Russia's Energy Minister To Attend Launch Of Iran's Nuclear Plant At Bushehr

Russia is to send its Energy Minister Sergei Shmatko to the ceremony marking the start of operations at the Bushehr nuclear power plant in southern Iran.

Iran's Ambassador to Moscow Seyyed Mahmoud-Reza Sajjadi said the official is to attend the ceremony for connecting the plant to the Islamic Republic's electricity grid, Fars News Agency reported on Saturday.

Sajjadi pointed to a recent meeting he has had with officials from Russia's nuclear agency Rosatom. “The Russian officials said during the meeting that, in the first ten days of August, [they] are prepared to inaugurate this power plant and electricity to enter the national grid,” he said.

State Russian enterprise, Atomstroyexport is currently responsible for the construction of Bushehr plant, the country's first nuclear power plant.

In July, Russia's Foreign Ministry said the country had placed upgrading the facility's capabilities on its agenda.

The ministry also underlined that the plant's construction and its coming on stream “are in accordance with the current international regulations and are being carried out under the full supervision of the International Atomic Energy Agency.”

Iran says it needs nuclear energy to meet its growing domestic demand for electricity and to provide fuel for the Tehran research reactor, which produces medical isotopes for cancer treatment.

I would also like to hear from proponents of John P. Holdren. Some of the stuff he is saying I agree with him.

In a disaster every one has an obligation to assist the people effected by the disaster.

I fully agree with John's views with regards to India. World should not help India with feeding its population its a man made disaster. People keep getting food and keep producing children without putting any thought into as to how they will pay for feeding and educating them.

India Will Get Russian Nuclear Submarine 'Nerpa' By December



After a long wait, India is set to get the advanced Nerpa nuclear attack submarine on lease from Russia by the end of this year, a senior Russian official said.

While India still does not officially talk about the 10-year lease that has been in the works for years, news about the delivery of the nuclear submarine comes from the head of the Russian Federal Service for Military-Technical Cooperation.

Meanwhile, reports say that China will begin sea trials of its first aircraft carrier by next week, making its entry into a select club of nations that operate aircraft carriers. The Chinese carrier remade from a Russian carrier that was brought as scrap hit headlines after Chinas Army Chief General Chen Bingde officially acknowledged its existence last week.

The news of sea trials as early as next week has come as a surprise to India, which had estimated that the ship would be ready by 2013-14.

India, which has an outdated INS Viraat as its only carrier, will only get a modern carrier by the end of next year after long delays in the Gorshkov deal with Russia.

[h=3]US Army to test "Global Strike" technology this week[/h]

WASHINGTON -- The U.S. Army on Wednesday will test missile technology that could eventually be incorporated into the development a conventional "prompt global strike"weapon, according to Defense Department officials (see GSN, Dec. 14, 2010).


Army Space and Missile Defense Command and Army Forces Strategic Command will conduct a flight test of the Advanced Hypersonic Weapon, which is to use an advanced-technology glide body built to endure high-speed flight in the upper atmosphere en route to a target.


"This test is designed to collect data on hypersonic boost-glide technologies and test-range performance for long-range atmospheric flight," Pentagon spokeswoman Lt. Col. Melinda Morgan told Global Security Newswire last week by e-mail.


She said the test scenario would focus on "flight performance of aerodynamics; navigation, guidance, and control; and thermal protection technologies".


The test vehicle is slated to be launched from the Pacific Missile Range Facility on the island of Kauai, Hawaii, and is to fly to the Ronald Reagan Ballistic Missile Defense Test Site, located more than 2,000 miles southwest on the Kwajalein Atoll in the Marshall Islands.


The launch had been slated to take place on Tuesday but was delayed one day "due to scheduling conflicts with other events in the Pacific," according to Morgan, who did not elaborate.


The data gleaned from the test will be used by the Defense Department to develop future capabilities for conventional prompt global strike, she told GSN.


The Pentagon is interested in developing a nonnuclear, prompt-strike capability to attack a target anywhere around the world with just an hour's notice. This type of weapon might be used in the event that U.S. naval vessels or land-based aircraft are not located close enough to strike a target under urgent conditions, such as prior to an impending North Korean missile launch.


AHW technologies, if proven successful, might be incorporated into the Air Force Conventional Strike Missile, which could be the first such prompt-attack capability to be fielded (see GSN, June 24).

SHANGHAI (AFP): Chinese state media have accused US President Barack Obama of "scapegoating" Beijing for his country's economic woes after he hit out at China's currency policy.


Obama on Sunday betrayed increasing frustration over Beijing's control of the yuan, saying it has not done enough to allow the unit to reach a fair market level and calling on a now "grown up"China to act more responsibly.


The official Xinhua news agency accused Obama of using the issue to attract votes, and said forcing the yuan to appreciate more quickly would bankrupt Chinese companies without resolving the US trade deficit with China.


"Squeezing China, especially on the yuan, is an old trick in the run-up to (the) US presidential election," it said in a commentary late Monday.


"Such a tactic of scapegoating others may attract some voters' attention, but is definitely no answer to America's real problems."


The state-run Global Times, a daily known for its nationalistic stance, said the United States felt "insecure" in the face of a rising China and Washington would have to accept that its economy was in decline.


"The US intends to solve economic problems by exerting political pressure on China. Such a mission is hollow and ultimately doomed to failure," it said in an editorial Tuesday, accusing the US of "over-confidence".


"Maybe the US should learn to accept the reality of a multi-polar world and change its mentality".

China's foreign ministry refused to be drawn on Obama's comments at a press briefing Tuesday in Beijing, advising journalists to "ask the spokesperson of the White House what is the meaning of the comment made by Obama."

"China attaches great importance to its relations with the United States," added Assistant Foreign Minister Liu Zhenmin.

"With the deepening of economic globalization and regional integration in the Asia-Pacific, there is an enormous potential to be tapped into in terms of China-United States cooperation."

US officials have long accused China of keeping its currency artificially low, fuelling a flow of cheap exports that has helped send the US trade deficit with China to more $270 billion in 2010.

The issue has come to the political forefront in recent months, ahead of the US presidential elections in November next year.

Speaking after an Asia-Pacific Economic Cooperation (APEC) summit that witnessed a toughening of the US line towards Beijing, Obama said that while there had been "slight improvement (in the yuan) over the last year", this was not enough.

The US president also called on China to act more responsibly and address trade imbalances.

"Now they've grown up, and so they're going to have to help manage this process in a responsible way," he said.

China defends its exchange rate regime, saying it is moving gradually to make the yuan currency more flexible.

Last month, the US Senate, controlled by Obama's Democratic Party, approved a bill to impose punitive taxes on Chinese imports if the yuan is not revalued, drawing an angry response from Beijing.

Obama, seeking re-election next year as many heartland Americans think they lost their jobs to lower-wage China, told President Hu Jintao at the APEC summit that Americans were "impatient" for a change in Beijing's economic policy.

But Hu said that a big rise in his country's exchange rate would not "solve problems faced by the United States," according to an account of the meeting posted on China's foreign ministry website.
