Kharotabad incident: I didn’t order fire, says Ex-CCPO Quetta

Former Capital City Police Officer (CCPO) Dawood Junejo told a judicial tribunal on Monday that he did not pass the order to open fire at the five foreigners in the Kharotabad incident.
He added that he had, in fact, stopped a policeman from shooting on the spot.
The judicial tribunal, appointed by the Balochistan government to investigate the killing of five foreigners in the Kharotabad area on May 17, resumed its hearing on Monday during which the former CCPO and other officials recorded their statements.
Junejo requested the tribunal to record his statement in an in-camera hearing. However, Justice Hashim Kakar, the head of the tribunal, declined his request and said there would be an open hearing because “we want people to see justice being delivered”.
Junejo said he was not there when the blast occurred, adding that he arrived there three or four minutes after it.
Frontier Corps (FC) Colonel Faisal Shehzad was already there, he added. “The firing started some 20 to 25 minutes later, but I did not order the police personnel to open fire. I stopped a policeman from firing at the foreigners. The FC personnel were continuously firing and I wanted to go closer to the foreigners, but the SP of the crime branch stopped me from doing so,” he told the tribunal.
Earlier, Civil Defence Officer Gul Mohammad stated that a parcel “containing 56 detonators” had been sent to him from the crime scene. “After inspecting it, I re-sealed it and sent it back to the officials concerned,” he said.
Investigation Officer Ilyas told the tribunal that blood samples of the foreigners had been dispatched to Peshawar and Islamabad for a DNA test.

Kharotabad killings probe: FC statement contradicts police version

QUETTA:
The police opened fire at the Chechens before the Frontier Constabulary (FC) personnel, an FC official said on Tuesday, while testifying to the Kharotabad judicial tribunal.
FC Colonel Faisal Shehzad also said that he had not been informed that the police had already searched the foreigners.
Nearly 22 witnesses have so far recorded their statements before the tribunal appointed by the Balochistan government.
FC official Mohammad Hashim told the tribunal that he was inside the check post when the three women and two men made their way towards the post. “I yelled and signalled for them to stop but they ignored my call. When they reached the picket, a huge explosion took place, following which the police opened fire at them. I fired two bullets which hit a nearby signboard,” he said, adding: “The incident took place at around 3:50pm. After a few minutes, police told me to come out from the picket, while another police official said the foreigners were suicide bombers. I got out and took position along with the police,” he said.
Hashim’s statement contradicts the police statement recorded with the judicial tribunal on Monday. In their statement, police officials, including Quetta police chief Dawood Junejo, declared that FC personnel did not seek permission before opening fire.
Shehzad told the tribunal that he had not given any orders for opening fire at the foreigners, and that when he arrived at the spot, the FC and police personnel had already taken positions and foreigners were lying on the ground near the pickets.
Shehzad said he was at the Ghaza Band headquarters on May 17 when Subedar Ramzan Khezi informed him about the explosion and shootout. “I informed Commandant Colonel Naveed Safdar and he instructed me to go to the spot. I was on my way there when Subedar Khezi told me to be careful as the firing was ongoing.
Khezi said that a FC official Sajjad was also killed in the firing. He had been deputed near the petrol station close to the check post. “I talked to Junejo, however, I did not direct either of the two, the FC personnel nor the police, to open fire,” Shehzad added.
FC official Taj Mohammad said he was inside the room when the explosion happened. “I saw a woman waving her hand, wanting to say something but I was unable to hear her clearly. Soon after, the police and FC personnel began firing at them. Later, police and FC officials arrived at the spot.”
Mohammad admitted that he opened fire at the foreigners, but said that his seniors did not stop him from carrying out the action. According to FC officials, the personnel present at the site resorted to firing twice; soon after the blast and again after a delay of 20 minutes when the officers reached the spot.
Justice Hashim Kakar, after recording their statements, adjourned the hearing till Thursday.

