So the bafoon is trying to sound intelligent. Depending on which plate, earthquakes can also arise from sliding between two techtonic plates, moving apart and not just exclusively from colliding. We don't sit on the plate boundary, however we know the mechanism but cannot predict it's activity.
As for the 'Civil Engineer' who just mentioned seismic proof buildings without going into any details. Kobe in 1995 was hit with 6.0 earthquake which destoyed the city. FW is still behaving like an Information Minister. For Nation to stand on it's feet, it needs food security, water security and energy security. The whole Earth landmass is floating on magma, similar to ice on water. It is referring mountains as anchors.
Crust which floats on outer mantle to be correct. Do bottom of mountains not have roots which acts as peg/anchors?
