i think so basically there is no central messaging or policy in Afghanistan. Any guy with a gun can come up and make a fake policy statement on TV. A good example would be Aamir Liaqat or Faisal Wada coming on Pakistani media and giving a statement . Now the question is " will their statement be taken seriously? i think not!"

This man appears to be anti Pakistan but we must not forget that Taliban on the average and in Majority are Pro Pakistani.
