That is not the point how much time the car takes to run on battery and if he drived the car for 30 minutes, it does not mean automatically that his invention works but it signals that he might be doing some other fraud. No one tested his car, for obvious reason. You yourself does not know difference between power and energy and have written watts/sec or joules as equivalent which is just non-sense. I already told you that there is no unique conversion between cc and hp. Moreover, the car engine does not produce constant power when you are driving an upward slope or downward slope or on different gears the engine hp is different so your calculation are wrong on simple basis that you are taking hp of the engine constant everytime.
i think you should revise your metric course. joule = watt/sec. check on internet for detail.

every engine has output power which can be measured in horse power or kilowatt. check the cultus 1000cc engine specification at Wikipedia. it is 37 kilowatt max. if you took average then use 20 kilowatt. again it will not run on battery more than a minute.

There is no such thing as a free lunch. You cannot convert more or even near 100% of the energy you put into any closed system. You are using energy from a 12V lead acid battery to break the bonds of water, thereby creating Hydrogen and Oxygen. This is really old science. People have known and have been doing this since the 1800s. And then you want to use Hydrogen to run a car engine. You burn the hydrogen to release its energy to turn drive a car AND recharge the Battery, Car headlights, all other electronics.
There are two energy conversions that are going on in this system.
1. Chemical energy in a lead acid battery to electrical to electrolysis of the water.
2. The hydrogen is collected and used as fuel which is burned to convert energy to mechanical energy
At this point I'd like to point out a few key problems that you will face. There are hydrogen powered vehicles today on the road. But its pressurized hydrogen. How much pressure is Agha Waqar's electrolysis actually producing? From the looks of it its hardly anything higher than 1 to 2 psi, if at that even. Let me also point out that the modern car combustion engine is incredibly inefficient at converting energy itself. At best, your car engine only has upto 40% efficiency with regular gasoline.
So you have wasted energy on producing hydrogen. You have wasted energy on burning this in an incredibly inefficient engine. You have two big energy loses right there. The energy the alternator will derive from the hydrogen burning inefficient engine will be LESS than the amount of energy the battery is putting into the electrolysis process. The efficiency of such a system is very low. More over the amount of hydrogen required has to be under pressure. If add a compressor to the system, it becomes even more inefficient.
What Agha Waqar demonstrated was more than likely a fraud. A 12V DC battery does not electrolyze that much water at that efficiency and magically pressurize the produced hydrogen to feed into a combustion engine. His kit is available on the internet for $200 since the late 90s. People use it to augment efficiency of their current gasoline engines. That too is an inefficient process. Agha Waqar more than likely has pressurized Hydrogen somewhere in the car OR he still has a fuel line and fuel somewhere within the body of the car.
As for that video of "Free Energy" for a CPU fan - That does not work. Try it yourself. The man in the video is using those magnets to not turn the fan, but rather to assist in delaying the fan from stopping. ;) What he is actually doing is blowing air on the fan from another fan. You don't see it on camera. He edits the sound of the blower out of the video. The magnets are not useless, they keep the fan spinning just enough for him to show that the fan does not abruptly stop after he changes its angles every now and then. No such thing as "Free" energy. ;)
