Karachi

A disclosure that will give the shudders to the citizens of Karachi has come to the fore that the Taliban are not only holding sway in various parts of the city, but are also shrewdly boosting their numbers by wooing the families of target killing victims.

Cunningly, the activists of the Tehreek-e-Taliban Pakistan are approaching the lower strata of society for their recruitment campaign – mostly families of murdered labourers – and inciting them to seek revenge, intelligence sources have revealed.

Besides, the TTP is also indulged in relief activities in the areas where they have established themselves, paying cash to the needy or fulfilling their other requirements.

Areas under their grip

According to a survey, the areas where the Taliban have firmed their grip include Sohrab Goth, Quaidabad, Shireen Jinnah Colony, New Karachi Industrial Area, Sultanabad, Manghopir, Baldia Town (particularly Saeedabad), Surjani Town, Qasba Colony, Peerabad, Shah Latif Town and Shah Faisal Colony.


“The TTP is present in almost all areas on the outskirts of the city and has hoisted its flags there,” the sources disclosed.

“After a comprehensive operation against the banned outfit in Swat and Waziristan, its leaders and activists fled to Karachi and settled on its outskirts. Most of the areas where the Taliban are now present were earlier strongholds of the Awami National Party.”

They added that to penetrate into these areas, the Taliban first targeted the ANP’s offices and also sent threatening letters to the party’s leadership in Karachi.

“The TTP took over the ANP’s offices in some of these areas, removing the party’s flags and hoisting its own. After a few months, they chalked out a strategy to kill ANP leaders and activists.” However, the ANP denies these reports.

The TTP is extorting members of the Waziri and Mehsud tribes living in these areas.


Their objectives

The Taliban have resurfaced in the city with new objectives this time, a primary one among them is to kill law enforcement agencies’ personnel and members of other religious sects.

They are also generating funds for their organisation by robbing banks and extorting traders.

“In collaboration with another banned outfit, the Lashker-e-Jhangvi, the Taliban are targeting policemen and members of the Shia and Bohri communities,” the sources said.


“The TTP recruits people from Karachi and robs banks and foreign exchange companies to generate funds for terrorist activities. These tasks are assigned to them by the central ring leaders in Waziristan.”

The first time the law enforcement agencies discovered the TTP’s presence in Karachi was in 2005. The discovery had confirmed suspicions that the banned outfit was regrouping in the country’s major cities and planning to carry out attacks there.

Extorting traders

A senior police officer on the condition of anonymity told The News that the banned outfit was inflicting heavy losses on the country’s economy by harassing the city’s business community.

“The TTP and LJ were earlier kidnapping traders for ransom. But now they have changed their tactics and find extorting traders a much hassle-free option. They have also started extorting multinational companies and food chains.” The Crime Investigation Department had recently arrested several TTP activists who were extorting traders.


Their targets

The police officer said the TTP and the LJ Ataur Rehman Group had also started killing members of other sects, mostly those belonging to the Shia and Bohri communities. Later, he added, policemen and the personnel of other law enforcement agencies also became their target when crackdowns were launched against them. “They want to create an atmosphere of fear and panic in the city.”

The officer said ANP leaders and activists were also on the Taliban’s hit-list, as the banned outfit was taking over the areas dominated by the party.

The TTP had recently killed three ANP activists in Sherpao Colony, Quaidabad.

On August 28 this year, 36-year-old Amanullah, the ANP’s ward president in the MPR Colony, was shot dead in Orangi Town. Earlier on August 13, the party’s Sindh Central Working Committee member, 55-year-old Amir Sardar, was murdered near his house along with two other activists in Frontier Colony. Sardar, who was associated with the ANP for over 30 years, hailed from the Thana area of the Khyber Pakhtunkhwa’s Malakand district.

However, the sources said not all murders of ANP activists could be attributed to the TTP.

Operation planned

At a meeting held in the city recently, President Asif Ali Zardari had expressed his concern over the deteriorating law and order situation and terrorist activities in the metropolis and ordered the law enforcement agencies to tackle the issue by taking concrete measures.

The sources said the present Sindh Rangers director general, who with his earlier success in Waziristan particularly against the TTP, was chosen for this task. They added that in the coming days, the Sindh Rangers, in collaboration with police, would start a comprehensive operation against the TTP and the LJ.

Killing of cops

More than 100 policemen have been murdered in the city this year. Investigators told The News that though the TTP was involved in a few of them, the banned outfit still posed a major threat to the law enforcers.

