On Wednesday at exactly 10 am, the master plan for the Defence Housing Authority (DHA) City Karachi or DCK was revealed to real estate agents and investors.

The residential project is located 56 kilometres from the city and is being constructed at the cost of one billion dollars. It is spread over 11,640 acres of land and will be self dependent for water and electricity – at least when the first batch of owners build their houses in the next four years.


While referring to the 25,000 plots sold in 2010, DHA Administrator Brig. Aamer Raza Qureshi said that by going public with the master plan, he hoped that the people would start paying up their installments. He added that they still hadn’t received around 30% of them.
The project is expected to attract a total investment of over three billion dollars with hospitals and educational institutions. They plan to run 13 trams and 79 buses for the residents to commute within DCK. They will also construct two theme parks, a hospital, a university, 20 colleges and 40 schools.


While responding to a question about other DHA projects, Qureshi asked people not to compare the other projects with this one. He said that although the new city project looked ambitious, they had learnt their lesson.


The real estate agents were informed that the bylaws would ensure that the houses and apartments were constructed in a way to make most of the ecosystem – for example the roads will be wide and will include a separate lane for cyclists while schools will be located at a walking distance for students.


The size of the plots ranges from 125 sq. yards to 2,000 sq. yards. According to Qureshi, around 22,000 plots will be auctioned in around three to four years while 10,000 plots will be delivered by 2015 – the first phase of the project.


“Till 2020, DCK will meet its water requirement from tube wells,” said Osmani and Company Director Arif Osmani. “Wastewater will be recycled and collected in two artificial lakes which will feed the aquifers.”


Who runs the show


According to the DHA administrator, they had sent a formal request to the government asking them to extend the jurisdiction of the Cantonment Board Clifton. “There is nothing wrong with it,” he said. “The government can do it.” However, he did not mention if the DHA staff would be helping out with the project. He added that people were looking for a safer environment to live in. “It won’t matter if DCK is far away from their offices or schools,” he said. “Give them security and basic facilities – they will shift immediately.”


The mosques, agents and plots


The 11,640 acre project will have five mosques in each sector. Qureshi said that there will be a place for everyone to practice what they believe in. While responding to a question by The Express Tribune, he said that people had a wrong perception about the DHA promoting the Deobandi school of thought. “People who bought plots cannot be forced to start constructing houses immediately,” said Qureshi. “We have a system where the owners will pay non-utilisation charges.”


The president of the Defence and Clifton Real Estate Agents Association, Syed Shahid Aleem, said that the rental rate of an apartment or house at DCK will be around 75% of the real value of the property. He added that it was most likely to increase.

