Punjab govt negotiating WB loan

The Punjab government is negotiating with World Bank (WB) for Rs150 million soft loan to be spent on improving urban transport, solid waste management and water and sanitation in five big cities — Rawalpindi, Lahore, Gujranwala, Multan Faisalabad.
Representatives of the donor bank on Tuesday held its final meeting with Rawalpindiafter finalising terms and conditions with four of the five districts where the money is supposed to be utilised.
DCO Rawalpindi along with heads of the three sectors in the district held meeting with WB’s representatives Javed Afzal and Salma Umar and briefed them about the much-needed improvements in urban transport, solid waste management and water and sanitation.
Rawalpindion Tuesday briefed the WB officials that the owners of the disbanded Varan bus service and a private company had agreed to re-launch urban transport service in Rawalpindi-Islamabad but demanded money for repairing their buses.
Interestingly, the DCO, Saqib Zaffar, told the meeting the owner of Varan bus service Uzma Gul had demanded Rs600,000 or
approximately $6,976 for repairing her buses but he said the owner would be given Rs400,000 only in this regard.
The Rs150 million loans would be distributed equally among the five cities which meaning that each district would receive only Rs30 million share for improving transport service, solid waste management and water and sanitation.
A handout issued by the district administration said Rawalpinditold the WB team that the fund would be spent on revamping Pirwadhai Bus Station besides installing energy plant at the landfill site near Rawat for converting the wastes into energy.
DCO Saqib Zaffar however, told Dawn the WB would release loan after ascertaining whether the three sectors really wanted funds.
Despite the fact that water and sanitation in the city is handled by Water and Sanitation Agency (Wasa), no official from the civic agency was invited to the talks but an official said that the other two sectors were more in need of money than the Wasa was.
The civic agencies have been crying for funds forcing the provincial government to go for WB loans.