According to the figures compiled by the Sindh police department till October 20, 96 policemen were killed in the city including SPs, DSPs, inspectors, sub-inspectors, assistant sub-inspectors, head constables and constables. Twenty policemen including an SP were murdered in District East, 11 in District Malir, 21 in District South, 31 in District West and 13 in District Central.

The sources said usually there were about two or three constables patrolling in a police van. “They have no knowledge about the areas where the Taliban are present and are vulnerable to being ambushed.”

SSP Khurram Waris told The News that the rise in the attacks on policemen could be attributed to the increase in the action against banned outfits.

“The criminals target the policemen to scare them into backing out of their duties, but the law enforcers will continuously work to root them out.”

The SSP said police were the only hurdle for the TTP in areas where it was present including Gulshan-e-Maymar, FB Industrial Area, Peerabad, Manghopir, Sultanabad and Baldia Town. “That is why the militant outfit is targeting police vans and check-posts. The police must remain alert at all times and perform their duties with responsibility. Policemen need to take preemptive measures when travelling alone.”

The police official noted that his force’s biggest achievement was the killing of a TTP commander, Umer Khattab, in Manghopir. Khattab was wanted in many target killing cases, mostly those of police officials.

To a query, the SSP admitted that there were some black sheep in his department in the past that tipped off criminals about raids. “However, there are no longer such cases. However, we are still reviewing the past records of policemen.”

How is a Taliban militant qualitatively different from an MQM,ANP,ST,MQM-H,LeJ,SSP,SMP,PPP militant??

And the only reason ANP has any support in karachi is the animosity generated from this targeted ethnic killing campaign.
Where everyday labourer and working class Pashtuns are offloaded from busses and rickshaw have their ID cards reviewed and shot in the head. If the devil himself offer a Pashtun a chance at Badl he will take it.

As for extortion money. You have to pay it to some one in the end of the day.The govt has no problem with Tafu is getting the dough on what moral grounds has it developed a conscience now.

If the government machinery will be used to do the dirty work of one criminal group against another you can expect this degenerating into another ethnic showdown.

"Taliban" is just a convenient code word for Pashtuns just like "Afghanis" was when Tafu was instigating the ethnic riots in the late eighties.

Either do an operation against all armed groups. Or let them settle their scores as you have been letting them of the past 6 years.

Alternative is insure free polls without gerrymandering the next time so every group has a part in the government and no one group controls the levers of power. Maybe then they will learn compromise.

But last in MUSH govt Altaf was asking for selling VCRs and buying Kalashankov,in the end it turned out to be KILL THE PATHANS game in the end.where they were driven out of their small businesses in thousands and many were killed.
lets hope we are proven wrong but i dont expect anything gud from the mafia don altaf.

KARACHI: The Supreme Court has observed that a number of instances clearly reflect “mala fide conduct of the Government of Sindh in dealing with the poor law and order situation in Sindh, particularly in Karachi, which if continued, will never bring peace and rest” to the province.



The court also took exception to a decision by the provincial government nine years ago to release on parole 35 prisoners who were under trial on charges of committing “heinous offences”.


It called for issuance of non-bailable warrants for arrest of the 35 absconders.


The observations were made in an order on the Karachi suo motu implementation proceedings of Nov 1 by a five-member larger bench comprising Justices Anwar Zaheer Jamali, Khilji Arif Hussain, Sarmad Jalal Osmany, Amir Hani Muslim and Gulzar Ahmed. The order was released for the press on Saturday afternoon from the SC’s Karachi registry.


The bench in its order directed the police and other law-enforcement agencies to look into complaints regarding “influx of Taliban into the city of Karachi” and “take all possible measures to meet any challenge, which may be faced by the citizens of Karachi due to such illegal immigration of foreigners and Taliban, who are reportedly armed with sophisticated weapons”.


The complaint was received by the larger bench during one of the hearings and it was later handed over to the provincial chief law officer. Later the
police submitted a report, which was made part of the record.


The bench observed that the police report on targeted killings showed that the situation had further deteriorated over the past 18 months or so.


“The report reveals that killing of innocent people for one reason or the other is a rapidly increasing phenomenon which needs to be tackled with an iron hand,” the bench remarked.


The SC bench noted that no “high-up” was serious about building up the police institution. “The police department has a lot of
shortcomings, but no one amongst the senior officers seems to have shown concern.”


The bench observed that recruitment in police department was not transparent and since service record of police officials was not properly documented, a key yardstick for evaluating the performance was missing.


