How much Difference would it make? The essential use is still affordable I believe, but what I perceive is that ISPs would push this down to all and sundry customers, thus no difference between a 500 mb essential user and a 200 GB user of torrents and other stuff I wont name :P

How much different would it make? a PTCL connection costing 1200 a month would go up to 1440 a month.
As for your arugment about bifercation of users, well, bandwidth cost for fair usage is already factored in while pricing packages. In other words, if fair usage policy limits unlimited users to 10GB a month, then a 10GB package actually costs 1200.l...not more.
It was a dumb move by the assembly...glad it was rejected.