پاکستانی نژاد امریکی منصور اعجاز میمو کی ڈگڈی بجا رہے ہیں اور پوری دنیا بندر کا تماشا دیکھ رہی ہے، یہ بتانے کی ضرورت نہیں کہ اس میں بندر کون ہے۔ پاکستانی قوم جس کا ہمارے دائیں بازو کے پنجابی دانشور ، لکھاری اور صحافی ڈھول بجاتے رہتے ہیں بہت نازک مزاج ہے اور اس سے کہیں زیادہ نازک پنجاب سے ہی تعلق رکھنے والی پاکستانی فوج کا مورال ہے جو بات بات پر گر جاتا ہے۔انہیں پاکستانیوں جو بوجہ تفریح طبع کثرت آبادی کی بنیاد پر سندھیوں ، بلوچوں، پشتونوں اور سرائیکیوں کو اپنے انگوٹھے کے نیچے رکھتے ہیں کااپنا کنٹرول دوسروں کے ہاتھوں میں رہتا ہے، اور بعض اوقات مضحکہ خیز طور پر۔ دنیا کے کسی دوردراز کونے میں چھپنے والی کسی متنازعہ کتاب یا کارٹون سے کاروبار زندگی معطل کر بیٹھتے ہیں اور اپنی ہی املاک کا جلاؤ گھیراؤ کر کے بہادری کی دھاک بیٹھانے کی کوشش کرتے ہیں۔
ایسے بہادروں کی سپاہ اور اس کے سورماؤں کا مورال تو کانچ سے بھی زیادہ نازک واقع ہوا ہے اور اس کا خمیازہ سب بھگتے آ رہے ہیں لیکن اس نزاکت میں کمی واقع ہوتی نظر نہیں آرہی کیونکہ مملکت خداداد پاکستان کے سپہ سالار نے میموگیٹ کیس میں سپریم کورٹ کو جو جواب داخل کرایا ہے اس کا اختتام اس بات ہر ہوتا ہے کہ میمو کے ذریعے فوج کا مورال گرانے کی سازش کی گئی ہے۔
مجھے اپنی صحافیانہ ذمہ داریاں نبھاتے ہوئے فوج کے کمزور مورال کا بارہا اندازہ ہوا، بلکہ اگر یوں کہا جائے کہ کروایا گیا تو زیادہ بہتر ہوگا۔
مئی دوہزار تین میں جب میں اخبار ڈان کے لیے کام کر رہا تھا تو ملتان کینٹ بازار میں کپڑوں کی ایک دکان شہزاد فیبرکسکے باہر ایک بورڈ Out of bound for all ranks اور ملٹری پولیس کے دو باوردی اہلکاروں کو دکان کے باہر ڈیوٹی پر دیکھا تو تجسس ہوا کہ ماجرا کیا ہے۔معلوم یہ ہوا کہ کچھ روز قبل اسی دکان کے باہر ٹریفک پولیس کے ایک کانسٹیبل نے دو موٹر سائیکل سوار نوجوانوں کا ون وے کی خلاف ورزی کرنے پر چالان کرنے کی کوشش کی تو انہوں نے اس کی پٹائی کردی۔ دونوں نوجوان فوجی کیڈٹس تھے۔
پولیس حکام نے ملتان کور کے حکام سے رابطہ کرکے واقعہ کی شکایت کی تو ادھر سے جواب ملا کہہمارے جوانوں کا کہنا ہے کہ غلطی پولیس والے کی ہے۔ خیر تنازعے کو نبٹانے کے لیے تین رکنی ٹیم تشکیل دے دی گئی جس میں دو فوجی اور ایک پولیس افسر شامل تھے۔ کہا گیا کہ واقعہ کے بارے میں اگر کوئی گواہی دینا چاہے تو اس ٹیم یا ٹریبونل کو بیان ریکارڈ کراسکتا ہے۔ دو دن گزر گئے لیکن کوئی نہ آیا، بھلا اس لڑائی میں کون نشانہ بننا پسند کرتا۔ لیکن شہزاد فیبرکس کے مالک کینڈا پلٹ تھے اور گواہی دینا اپنا قانونی فرض سمجھا۔ انہوں نے جو دیکھا بیان کردیا جس کے تحت قصوروار فوجی کیڈٹس ٹھہرتے تھے۔
اب یہ پتہ نہیں چلا کے ان کیڈٹس کے خلاف کوئی کارروائی ہوئی یا نہیں لیکن ملتان کور نے شہزاد فیبرکس کا معاشی بائیکاٹ کرنے کا فیصلہ کرتے ہوئے ملٹری پولیس کی ڈیوٹی لگا دی کہ بورڈ پر لکھی وارننگ پر عملدرآمد بھی کرائیں۔میں نے تصویر سمیت سارے واقعہ کی خبر بنا دی، جو اگلے روز ڈان میں چھ کالمی سرخی Martial Law Imposed on a Cantonment Shop کے ساتھ شائع ہوئی۔ ملتان میں ڈان دن کے دس یا گیارہ بجے پہنچتا تھا لیکن مجھے کوئی صبح سات بجے آئی ایس پی آر سے فون آنا شروع ہوگئے کہ آپ نے یہ کیا کردیا ہے۔ مجھے بتایا گیا کہ کور حکام سخت غصے میں ہیں۔یہ وہ وقت تھا جب جنرل مشرف مغرب کے سامنے خود کو جمہوریت پسند بن کر دکھانا چاہ رہے تھے۔