“From the date of passing of the order dated 13-9-2011 till date no steps towards capacity building in police department have been undertaken,” the court stated.


The bench further observed that out-of-turn promotions politicised the police department and induction from other departments “through lateral entries has brought unrest amongst deserving police officials waiting for their promotion on merit”.


The bench remarked that transfers and posting in the department also lacked merit. The complete service record of a police official which could reflect posting and transfer is not maintained. Many police officers posted within Karachi on senior positions lack both qualification and competence, it said.


“It seems that instead of depoliticising the police force, further damage has been caused by the government by inducting their blue-eyed persons through lateral entry and then granting them retrospective seniority and out-of-turn promotions”.


Release of parole



The larger bench expressed its surprise and dismay over the release of 35 under-trial prisoners on parole in 2003 “by the government of Sindh in a shabby manner”. It observed that no action was taken against the released prisoners.


“We are clear in our mind that the government or any other authority under it cannot exercise powers under any provision of law parallel to the powers conferred on the judicial officers. Thirty-five under-trial prisoners apparently were not granted bail and were involved in heinous offence and once they were refused bail the government under the garb of parole extended such concessions in order to defeat the judicial process of administration of justice,” the bench remarked.


It went on to observe: “In any event on one hand hue and cry is made by the government about the law and order situation on the pretext of terrorism and, on the other, the government is releasing convicts and under-trial prisoners who have purportedly committed heinous crime, including acts of terrorism. These instances clearly reflect mala fide conduct of the Government of Sindh in dealing with the poor law and order situation in Sindh, particularly at Karachi, which, if continues, will never bring peace and rest in Karachi/Sindh.”


The bench directed the home secretary and other provincial officials to submit a statement “to justify such, prima-facie, illegal and high-handed action of the government” in releasing convicts and UTPs on parole.


The larger bench also directed the trial court to issue non-bailable warrants for the arrest of the absconding 35 paroled UTPs.


The IG was ordered to ensure the arrest of the paroled UTPs.

Let me guess, the talibans must have it written on their forehead that they are taliban ?

The complaint could be from MQM or even ANP but point being, a specific group is being targeted simply to maintain hegemony over a city.

KARACHI - The Supreme Court on Saturday issued an interim order in the Karachi law and order case, directing the Sindh government to take immediate action against all armed groups in Karachi, including the Taliban.

A five-member SC bench headed by Anwar Zaheer Jamali and comprising Justice Khilji Arif, Justice Sarmad Jalal, Justice Amir Hani Muslim and Justice Gulzar Ahmed passed the interim eight-page judgment at the Karachi Registry.

While issuing the order, the bench upheld the previous judgment of the case and stated that the 35 prisoners whose cases were still pending and who were released on parole should be arrested immediately and presented in respective courts.

The relevant courts were instructed to issue non-bailable warrants for all such criminals. The court instructed the authorities concerned to present a detailed report on the issue during the next hearing, as the SC would continue hearing cases involving accused people.

The order said the provincial government should take the issue of the presence of the Taliban in Karachi seriously.

In an earlier hearing in the same case, Justice Jamali had said there were reports of between 6,000 and 7,000 Taliban activists having made their way into the city. The court had then directed Sindh police chief Fayyaz Leghari to submit a detailed report in this regard.


The court also directed the Sindh government to take immediate steps to protect citizens against targeted killings. Moreover, the court also ordered that all firearm licences should be computerised within three months and all previous non-computerised licences be cancelled.

The interim verdict also ordered authorities to take action against illegal unregistered vehicles in the city, directing the government to implement all of its directives in three months’ time. The order added that action against unregistered vehicles and vehicles having fancy and foreign number plates should be initiated.

Earlier during the hearing, the bench also instructed Excise and Taxation Department to set up their office at Karachi Port so that no vehicle could enter the city without registration, as unregistered vehicles were being used in criminal activities and officials were not taking any notice of the occurrences.

The bench headed by Justice Anwer Zaheer Jamali and including Justices Sarmad Jalal Osmany, Khilji Arif Hussain, Gulzar Ahmed and Amir Hani Muslim issued the interim order while hearing a case for the implementation of the apex court’s earlier order in a suo moto case pertaining to the law and order situation in the metropolis.

The motive being to swell the so call "Muhajir" demographic in long term and ofcourse the money it brings.