QUETTA: A colonel of the Frontier Corps deposed on Tuesday before a tribunal investigating the killing last month of five foreigners in Kharotabad that he had not ordered the firing on the deceased, although he himself fired three or four shots at them.
Recording his statement before the tribunal headed by Justice Hashim Khan Kakar of the Balochistan High Court, Col Faisal Shehzad said he was in a meeting with FC Commandant Col Naveed in Ghazaband headquarters when Subedar Ramzan informed him on mobile phone that an explosion had taken place at the checkpoint and firing was going on from all sides.
When he reached the place, police and Frontier Corps personnel had taken positions near the security post.
He said he wanted to go to the post but police officials stopped him, saying another explosion might take place because the foreigners might be wearing suicide jackets.
Mohammad Hashim of the FC said in his statement that police had opened fire on the foreigners after an explosion. Another FC man, Taj Mohammad, also recorded his statement.
The proceeding was adjourned till June 9.
Meanwhile, Balochistan Chief Minister Nawab Aslam Raisani assured the Russian consul-general based in Karachi that strict action would be taken against any officials held responsible for the killing of the five slain foreigners.
The consul-general, Andrey V. Devibov, met the chief minister here and requested that bodies of the victims be handed over to the Russian authorities. He also requested that the passports recovered from the deceased be provided to them.
Mr Raisani assured the Russian diplomat that after permission from the tribunal the dead bodies and their passports would be provided to them without delay.

QUETTA: Seven witnesses have recorded their statements before the judicial tribunal probing the killings of foreigners in the Kharotabad incident, Express 24/7 reported on Saturday.
Eight witnesses had appeared before the tribunal, but statements of only seven were recorded.
The driver of the taxi the Chechens were travelling and an Assistant Sub-Inspector (ASI) who had intercepted the vehicle at the first check post were also among the witnesses.
The driver said that ASI Raza Khan had stopped the taxi at the first check post and four men had stepped out of the vehicle to talk to the policeman. Police had found two shampoo bottles from the foreigners.
The ASI gave a contradictory statement, saying the foreigners were carrying explosives including hand grenades.
The tribunal did not record the statement of Area Magistrate, Sardar Rafique Tareen.
The proceedings have been adjourned till Monday.

Kharotabad firing incident: ‘Foreigners had little else except shampoo bottles’

Eight witnesses appeared before the judicial tribunal appointed by the Balochistan government to probe into the May 17 killing of five foreigners in Kharotabad, and seven of them recorded their statements on Saturday.
The cab driver of the foreigners and an assistant sub-inspector who had intercepted the vehicle at the first check post were among those whose statements were recorded.
The driver, Ata Mohammad, said that he had avoided the Buleli check post on the request of a local man accompanying the foreigners. He said that the man had told him to save the foreigners from being harassed by the police.
He said that some police personnel had stopped the taxi at the first check post and four men had stepped out of the vehicle to talk to the policeman. Police, he said, had searched the foreigners and found two shampoo bottles and four cell phone chargers from them. A police official, Raza Khan, found something from one of the bottles. “I do not know what it was, but it was wrapped in plastic.”
Later on police asked him to take them to a nearby police station. “When we were on the way to the police station a noisy quarrel broke out between police official Raza Khan and the foreigners during which two foreign men simultaneously shouted “Allahu Akbar” (God is great). I stopped the vehicle and I and the police official, stepped out from the vehicle. Raza Khan started firing into the air,” he added.
Responding to a query, the driver said he had not seen anything, except a couple of shampoo bottles. He said that Raza Khan had not informed anyone about the real situation.
ASI Raza Khan contradicted the cab driver’s statement, saying that both foreigners were carrying “hand-grenades”. He had informed his boss, the station house officer, over phone as soon as he “found the suspicious thing from the bottles”.
“They showed me hand grenades, and started shouting ‘Allah-u-Akbar’. When we stopped the vehicle, the foreigners ran after me. I tried to stop them by firing warning shots. Later, I started chasing the foreigners when they entered a narrow alley.”
“I saw the SHO of Kharotabad police station entering the street…from the opposite direction. He also started firing. Subsequently, the foreigners…ran towards the FC (Frontier Constabulary) check post (which was located) on the highway. All five foreigners fell down near the picket after one of the foreigners dropped a hand-grenade, which exploded”.
An ASI in the bomb disposal squad, Yasir Arafat, told the tribunal that he and his colleagues had recovered “a pin and two levers of a hand-grenade” from the corpses.
The SHO of the Airport police station said that about three days ago he had received a letter from CCPO, Quetta, in which the city police chief had warned of a possible terrorist attack on government installations. He said that in response to the letter, security had been enhanced in the entire area.
The tribunal did not record the statement of local magistrate, Sardar Rafique Tareen.
Terming the issue a sensitive one, the provincial advocate-general said most of the witnesses “may feel insecure about recording their statements in public hearings, also attended by media representatives”. He urged the tribunal not to hold “public hearings to protect the eyewitnesses”.
Justice Hashim agreed with the advocate-general for holding the hearing in secret.
The hearing was later adjourned till Monday.

