You can't force Islam on people, you will have to gradually introduce the laws dealing with Zina (Adultery), stealing, corruption, etc.

We are talking about is a FORM & STRUCTURE of the government.

Dr. Tahir-ul-Qadri is talking about revamping the government system. Just like Turkey, majority of Europe and Islamic countries, Pakistan can also be a republic (unitary government).
