He is but you can see he is scared to 'offend' the thin skinned Indians. The words used are too soft even though India is neglecting their responisibility.
All other countries are locking down yet India is hardly doing anything. The efforts of the rest of the world will be futile if India sends infected people into cleansed countries after the lockdowns are finished.

India has large large pharmaceutical and medical equipment industry and drugs are cheap. They can cope if they start now.