ملتان میں آئی ایس پی آر کے اس وقت کے انچارج نے فوج میں شمولیت سے پہلے کچھ عرصہ ڈان میں کام کیا ہوا تھا اور وہ جانتے تھے کہ اس اخبار کو دبانا آسان نہیں، اس لیے وہ بے چارے ایک طرف اپنے افسروں کو ٹھنڈا کرنے کو کوشش کر رہے تھے اور دوسری طرف مجھے سمجھانے کی کہ میں کور آکر اپنے کیے کی وضاحت کردوں۔ اس دوران ملتان میں ڈان کے آفس کے باہر چھ سات جوانوں کو بٹھائے ایک فوجی ویگن نے ڈیوٹی دینا شروع کردی۔
ابھی یہ سب کچھ جاری تھا کہ پتہ چلا کے ملتان بہاولپورہائی وے پر فوجی جوانوں نے ہائی وے پولیس کے ایک سب انسپکٹر کو اس وقت بری طرح پیٹ دیا جب اس نے مقررہ رفتار سے تیز گاڑی چلانے پر ایک فوجی گاڑی کا چالان کردیا۔سب انسپکٹر نشتر ہسپتال کی ایمرجنسی میں داخل تھا۔ میں اپنے فوٹو گرافر ساتھی شاہد بشیر کے ساتھ وہاں گیا تو دیکھا کہ فوجی مکوں سے اس کی ایک آنکھ سوج کر نیلی تھی جبکہ اس کے سارے جسم پر بھی نیل تھے۔ ڈاکٹر نے بتایا کہ اس کی متاثرہ آنکھ کی بینائی ضائع ہونے کا خطرہ ہے۔ میں نے وہاں کھڑے ہوئے سوچا کہ یہ اصول پسند سب انسپکٹر اپنے بیوی بچوں کو کیا بتائے گا کہ انہیں کی فوج نے اس کا یہ حشر کیا ہے۔
میں نے ایک لمحے کے لیے بھی نہیں سوچا کہ میں اس زیادتی کو رپورٹ نہ کروں کہ فوج پہلے ہی میرے دفتر کے باہر کھڑی رہتی ہے۔ اس دفعہ میں نے ڈان کے ساتھ ساتھ بی بی سی کو بھی اس واقعہ کی خبر دی۔ اب میرا قصور ناقابل معافی ہوچکا تھا، دباؤ بڑھتا جا رہا تھا اور میری حب الوطنی پر سوال اٹھائے جا رہے تھے جیسے شہزاد فیبرکس اور سب انسپکٹر والے واقعات رپورٹ کر کے میں نے کوئی غداری کر لی ہے۔ آئی ایس پی آر کے انچارج نے لیکن سفارت کاری جاری رکھی جو میرے اور ایک اعلیٰ فوجی عہدیدار کے درمیان ملاقات کے نتیجے میں سامنے آئی۔ مجھے ملنے میں کوئی اعتراض نہیں تھا لیکن میں رضاکارانہ طور پر مسنگ پرسن نہیں بننا چاہتا تھا۔
ملاقات خیر خوشگوار ماحول میں ہوئی لیکن میری حیرانی کی اس وقت انتہا نہ رہی جب مجھے بتایا گیاکہ میرے حالیہ اقدامات سے جوانوں کا مورال گرنے کا خدشہ ہےاور ایسی صورتحال میں دشمن فائدہ اٹھا سکتا ہے۔
یعنی جوانوں کا مورال ہائی رکھنے کے لیے Bloody Civilians لاتیں، گھونسے اور معاشی بائیکاٹ سہتے رہیں۔
فوج کا مورال گرانے کا ایک اور الزام مجھ پر اس وقت لگا جب میں نے مشرف دور میں میپکو (ملتان الیکٹرک پاور کمپنی) کے ایک سربراہ جو اس وقت حاضر سروس بریگیڈئر تھے کی بدعنوانی کے بارے میں خبر دی۔ میپکو کی ایک ٹیم نے اس انٹیلیجنس رپورٹ پر ملتان کے بہاولپور روڈ پر واقع ایک بنگلے پر چھاپہ مارا کہ وہاں بجلی چوری کی جا رہی ہے۔ چھاپہ مار ٹیم نے اطلاع کو درست پایا اور اس بنگلے کی پاور سپلائی منقطع کردی۔ یہ کوئی خبر نہیں تھی۔