بلوچستان میں خروٹ آباد واقعے کی تحقیقات کرنے والے ٹریبونل کے سامنے پیر کو کوئٹہ پولیس کے سابق سربراہ نے اپنا بیان دیتے ہوئے کہا کہ پولیس نے فائرنگ نہیں کی تھی جبکہ فرنٹئیر کور نے ان سے فائرنگ کی اجازت طلب نہیں کی تھی۔
خروٹ آباد کا واقعہ بلوچستان کے دارلحکومت کوئٹہ کے مضافات میں سترہ مئی کو پیش آیا تھا جس میں سیکورٹی فورسز کی جانب سے مبینہ فائرنگ کے نتیجے میں تین خواتین سمیت پانچ چیچن باشندے ہلاک ہوگئے تھے۔
اس واقعہ کی تحقیقات ہائی کورٹ کے جج پر مشتمل عدالتی ٹریبونل میں جاری ہیں، جس نے پیر کو بھی پانچ گواہوں کے بیانات قلمبند کیے۔ اس موقع پر روسی سفارتخانے کے دو نمائندوں نے بھی پانچ منٹ تک ٹریبونل کی کارروائی دیکھی۔
کوئٹہ میں ہمارے نامہ نگار ایوب ترین نے بتایا کہ خروٹ آباد واقعہ کے وقت داؤد جونیجو کوئٹہ پولیس کے سی سی پی او تھے جنہوں نے سترہ صفحات پر مشتمل اپنا بیان بلوچستان ہائی کورٹ کے جج محمد ہاشم خان کاکڑ کے سامنے پیش کیا۔
بیان میں اپنا مؤقف پیش کرتے ہوئے انہوں نے کہا ’میں نے کسی پولیس اہلکار کو فائرنگ کی اجازت نہیں دی بلکہ ایک پولیس اہلکار فائرنگ کر رہا تھا، جس کو میں نے فائرنگ سے روکا۔‘

عطاء محمد نے بتایا کہ اس دوران رضا خان اور ان افراد کے درمیاں تند و تیز جملوں کا تبادلہ ہوا اور رضاخان نے انہیں تھانے لے جانے کی کوشش کی۔ جس پر ان افراد نے اللہ اکبر کا نعرہ بلند کرتے ہوئے فرار ہونے کی کوشش کی جس پر رضاخان نے ہوائی فائرنگ کی۔

بلوچستان میں خروٹ آباد واقعے کی تحقیقات کرنے والے ٹریبونل کے سامنے پیر کو کوئٹہ پولیس کے سابق سربراہ نے اپنا بیان دیتے ہوئے کہا کہ پولیس نے فائرنگ نہیں کی تھی جبکہ فرنٹئیر کور نے ان سے فائرنگ کی اجازت طلب نہیں کی تھی۔
خروٹ آباد کا واقعہ بلوچستان کے دارلحکومت کوئٹہ کے مضافات میں سترہ مئی کو پیش آیا تھا جس میں سیکورٹی فورسز کی جانب سے مبینہ فائرنگ کے نتیجے میں تین خواتین سمیت پانچ چیچن باشندے ہلاک ہوگئے تھے۔
اس واقعہ کی تحقیقات ہائی کورٹ کے جج پر مشتمل عدالتی ٹریبونل میں جاری ہیں، جس نے پیر کو بھی پانچ گواہوں کے بیانات قلمبند کیے۔ اس موقع پر روسی سفارتخانے کے دو نمائندوں نے بھی پانچ منٹ تک ٹریبونل کی کارروائی دیکھی۔
کوئٹہ میں ہمارے نامہ نگار ایوب ترین نے بتایا کہ خروٹ آباد واقعہ کے وقت داؤد جونیجو کوئٹہ پولیس کے سی سی پی او تھے جنہوں نے سترہ صفحات پر مشتمل اپنا بیان بلوچستان ہائی کورٹ کے جج محمد ہاشم خان کاکڑ کے سامنے پیش کیا۔
بیان میں اپنا مؤقف پیش کرتے ہوئے انہوں نے کہا ’میں نے کسی پولیس اہلکار کو فائرنگ کی اجازت نہیں دی بلکہ ایک پولیس اہلکار فائرنگ کر رہا تھا، جس کو میں نے فائرنگ سے روکا۔‘

