پاکستان کے سابق وزیر خزانہ سرتاج عزیز نے تجویز پیش کی ہے کہ بجلی استعمال کرنے والے صارفین کے لیے پری پیڈ بلنگ سسٹم کے تحت ’’ الیکٹرسٹی کارڈز‘‘ کا اجراء کیاجائے جس کے ذریعے اتنی ہی بجلی صارف کو میسرآسکے گی جتنی مالیت کا کارڈ ہوگا۔

اس سسٹم کے نتیجے میں نہ صرف اوور بلنگ، بجلی چوری کا مسئلہ ہوجائے گا بلکہ محکمے کے عملے اور کرپٹ عناصر کی ملی بھگت سے قومی خزانے کو بجلی کی مد میں ہونے والے نقصان سے بھی بچا جاسکے گا۔ یہ تجویز انہوںنے گزشتہ روز مقامی ہوٹل میں انرجی ایفیشینسی کے موضوع پر منعقدہ سیمینار سے خطاب کرتے ہوئے دی جس کا اہتمام چنگ ہونگ ربا نے کیاتھا، سیمینارسے سابق ایم ڈی پیپکو طاہر بشارت چیمہ، صوبائی سیکریٹری توانائی جہانزیب خان، معروف آرکیٹکٹ خالد عبدالرحمان، ریذیڈنٹ ڈائریکٹر ای ایم آرانرجی فرحت علی، چیف ایگزیکٹو آفیسر چنگ ہونگ ربا فرینک ٹینگ اور وقاض نے بھی خطاب کیا۔

سرتاج عزیز نے کہاکہ پاکستان کے پاس بجلی پیدا کرنے کے تمام وسائل پانی، کوئلہ، گیس اور تیل دستیاب ہیں لیکن محض ناقص طرز حکمرانی کی وجہ سے ہم مطلوبہ مقدار میں بجلی پیدا کرنے میں ناکام ہوچکے ہیں اور آج ہمیں بجلی کی قلت کاسامنا ہے، نظام کی خرابی ہی کی وجہ سے بجلی چوری، سست ریکوری اور اس کے نتیجے میں سرکلر ڈیٹ میں دن بدن اضافے جیسے مسائل بڑھتے جارہے ہیں، بجلی کی پیداوار کو کم از کم قابل قبول شرح تک لانے کیلیے نیشنل انرجی ایفیشینسی اسٹینڈرڈ کو اپنا ہوگا اور اپنے طرز حکمرانی کو بھی بہتر کرنا ہو گا۔

طاہر بشارت چیمہ نے کہاکہ پاکستان میں گھریلو سطح پر بجلی کا غیر ضروری استعمال وسائل کے ضیاع کا باعث بن رہا ہے، لوگ اپنا معیار زندگی بہتر بنانے کیلیے دیگر امور کے علاوہ بجلی کا بھی غیر ضروری استعمال کرتے ہیں، اے سی، ریفریجریٹرز، ڈیپ فریزرز، مائیکرو ویوز، پنکھے، ٹی وی وغیرہ محض ضرورت کے تحت ہی استعمال کیے جانے چاہئیں۔ سیکریٹری انرجی پنجاب جہانزیب خان نے کہا کہ پنجاب حکومت بجلی پیدا کرنے کیلیے تمام ضروری اقدامات کر رہی ہے، بجلی کی فراہمی پنجاب حکومت کی ترجیحات میں شامل ہے۔

انہوں نے کہاکہ بائیو گیس اور شمسی توانائی کے ذریعے بجلی کی پیداوار کو بڑھایا جا سکتا ہے۔ فرینک ٹینگ نے کہاکہ ان کاادارہ بجلی کی استعداد کار کو بڑھانے کیلیے جدید ٹیکنالوجی اور مختلف وسائل استعمال کر رہا ہے۔ انہوںنے کہاکہ ہم ٹی وی، اے سی، ریفریجریٹرز، ٹرانسفارمرز، جنریٹرز، ٹیوب لائٹس اور موبائل فون کے ذریعے بجلی کے ممکنہ کم سے کم استعمال کیلیے ٹیکنالوجی فراہم کرتے ہیں۔ دیگر مقررین کاکہنا تھا کہ انرجی ایفیشینسی اجتماعی ذمے داری ہے، یہ فرد کے فیصلے سے شروع ہوتی ہے تاکہ یہ دنیا ہر ایک کیلیے بہتری جگہ بن جائے۔

