Twitter suspends Pakistani accounts for breaking 'Indian laws'. How is this fair?

Users from Pakistan are getting the following message from twitter as a suspension notice: In the interest of transparency, we are writing to inform you that Twitter has received a request from India regarding your Twitter account, @userid that claims the following content violates the laws of India