لیکن خبر اس وقت بنی جب پتہ چلا کہ اس بنگلے کی بجلی فوری طور پر بحال کردی گئی ہے جبکہ چھاپہ مار ٹیم کے تمام اہلکاروں کو معطل کردیا گیا ہے۔ وہ بنگلہ جس کی بجلی منقطع کی گئی تھی وہاں میپکو کے سربراہ جناب بریگیڈئر صاحب خفیہ طور پر اپنی شامیں گزارتے تھے جس کا چھاپہ مارنے والے اہلکاروں کو قطعاً علم نہ تھا۔ ڈان میں یہ خبر چھپی تو پہلے تو اس کی تردید کے لیے ادھر ادھر سے دباؤ ڈلوایا گیا۔ لیکن جب کام نہ بنا تو ایک پریس ریلیز جاری کیا گیا کہ میں اپنے ایک ایس ڈی او دوست کی ترقی کروانا چاہتا تھا جو بریگیڈئر صاحب نے کرنے سے انکار کردیا اور اب میں اس کا انتقام لے رہا ہوں۔ میں نے پریس ریلیز اپنے ایڈیٹر کو بھیج دیا جنہوں نے اسے چھاپنا مناسب نہ سمجھا، البتہ مجھے کہا کہ اگر کوئی فالو اپ ہو تو فائل کرتے ہوئے ڈرنا نہیں۔ چنانچہ اس واقعہ کے کئی فالواپ بھی ڈان میں شائع ہوئے۔
بریگیڈئر صاحب جو میجر جنرل بننے کی دوڑ میں تھے نے مجھے اور ڈان کو فریق بناتے ہوئے ملتان کی ایک عدالت میں دو اڑھائی کروڑ کا دعویٰ کر دیا۔ میں نے اپنی رپورٹس کے حق میں سارے ڈاکومنٹس ڈان کے لیگل ایڈوائزر کو بھیج دیئے ، جو لاہور ہائی کورٹ کے ایک سابق جج تھے۔ ڈاکومنٹس دیکھنے کے بعد انہوں نے کیس لڑنے کا فیصلہ کیا ، لیکن بریگیڈئر صاحب کے وکیل ایک دو پیشیوں کے بعد آنا چھوڑ گئے۔ بریگیڈئر صاحب کے دعوے کا بھی سارا زور اسی پر تھا کہ خبروں کے ذریعے فوج کے وقار کو مجروع کرنے کی کوشش کی گئی ہے جس سے فوج کا مورال متاثر ہوتا ہے اور دشمن کو فائدہ۔
فوج کا مورال گرنے سے یقیناًدشمن فائدہ اٹھا سکتا ہے لیکن یہ مورال نہ تو جنرل مانک کے سامنے ہتھیار ڈالنے سے گرتا ہے نہ سیاچن گنوانے پر اور نہ ہی کارگل پر مات کھانے سے۔ اس کا مورال ہائی رکھنے کے لیے ملتان کا سب انسپکٹر لاتے گھونسے کھا کر بھی مقدمہ درج کرانے کی جرات نہیں کرتا، شہزاد اپنی کپڑے کی دکان بند کر کے کینڈاواپس جانے کا سوچتا ہے ، حقانی مستعفی ہوتا ہے اور زرداری بیمار ہوکر دبئی پہنچتا ہے۔

Actually they are as poor at bussiness as they are at defending the country. Again you are treated like dog **** in educated circles if you are in the army. The common dumb army person suffers for the ayashis of generals. Real state is just one bussiness of theirs, militancy is another huge franchise of Pak Army. Fundamentalis, bigotary, intolerance are some of the other franchises. Tahir Ul Qadri, Hafeez Saeed, Maulana Sami ul Haq, Maulana diesal, Maulana Altaf hussain, Sheikh Rashid are the true assets of the army.

It is vountary duty of every muslim a non paid group of people protecting home land.. There can be reserve people for small group of people for Patrol or specific jobs done by Some people. But not half million people paid by government to have a 5 star life. That is why people say, Pakistani dont have a army. Pakistani army have a country to have 5 star life. 18 people in Armed Services think they have brain, other r stupid. They have all kind of Housing Society, industry, banks, etc , etc.

They are playing with public funds. So they don't have anything to lose. A lot of profits go into the pockets of priviledged few in the army and buerocracy.