Kharotabad incident: ‘My eyesight is too weak to identify colleagues’

A senior police officer, present at the time of the Kharotabad shooting incident, failed to identify police officials involved in the firing by claiming that he has weak eyesight.
Additionally, the officer, SP (Investigation) Amanullah Kakar, said that he was unable to identify the voices of the men involved.
The judicial tribunal on Thursday, comprising Justice Hashim Kakar, recorded statements of three more witnesses regarding the incident in which five foreigners, including three women one of whom was pregnant, were gunned down by police and Frontier Corps (FC).
Police officials present on the spot could not identify their colleagues who were continuously firing at the foreigners. They were also unable to recognise the man directing to open fire when the women were lying injured near a FC picket.
Director General Public Relation (DGPR) Balochistan produced six CDs before the tribunal prepared by different news channel on the incident. It was shown in the footage that two women were still breathing when the Quetta Police Chief Dawood Junejo and FC Colonel Faisal Shehzad were talking. When one of the policemen opened fire, a man shouted that they (the women) are raising their hands as a signal for surrender. However, another official directed to kill all the foreigners.
After watching the television footage, Justice Hashim Kakar immediately summoned SP (Investigation) to appear before the court as he was seen taking part in the operation. The judge asked a senior police official to call him and directed all those people present in the court not to leave the courtroom.
SP Amanullah said since his eyesight and listening power is weak, he can not identify the voices and the policeman shooting from a close range. “Most of the police and FC personnel who were present at the spot had opened fire, thus, it is difficult for me to identify the voices,” he told the tribunal.
In cross questioning, Justice Kakar expressed anger over his answers and said “you should not lie in order to protect your job. I saw this video and you were present there and the voices are coming from near you.”
The tribunal also asked that if a CCPO passes order not to open fire, how can police officers do so?
The SHO of Kharotabad police station said he does not know about the official who had directed the personnel to open fire and he too is unable to recognise the voice asking them to stop.
Earlier, FIA Director Shakeel Durrani stated that the FIA has no record regarding the entry of five foreigners from the Afghan border. “There is only one immigration checkpoint in Chaman where FIA personnel enter the data of those who enter and exit from Pakistan and Afghanistan and want to proceed to Iran or any other country,” he told the tribunal.
He further said that about 8,000 to 10,000 people enter and exit from Pakistan daily without having travel documents and the five killed may have entered along with them. There is also an FC check post to ensure security along the border, it was learnt during cross questioning.
An officer from the Crisis Management Civil Defence, Haji Mohamad Gul, told the tribunal that he had examined the 56 detonators sent by the police. “The detonators had no blasting components,” he added.
The hearing was adjourned till Monday. Twenty-six witnesses recorded their statements before the tribunal. The only witness left, a police surgeon, will record his statement on Monday.

National Assembly Standing Committee on Human Rights has termed the Kharotabad shooting incident a serious human rights violation and will send a parliamentary fact-finding mission to inspect the site.
The decision came at a committee meeting on Wednesday. Findings of the mission, headed by Adviser to the Prime Minister Mustafa Khokar, will be discussed in a committee meeting next week.
Five foreigners, including three women, initially believed to be Chechens on a suicide bombing mission, were shot dead by police and Frontier Constabulary (FC) troops on May 17 in Quetta.
Committee Chairperson Riaz Fatiyana rejected the Quetta police’s preliminary report. “Police and FC personnel opened fire on the unarmed foreigners as brutally as though they are licensed to kill,” he said.
Fatiyana directed the Quetta DIG and incumbent and former district police officers to appear before the committee in the next meeting, to be held on June 24.
FC Quetta sector commander Brigadier Abdul Rasheed, who was present in the meeting, said that a commission, headed by a high court judge, had already been formed to investigate the matter. “It will be appropriate to wait for the findings of that commission,” he said.

