. What positive ISI has done for Pakistan? They were very successful in undermining democratic government and sponsoring terrorism in the neighborhood. They have been working as mercenariness for Western powers. RAW should be somewhere in number 30 as it is just a part of Indian bureaucracy. We all know Indian bureaucracy in highly in effective.

Could someone explain why a country has an Intelligence agency?
Don't give me : espionage, national security of its strategic assets , reconnaissance, tactical advantage over the enemy - and other jargon like BS.

A common citizen , a tax payer in a country like Pakistan subsidizes an Intelligence Agency and an Army by his blood ....The bare minimum it has to do is secure the life and property of that citizen (from external threats obviously).
Thats not happening. In fact the opposite is happening and we never know who is behind the attacks due to colossal failures in intelligence..... in the end its the same script ... the head of the suicide bomber is found, condemnations all around and the culprits are never get caught.

You may argue , that ISI prevents hundreds of attacks which you and I dont hear about. But whats the point if the intelligence agency itself is unaware of the root causes and does nothing to address them.

In Khyber Pakhtunkhwa, there is strong sentiment against the ISI because of its previous involvement in Afghan Jihad and currently its failure to protect Pakistan's sovereignty violated on a daily basis by the drone attacks. Intelligence agencies should earn the respect of their people first before asking for respect from outside.
If anything I sympathize with the ISI - because it has had its work cut out for the past 10 years . I do not prescribe to the idea that it is #1 or the worlds best. - thats just Imran Series - ibne Safi fantasy world.

How many Indian criticizes R.A.W ? = 0%
How many Amirican`s criticized C.I.A = None
How many Israelite Condemned M.O.S.A.D =Not at all
and how many Pakistani Barks against ISI = 1% A.. H....
I am saying to those 1%, if ISI is not doing there job then Pakistan is your homeland too, why don`t you come on front instead of Blahhh Blahhh . When you sleep in some Loved ones arms in dark cold nights,then those brave men and women are out there to protecting you from enemy. and even got killed or captured in the line of duty and no one knows there name and honors them .some time they are even can not be claimed to be a "Paksitani National" due to there nature of job. there rewards & Medals are with the GOD almighty . and Yes Yes .. I feel kind of love for the love of nation for its Discreet Entity. it is said that "for an austrailian, everything austrailian is best". so based on it, RAW is best for Indians, MOOSAD is best for Israelites and ISI is best for Pakistanis. Someone wrote right that Secret Services cannot be catagorized as number 1 or 2 or 10. But yes, they can be compared in different aspects of intelligence. Like CIA has to be on top when it comes to Technical or Non-human Intelligence, similarly One has to give cradit to Pakistan's ISI for human Intelligence. I can speak for hours on the topic but ............. anyways thanks for ur support my countrymen..

Indians dont have to criticize RAW cause RAW is just responsible for EXTERNAL INTELLIGENCE responsible for collecting Information from Pakistan, Bangladesh, Sri Lanka while their INTERNAL INTELLIGENCE agency is CBI I think....So I dont think Indian are even aware of anything about RAW that much
USA has number of times criticize CIA and their role which is very evident in their own print media+Electronic media and also in popular culture like Movies CIA has been perceived as villain in recent movies...So I would say that US citizen might have at least 8-10% dislike about CIA...
Their are large segment of our population also dislike our agency ISI as well which might be same as CIA 8-10%....
Their were good old days where Intelligence agencies had only got purpose of Information gathering but since Cold War and James Bond movies Guns, Girls, Cars culture being promoted the whole thing has changed and Intelligence agencies are incomplete without Assassins...Now things are all about how agencies controlled their operations and how good they are in making strategies so in this scenario ISI has suffered due to planning short term strategies which eventually dont work in long term strategies it might be possible due to Military influence among Eyes and Ears of this organization but due to their short sightedness they arent able to create a strong base...So they desperately need Analysts and Think Tank type people from civil services for their strategies to become more efficient then they currently are...
