Universal guidelines of mutual respect, tolerance and cooperation may be suggested for clergy in general, but to single out Islamic clergy for certification — as was recommended by a Senate committee earlier this week — can be perceived as carrying an underlying belligerence that would naturally breed a sense of distrust and suspicion.
Considering that the vast majority of religious adherents, including Muslims, do not frequent places of worship, and the fact that clergy-to-congregation ratios of Muslims in Canada are so small, such a proposition would seem quite futile.
Now, supposing certification was proposed for all clergy or religious leaders in Canada, that would create the dilemma of reconciling the call for separation between church and state, and government involvement in religious affairs.
If a council for clergy certification was to be established, who would be on it, and according to what guidelines will they certify? As in any major world religion, the interpretations of Islam are wide-ranging and diverse. Moreover, every sect, denomination and school of thought has its own unique accreditation procedures and regulatory parameters. The dilemma we are facing today is that one outlook is monopolizing the discourse on Islam, and unfortunately that outlook is what is breeding intolerance and hatred.
Since current preachers of hate, division and bigotry are well-funded, organized and sly, we should be concerned that they may infiltrate and dominate such a council, pushing aside the “moderates” and anyone who does not adhere to their interpretations and worldview.
Will we mimic Constantine’s council of Nicaea 325 CE, thereby determining who is legitimate and who is not? The aftermath of that council left major counter- productive fractures that shattered rather than unified. At a time when national unity is critical to carry our nation through these turbulent times and defend ourselves against insidious terrorism tactics, we must shy away from proposals that fragment and divide.
The prohibition of alcohol in the U.S. from 1920-1933 drove the sale of intoxicants underground, nourishing a culture of crime and corruption. I would be concerned if preachers of hate became even more discreet, by descending further below the radar.
When our country sends envoys overseas, we usually provide them with suitable cultural sensitivity training to reduce the likelihood of undiplomatic occurrences that may offend others and produce preventable obstacles to necessary communication and lasting future relations.
Perhaps, a more workable proposal would be culture-sensitivity training to all clergy, not targeting certain demographics, thereby acquainting them with the standardized Canadian narrative, and equipping them with tools to reasonably convey their message without offending others.
Religious leaders, regardless of affiliation, who cannot find it in themselves to tolerate others, demonize them. I believe that is where the fundamental problem lies. It’s not so much where someone was trained as in what they have been trained and by whom. Ideology and perspective are central to how a person perceives the world and their relationship with others.
The very philosophies at the core of extremist discourse are manipulated and supported by foreign powers for their covert agendas. These entities promote irrational and illogical adherence to dogma in order to suppress intellectual dialogue and suspend critical thought, creating an environment wherein fanaticism can incubate.
There is no doubt that fanatics exploit the very justice system, freedom of thought and privileges that they so openly criticize and aim to eliminate. Therefore we should be wary of playing into the hands of any who would undermine our liberties by employing legislation that could be used to limit our rights.
Nevertheless, recommending universal guidelines for mutual respect, understanding and cooperation could be beneficial. These guidelines would emphasize intellectual maturity and universal values common among all world traditions. The core standard of a successful society lies in nurturing diversity, acceptance and open-mindedness.