QUETTA: The inquiry tribunal investigating the Kharotabad tragedy will resume its deliberations today after a three-day break, Geo News reported. Dr. Baqir Shah who conducted the post mortem and other doctors will record their statements.
Till date, 26 individuals including the Director FIA Shakeel Durrani have had their statements recorded.
The inquiry tribunal is headed by judge of Balochistan High Court (BHC), Justice Muhammad Hashim Khan Kakar to investigate the May 17 incident which led to the death of five foreigners.

A Russian diplomat on Thursday identified two women and a man who were among five foreigners shot dead in Kharotabad on May 17 as residents of Dagestan, a semi-autonomous Muslim region in the Russian Federation.
“The deceased belonged to Dagestan. We could not locate their relatives,” Russian Consul General Andrey V Damidov told reporters. “The victims had no affiliation with any religious organisation”.
The deceased were identified as K H A Magova, A D Sharapudinova and A A Magomedov.
He further said that he had complete faith and confidence in the judicial tribunal formed to investigate the incident.
Earlier he visited the morgue of the Bolan Medical Complex and identified the three bodies, which were almost decomposed.
The Russian consul general had granted permission to Al-Khidmat Foundation for the burial after the Russian government was unable to trace the relatives of the three victims.
Hundreds of people attended the funeral prayers of the three foreigners.
Five foreigners, including three women, were gunned down by paramilitary troops and police personnel in Kharotabad, a suburb of Quetta.
The police had alleged that they were suicide bombers. However, the bomb disposal squad and post-mortem reports revealed that the suspects were neither wearing suicide jackets, nor did they possess explosive material at the time of the attack.
The remaining three bodies were buried in the Jabal-i-Noor al Quran graveyard in Quetta. The funeral prayers were led by the provincial chief of Jamaat-i-Islami (JI), Akhundzada Abdul Matin.
Earlier, the bodies of Olga, a Russian national, and her Tajik husband Nauman were buried at the same graveyard in Quetta.

Kharotabad killings: 'Report incriminates security forces, will not be made public'

QUETTA: The report submitted by the judicial tribunal investigating the Kharotabad incident will not be made public, sources told Express 24/7 on Wednesday.
In the report, the tribunal pinned responsibility on security forces that opened fire on the foreigners, and declared the shooting of the unarmed foreigners “illegal”.
The Quetta police had earlier branded these foreigners as terrorists and were justifying their killing, saying that they opened fire because the foreigners were armed.
Official sources said that the report will not be made public as it incriminates law enforcement agencies. They added that if the findings of the tribunal are disclosed, the media would “give it the wrong colour” and tarnish the reputation of security forces who are fighting in the war on terror.
Journalists who met Balochistan Chief Minister Nawab Aslam Raisani yesterday (Tuesday) said that it is unlikely that these police officials will be punished. They added that the government is not ready to take action against the security forces who have been held responsible for the murders of the five foreigners.

Tribunal submits report to Balochistan government
The judicial tribunal probing the killing of five foreigners in Kharotabad, a suburb of Quetta, submitted its report to the Balochistan Government on Tuesday.
The report is spread over 100 pages, official sources said. The government has not made any report public so far and officials avoid commenting, saying it will be premature to say anything.
Five foreigners, including four Russians and a Tajik national, were shot dead by Frontier Corps (FC) and police personnel on May 17.
Balochistan Chief Minister Nawab Aslam Raisani had ordered that a tribunal be formed after conflicting and controversial statements emerged from police officials and witnesses. The tribunal recorded statements of 28 witnesses, including police, FC officials and private witnesses, in its month-long hearing.
Key witness, the driver who brought the victims from Kuchlak to Quetta, had retracted from his statement twice saying he was under threat from police officials.
Police Surgeon Dr Baqar Shah, who conducted the autopsies, had also refuted police claims.

