Did someone signed them instead of him, i.e. Forgery!!
Or that the staff lied and didn't return the bills back to the Parliament, which would have required another reading of the bills and sending back to the President for approval. Wasting time, which the corrupt thugs didn't have due to expiry of Parliament duration.
So expire of the time limit, the bills automatically became law!!

2- Register an FIR against the culprits

That is laughable. What do you think he could do ? It only undermines the post of presidency when you get the post involved in your own little skirmishes.
In my opinion, if the powerful forces are not going to respect the ceremonial respect for him and the post, it is only right thing to do is to resign and save yourself and the presidency to be used and abused.
Anyway, lets see if he can take some concrete steps instead of just weezing .

1- Issue notification for annulment of the laws.
2- Register FIR against the culprits in the presidency who did not return the unsigned bills.
