I think the comparison is simply not fair. OP is not referring to the welcome from US state officials at the airport but rather the enthusiasm of the crowd at the airport, which I also believe is unmatched as far as Pakistan's history is concerned. Times have changed and so we ought to keep that in mind, when drawing comparison. In regards to the US general policy of receiving prominent guests in their country, it is pretty standard.
