tax evaders, money launderers and commission agents are enemy of the state and therefore ISI with its capabilities is most suited to find these crooked elements. FBR is incapable because too many pmln supporters have been hired in key posts.

ISI has not training to do so. If you label your exporters tax evaders, money launderers and commission agents this will be disservice to Pakistan. Who would like to do the business in modern world with tax evaders, money launderers??

Why ISI engaging FBR for briefing on export oriented sectors and their tax breaks??
because now the army is part of economic coordination committee they have a role now in our economy with security situation link with Afghan transit trade and smuggling etc stc

Army and ISI are two different things, if Army Chief wants a briefing it can call Shabbar Zaidi directly.

Why he is briefing ISI ?
There must be some kind of technical assistance/cooperation he seeks from the spy agency -- which obviously cannot be made part of the news. Plus this is to enhance threat/pressure tactics to tax-evaders. Of course opponents will keep making stories one way or the other.

But no other agency has reach to offshore - If fbr seeks some assistance for collecting targeted information about suspects then there is no harm - or is it?. Our embassies/banking system are also not equipped to collect such information.
Forces are not trained help during floods/rescue but we seek their service due to available resources. - There is no point to make it more than what it is.

As much as you dislike - I'll agree to put some army officer in each Thana in Punjab for 1-2 years or less. IMO at least Punjab police cannot reform itself whatever resources are put or laws are made. It needs an outsider to rescue it from itself, and to protect it from more powerful crime-infested elements with cultural or political strings.
One has to follow the laws and procedures but sometimes one shouldn't become slave of procedures.

Domestically yes, but if the matter involves offshore information about a 'targeted suspects' or information about an accused with court's permission then perhaps there is no alternative at present.

Forces are trained to rescue services and respond to national calamities all over the world, Pakistan is no exception. Army men appointed in civil departments like Police, WAPDA, Railway etc. during Martial laws but yielded no result, this is a failed experience all over the world.

I said I have exception only for Punjab police. Yes during Zia times some army men were placed at police stations but that was for political witch hunt. power projection or posturing. The intent was bad

I'm suggesting limited time bound placing of army offices (not rangers etc.) strictly under civilian and judicial supervision with sole aim to protect police from several strings and from 'itself'. nothing less and nothing more -- but of course army wont agree and police will go on strike - remember why bhutto had to remove some generals!

ISI is world's number 1 spy agency, it has to do a lot of tasks for defence of our motherland, it will unfair to handover them task of tax collection.
BTW which agency created IJI and distributed money to politicians and then Bhola became PM

The Federal Board of Revenue (FBR) has assured the top spy agency of the country that the rules for release of sales tax refunds would be issued on Wednesday (today) and there would be no liquidity crunch for export-oriented sectors during the current fiscal year.

FBR Chairman Shabbar Zaidi along with his team on Tuesday visited the headquarters of the Inter-Services Intelligence (ISI) and extended briefing on abolishing the zero-rating regime for five export oriented sectors, including textile, through the budget 2019-20.

The FBR has been assigned to achieve highly ambitious tax collection target of Rs5,550 billion for the current fiscal year against revised provisional estimates of Rs3,832 billion in last fiscal year 2018-19 that ended on June 30, 2019. For achieving the collection target, the FBR requires growth in revenues to the tune of over 44 percent that had never happened in history of Pakistan.

“We are going to issue rules for release of refunds under new mechanism today (Wednesday),” said Shabbar Zaidi when contacted to seek his comments on Tuesday.

He said that there would be no liquidity crunch for export oriented sector during the current fiscal year as the new rules for issuance of refunds would be placed in order to avoid any delays.

However, the sources said that the refunds mechanism would ensure prompt release of amount in shape of due refunds on receipt of Goods of Declaration (GDs) at time of export proceeds. If the FBR could not manage the refunds mechanism effectively then the whole scheme of doing away with zero rating regime for export oriented sectors could face a major blow to the economy as well as tax collection system of the country.