About a report on target killings presented earlier by the government following the pronouncement of verdict in Karachi law and order case, the new order said that it seems from the report as if the situation had further deteriorated. The verdict said it was laid down in government report that 8,500 accused were nabbed but all were released due to lack of prosecution.
The interim order stated that “blind law” is in force in Karachi. The court decision said citizens of Karachi are being killed ruthlessly and mercilessly. It said anyone could kill a citizen at will anywhere in the city and children feel scared while going to schools. “We want every citizen carries on his business where he wills free from fear and scare.”
The court observed that to tackle the issue of increasing incidents of killings of innocent people, different law enforcing agencies particularly rangers shall coordinate with each other in such a manner that not only wanted criminals are nabbed and brought to justice, other criminals are also effectively checked.
The court ordered Rangers DG that rangers would have to work more diligently to establish peace. It should apprehend the criminals and hand over them to police forthwith. “Whosoever accused is arrested by them be handed over to police. Rangers should remain with police during investigation process,” the court said. “Police does not frame cases in correct manner, therefore, culprits get benefit.”
The order said the court was surprised at the government report on the accused released on parole. “If any terror acts takes place in the city, the government raises hue and cry, (and) labels the incident(s) as terrorism, but on the other hand, such accused were released on parole who were involved in heinous terror acts.” It said these instances clearly reflect the mala-fide conduct of the government in Sindh, particularly at Karachi, which if continued, will never bring peace.
Cases had been registered against these released persons under section 302 and 365 and courts had rejected their bail pleas, the court noted. The court ordered that non-bailable arrest warrants of 35 of these released accused be issued and Sindh IG should arrest them and present them before it. Moreover, it directed jail authorities to strictly adhere to rules, as a decision on releasing anyone on parole or otherwise is taken after the prisoner completes one third jail term.
The court in its interim order said no one amongst high-ups is serious in building up the police department as it has a lot of short comings, and no one amongst senior officers seem to have shown concerns in this regard. SC in the order has asserted that recruitment in police services is not transparent and transfer and posting of the police officers also lacks merits.
The court ordered that the process of appointment in police be made transparent. Noting that out of turn promotions are given in police on political basis, it said this practice deprives the deserving persons of promotions. Some incompetent police officers have also been appointed in police, the court said, adding that it seems from government steps that it is not serious in bringing improvement in the police department.
The order further said that service record of any police personal is not correct nor the details of character record of any police personal is attached with his service book. There is need to improve the condition of police training schools. Report on serving poisonous meal at Razzaq Abad training school has also come to open, it said. Police system should be revamped so that citizens of Karachi could get rid of target killing and extortionists, the order added.
Declaring traffic problem in Karachi grave, the court ordered Sindh IG, Rangers DG, Traffic DIG to initiate action against the vehicles plying without number plates, register non-registered vehicles and issue relevant documents and number plates forthwith to curb their use in crimes. The order said that the vehicles running on Dubai or other foreign number plates be impounded. The order said that monthly fitness report of public transport with details should be filed with the court.

Speaking to media persons in Islamabad on Saturday, Federal Interior Minister Rehman Malik said that government will remove Supreme Court’s reservations on Karachi situation. The interim order of the court would be implemented, he said, adding that those matters which were not in the knowledge of the apex court should be highlighted.
To a question about Taliban, the minister said action against the Taliban was continuing. He said that some people were released on parole during the previous government. Action should be taken against them during that period, he added. To another question, he said after the detailed verdict in Asghar Khan case, action would be taken without discrimination. He said Nawaz Sharif has also expressed the confidence in the FIA. He said collective efforts were needed to resolve the issues of Balochistan, adding that he would give a detailed briefing to the Supreme Court on Balochistan issue.

ISLAMABAD: As the Supreme Court has directed the Sindh government to tackle a growing influx of Taliban in Karachi to bring peace back, the security agencies have informed the ministry of interior about the presence of at least 25 al-Qaeda and Taliban-linked militant groups which have infiltrated the port city and turned it into a battlefield between the law enforcement agencies and the miscreants. The apex court had directed the police and other law-enforcement agencies in Sindh to “take all possible measures to meet the challenge posed due to immigration of Taliban who are armed with sophisticated weapons”.

The MQM leadership, which is quite vocal in its criticism of the TTP’s ideology and its activities, insists that Karachi has become a hub of violence and atrocities mainly due to the influx of thousands of Taliban militants from the tribal areas into Karachi, where finding shelter seems to be quite an easy task.

While looking into the rising incidents of killings in Karachi, the Supreme Court has ordered the Sindh police chief to submit a report on the mass infiltration of Taliban militants.

