RAWALPINDI: Cellular companies have been directed to stop activation of the subscriber’s identification modules (SIMs) on old pattern from July 31.
According to a notification issued by the Pakistan Telecommunication Authority (PTA), SIMs can be activated after biometric verification from August 1.

“From August 1, SIM sale and customer service activities throughout the country will only be possible through company-owned customer service centres, franchises and authorised retail outlets equipped with biometric verification machines.”

It has been learnt that the mobile companies would open important business centres (not franchises) to accommodate their customers during Eid holidays.
The PTA informed citizens that SIM activation by dialing 789 (including pre-sale short messaging service (SMS) through retailers) will stop on July 31.

The buyer would provide thumb impression on the biometric device for online verification with Nadra and then the SIM will be delivered to him.

Its just a slap at the face of the Government. That private companies can install this biometric system to sell their sim cards. BUT a STATE can not afford this system to get it installed for Voting system... WTF...

It is being forced from intelligence agencies of Pakistan. But in any case, this is a very good step, should have done years ago. We should all appreciate the efforts to curb killer terrorists most of them are supported by foreign forces. Pakistanis are getting clever lol.

Pakistan Telecommunication Authority has announced that no cellular SIM in Balochistan and Sindh will be activated without biometric verification after April 1st, 2014.
Move is aimed at curbing unregistered and unverified SIMs in the country, that are arguably the main cause of more than 80 percent of criminal and terrorism related activities in Pakistan.
As per PTA’s SOP, a customer has to present his/her CNIC to sales’ representative of cellular companies before making a purchase of SIM. After which customer will have to record the thumb impression which will be matched – in real time – with NADRA’s database.
After successful match of thumb impression with NADRA’s record, the customer will be issued a new activated SIM.
This way, no customer will be able to purchase new SIM on CNIC that is fake or doesn’t belong to the customer.
SIM activation through 789 will be discontinued after this.
Not to mention, SIM replacement of old connections will also be done through biometric verification of SIMs.
Earlier, cellular companies commenced the biometric verification of SIMs through their in-house service centres and company franchises.
As per earlier plan, 789 system was to be fully replaced with biometric verification system. However, due to increased security situation, PTA has now directed that biometric system is to be fully operational in two provinces. KPK and Punjab are to join the league in near future too.
Biometric verification system is likely to be rolled out at around 75,000 outlets throughout the country.
15,000 outlets are going to be common for all mobile operators, i.e. non-exclusive retailers who will sell SIMs of multiple companies. Biometric devices – that are going to cost around 35,000 per unit – on these 15,000 common outlets is going to be funded by USF after BoD approvals, while other outlets are likely to share the equipment cost with their respective operators.
Cellular companies are going to invest over Rs. 2 billion on the deployment of biometric verification system.
It won’t be out of place to mention here that even after full-scale deployment of biometric verification system is not going to guarantee cent percent elimination of unregistered and unverified SIMs. Just because 130 million active SIMs aren’t fully verified, and that biometric verification system will only help straighten the new sales only.
For complete elimination of unregistered and unverified SIMs from market, PTA – in collaboration with cellular operators – has to ensure that each and every SIM (i.e. all currently operating SIMs too) are re-verified through biometric verification system.

RAWALPINDI: The Cellular companies have been directed to stop activation of Subscriber Identification Module (SIM) on old pattern from July 31, the third day of Eid-ul-Fitr.
According to a notification of Pakistan Telecommunication Authority
(PTA) all the cellular companies have been directed to stop issuing SIMs and can be activated after biometric verification from August 1,2014 Friday.
From August 1, SIM sale and customer service activities throughout the country will only be possible through company owned customer service centres, franchises and authorised retail outlets equipped with biometric verification machines, a mass awareness message by PTA through a notification said.
Meanwhile, it is learnt the cellular companies would open their important business centres (not franchises) to accommodate their customers during the holidays being observed as part of the festivity. The government has announced Eid holidays from July 29 to August 1.
The public message said, under instruction from the government and directions issued by PTA, the general public was informed all forms of SIM activation by dialing 789 (including pre-sale Short Messaging Service (SMS) through retailers) would stop on July 31.
For biometric SIM activation, the general public has been informed to undertake certain steps for ensuring issuance of authorised SIMs in their favour which include visit only SIM selling outlets that are equipped with biometric verification machines, besides ensuring the subscriber has Computerised National Identity Card in original, while applying for issuance of SIM.
The buyer of the SIM would give thumb impression on the biometric device for online verification with National Database and Registration Authority and upon successful verification; the SIM will be delivered to the purchaser.
The newly issued SIM will be activated within 30 minutes of successful biometric verification and in case of unsuccessful verification the sales agent would inform the applicant further course of action.
The general public has been asked to comply with this new process in own interest as well as the national security and help PTA in eradicating the menace of unauthorised SIMs.
Activation of the previously purchased SIMs will also be possible through company owned customer service centres, franchises and authorised retail outlets equipped with biometric machines.