QUETTA: The report submitted by the judicial tribunal investigating the Kharotabad incident will not be made public, sources told Express 24/7 on Wednesday.
In the report, the tribunal pinned responsibility on security forces that opened fire on the foreigners, and declared the shooting of the unarmed foreigners “illegal”.
The Quetta police had earlier branded these foreigners as terrorists and were justifying their killing, saying that they opened fire because the foreigners were armed.
Official sources said that the report will not be made public as it incriminates law enforcement agencies. They added that if the findings of the tribunal are disclosed, the media would “give it the wrong colour” and tarnish the reputation of security forces who are fighting in the war on terror.

Tribunal submits report to Balochistan government
The judicial tribunal probing the killing of five foreigners in Kharotabad, a suburb of Quetta, submitted its report to the Balochistan Government on Tuesday.
The report is spread over 100 pages, official sources said. The government has not made any report public so far and officials avoid commenting, saying it will be premature to say anything.
Five foreigners, including four Russians and a Tajik national, were shot dead by Frontier Corps (FC) and police personnel on May 17.
Balochistan Chief Minister Nawab Aslam Raisani had ordered that a tribunal be formed after conflicting and controversial statements emerged from police officials and witnesses. The tribunal recorded statements of 28 witnesses, including police, FC officials and private witnesses, in its month-long hearing.
Key witness, the driver who brought the victims from Kuchlak to Quetta, had retracted from his statement twice saying he was under threat from police officials.
Police Surgeon Dr Baqar Shah, who conducted the autopsies, had also refuted police claims.

QUETTA: Chief Minister Nawab Mohammad Aslam Raisani has directed the Kharotabad incident judicial tribunal report to be made public.
Raisani had sent the judicial report to the Chief Secretary, asking him to implement the recommendations, suggested in the report, in letter and spirit while also instructing to make the report public so that people know about the details and findings of the incident.
According to official sources, the judicial tribunal in its report had clearly mentioned the responsible law enforcement personnel who opened fire and shot dead the foreigners. The report, consisting of more than 80 pages, was submitted to the provincial government on Tuesday. Most of its parts contain witness statements.
“There are lesser chances that the report would be made public because it is against the Government functionaries, however, after the directives of the Chief Minister, it might be made public,” a senior official told this scribe.
Those witnesses produced by police had stated that the foreigners were armed and law enforcers opened fire in self-defence while private witnesses, including the driver who brought the foreigners from Kuchlak to Quetta, stated that they were unarmed.
Five foreigners were gunned down by Frontier Corps and police on May 17 and a judicial tribunal was appointed to investigate the incident after lots of controversy emerged.

QUETTA: The judicial tribunal tasked with probing the Kharotabad incident has held former CCPO Quetta Daud Janjua, FC Colonel Faisal Shahzad, the concerned SHO and ASI responsible for the killing of five foreigners, Geo News reported. The tribunal has recommended that action be taken against them.
According to the report compiled by the tribunal which was headed by Balochistan High Court Justice Hashim Khan Kakar, evidence indicated that the five foreigners were terrorists but at the time of the incident their intention was not to target the police or FC.
According to sources, the report also states that the police and FC did not handle the situation correctly and the foreigners could have been captured alive. All five were killed due to firing and the police and FC did not use their power correctly.
No weapons or suicide jackets were recovered from the foreigners. The report further said that the foreigners did not enter the country legally and there were no visas on their passports.
On May 17, 2011 five foreigners including three women were killed as a result of firing by FC and police officials in Kharotabad. The Balochistan government had ordered the formation of a tribunal to probe the killings

I am very surprized to see that FC and police r responsible for this......report has also written that they were terrorists....If they were terrorists then according to them police and FC wait for these terrorists should to attack our institutions like uzbak husband wife did and after killing 50 to 100 people if they r caught alive then should be punished.....what a hell of statement is this...Instead of giving applause to police and FC that they killed terrorists before they killed other people, they r made responsible for this incident and hopefully they should be hanged coz how dare they stopped those terrorists...let them kill ist and then should be taken to courts if alive......If we keep on degrading our institution like this i don't know whats pakistan upto

wowwww what a statement u have....tell me why when those uzbak husband wife attacked on police station and killed police, how many families have suffered , they were father, son of someone and they had kids, who will take care of them now,,,,,u r talking about one child but how many children have lost their mothers,fathers and themselves due to their suicide attacks, u have great sympathy for foreigners who entered pakistan illegally and had no passport, woww what a patritosm u have for them...kash yehi dard tmhe pak k liye bi hota