1) Non Payment to IPOs. (Energy Providers).
2) Line Losses (old infrastructure)

4) Social Issue:
4.1) Shopping till late night: In most of Developed countries, Business hour remains between 8-9:00 A.M to 5:00 P.M (except few major cities). Businesses and Customers use the sunlight to fullest. Unfortunately, we get more activity here in Pakistan after 5:00 P.M.
4.2) Day Light Saving: One hour moving forward or backward is to use the sunlight more, but unfortunately even if we do change times -- we keep using standard "purana time" against new set "time".

نواز شریف کے دوسرے دورحکومت میں یہی شخص وزیر خزانہ تھا ۔ اور پاکستان کی معیشت کی تباھی کی بنیاد اسی نے رکھی ۔ بعد میں میاں صاحب نے اسے ہٹا کر وزیر خارجہ بنا دیا ، لیکن چند ھی ماہ بعد ان کی جکومت ختم ھو گئی ۔ ورنہ خارجہ کا بھی کیا ھوتا ؟؟ اپنی وزارت خزانہ کے دنوں میں اس نے ایک نئی ٹرم ایجاد کی ، جسے "سرچارج " کا نام دیا گیا ۔ بجٹ کے بعد ھر ماہ کسی نہ کسی طرح کا "سرچارج" لگا دیا جاتا ۔ بی بی مرحومہ تو اسے سرچارج عزیز کے نام سے ھی پکارتی تھیں ۔ ​

In Germany, this system is not the same as has been suggested by Sartaj Aziz. It differs. Electricity is not cut in Germany.

ہو سکتا ہے کہ یہ صاحب واقعی سرچارج عزیز ہوں۔

لیکن اگر کسی مسئلے پر وہ اچھا مشورہ دے رہے ہیں تو اس پر غور کرنا چاہیے۔

آپ لوگوں کے اپنے پاس اس سے بہتر اور کوئی دوسری تجویز نہیں ہے جس سے آپ پاکستان میں بجلی کی چور کو روک سکیں۔

مجھے نہیں پتا کہ یہ طریقہ پاکستان میں امپلیمنٹ ہو سکتا ہے یا نہیں، لیکن اگر عملی طور پر یہ ممکن ہے تو اس آپشن پر کھل کر سوچنا چاہیے، بحث کرنی چاہیے، مثبت اور منفی پہلوؤں کا جائزہ لینا چاہیے۔

I think that is the best solution for energy theft, Prepayment meters are almost all over Europe where they top up the Gas Card or Electricity Key and use the energy accordingly.

well in Germany this system is not used but i am hearing first time in this forum that in Germany this system is used ..... well actually in Germany you have same system as Pakistan and they deduct your bill directly from your bank ...... this prepaid system is used in United Kingdom for Electricity and Gas. Well i dont know how this bald intellectual can prevent electricity theft by introducing this system ...... ageeb mantak hai ....jo chori kertay hain woh kya meter kay through kertay hain .... direct kunday dalay hotay hain agloo nay ....

Yes you are right its difficult to stop "Kunda bazi" but most peoples steal the bijli in their home when they bypass the meter. but new Prepayments smart meters can detect and login the the full details when the meter was switched off or bypassed and can send its regular reading through an inbuilt mobile device to nearest station and any discrepency can be traced easily, but it all depend on the intentions of the Gov't if they want they can reduce it atleast 50% by introducing smart prepayment meters.

This is Pakistani nation and they need danda instead of such meters ..... could you please tell me how many cases has been registers until now indeed after doing a campaign on mainstream media for months by electricity companies.... they are losers actually you need to start a new autonomous institution for electricity theft and they should independently counter this problem .... the problem is when LESCO OR KESC made its own cell for electricity theft then these institution are so much politicized and corrupt that they cant stop electricity theft rather than they accomodate their regular thieves customers ..... i dont see this technology will work until unless we will have a autonomous organization to counter this issue ......

this is new trick to makes money.first government needs to puts billions of RS buy card payments reader meters. i believe this is the new way make commissions from importers or manufacturer.
