this is what noon league is. they play on both sides to please all. they decided before that NS will stop them while SS will encourage them for those slogans. one should not think that SS is going against his brother, it was all pre-planned.

At that time NS had decided to be on good terms with Zardari(President) and they decided to loot together and not create problems for the opponent, but SS had some personal grudge against PPP because PPP 2nd and 3rd tear leadership was criticizing infact insulting SS on regular basis that is why he was encouraging while NS was pacifying the crowd.

Also if you remember in those days during a Jalsa when crowd begin chanting Go Zardari Go.....NS said "bahi bus karo yeh GO GO chor dow abb to COME COME k naray lagayo"
