Not Able to Open Siasat.pk from yesterday on PTCL Broadband

I use wtribe, I having this problem for last 6 months, When i open siasat.pk i receive message Opps google cannot open this site.... but somethime it opens just for 3 to 5 mints and then again the same message ... but when i use Zenmate it works, for last 6 months i am using zenmate to use siasat.pk
Can u tell me, its a problem with my computer (may be some virus ) or due to my ISP....
