People are afraid now; they cannot take risk to be arrested. Situation before May 9 was different. Even if people were given free hand they may not come in huge numbers. People cannot trust that they will not be arrested. This is why Khan did not held a single Jalsa after May 9 before August 05 when he was arrested.
