I think the comparison is simply not fair. OP is not referring to the welcome from US state officials at the airport but rather the enthusiasm of the crowd at the airport, which I also believe is unmatched as far as Pakistan's history is concerned. This will be revealed to you in the organized event at Capital One Arena, later today.

Times have changed and so we ought to keep that in mind, when drawing comparison. In regards to the US general policy of receiving prominent guests in their country, it is pretty standard. Mary Kate Fisher who happens to be the Chief protocol officer assigned to receive dignitaries was there to receive Khan as well. So, if it soothes any nerves, here's how Modi was received in US.