According to well-placed circles in the security establishment, they have informed the ministry of interior about the presence of at least 25 key al-Qaeda and Taliban-linked jehadi groups which are mainly responsible for the deteriorating law and order situation in Karachi. Many of these groups are operating in the form of smaller cells in a bid to dodge the law enforcement agencies. These cells are often so small and so strewn that they are only discovered when law enforcement agencies arrest their members.

The 25 key al-Qaeda and Taliban-linked militant groups which have literally taken hostage the port city of Karachi include five factions of the Lashkar-e-Jhangvi (LeJ) - Lashkar-e-Jhangvi Al Alami, Qari Zafar group, Qari Shakeel group, Akram Lahori group and Farooq Bengali group.

Then there are three factions of Tehrik-e-Taliban Pakistan (TTP) which are active in Karachi – Commander Waliur Rehman group (from South Waziristan), Badr Mansoor group (from North Waziristan) and Mullah Fazlullah group (from Swat).

The remaining jehadi-cum sectarian groups in Karachi include Sipah-e-Sahaba Pakistan (SSP), Sipah-e-Muhammad Pakistan (SMP), Sunni Tehrik (ST), Daawat-e-Islami (DeI), Harkatul Mujahideen (HuM), Harkatul Mujahideen Al Alami (HUMA), Jaish-e-Mohammad (JeM), Jamaatul Furqaan (JuF), Harkatul Jehadul Islami (HuJI), Tehrik-e-Nifaz-e-Shariat-e-Mohammadi (TNSM), Jundallah, Tehrik-e-Islami Lashkar-e-Muhammadi (TILM), Lashkar-e-Islami (LeI), Mehdi Militia (MM), Hezbollah, Kharooj, Tawheed Brigade (TB), Al Mukhtar Group, Punjabi Mujahideen etc.



Most of these groups in Karachi, which has a large Pashtun populace, generate funds by indulging in kidnappings for ransom, bank robberies, street crimes and extortion. Another revenue source for them is the heroine trade, with the drug being exported to foreign countries via Karachi.

On August 24, 2009, some LeJ and TTP terrorists who were arrested in Karachi had confessed to exporting heroine to countries such as Malaysia, Singapore, China, UAE, Europe and the US. They further disclosed that money from the sale of heroine was being channelled to some Taliban commanders in Balochistan and to the family members of arrested militants.

These groups repeatedly denied, in their statements, indulgence of their activists in criminal or smuggling activities of any kind. They said such charges were leveled to defame their Jihad. They said whatever they did they owned it. They said they just appeal for donations and receive the same from the faithfuls.

The prime reason for the influx of the Taliban elements into Karachi is believed to be the military operations in the Waziristan and Swat regions as well as the killing of key Taliban and al-Qaeda leaders in drone attacks, which prompted thousands of jehadis to flee to Karachi and settle on its outskirts.

As the Taliban elements have brought their war to the streets of Karachi, leaders and activists of the Pashtun-dominated Awami National Party (ANP) seem to be their prime target. Most of the areas in Karachi where the Taliban have established their stronghold were earlier considered to be the domain of the ANP. The killing of an MQM leader in Hyderabad was not claimed by Taliban. Generally Taliban make claim when they kill their opponents.

Some of the known localities in Karachi which are under the control of the Taliban elements now include Sohrab Goth, Baldia Town, Quaid Abad, Shireen Jinnah Colony, New Karachi Industrial Area, Sultanabad, Mangho Peer, Sarjani Town, Qasba Colony, Shah Faisal Colony, Shah Latif Town and Peer Abad.

In a bid to further demoralise the ANP sympathisers in Karachi, the Waliur Rehman faction of the TTP had publicly threatened to kill those Pushtuns from the Mehsud tribe who do not leave the Awami National Party. One of their subsequent victims was Saeed Ahmed Khan, the Karachi district president of the ANP, who was killed in an attack on his house in the Metroville area of SITE Town on January 5, 2012.

Similarly, militants belonging to Mullah Fazlullah faction of the TTP’s Swat chapter have already killed dozens of elders and political figures of Swat who had migrated to Karachi, including Sher Ali Khan, a former ANP parliamentarian who was head of the Swat Qaumi Ittehad. He was shot dead in the Frontier Colony area of Karachi on June 18, 2012. His death was blamed on Ibne Aqeel and Sher Mohammad, two most wanted members of Mullah Fazlullah’s death squad from Swat who are settled in Karachi, which hosts the largest concentration of Afghans outside Afghanistan.
