Although most people would see the nuclear capability that puts Pakistan on the top of the list, I would think its more the ability to produce high tech arms, ammunition, tanks and missiles which puts Pakistan on the top. Most other muslim armies like KSA army are wholly dependent on the stuff west would sell them. If they run out.. they run out.
