In the majority of countries the governments don't carry out exploration.The governments lease exploration blocks to big companies like Shell,BP,Exxonmobil ,ENI and Total .Pakistan government doesn't need to spend any money.

Its very convenient to blame the previous Government. The devaluation of the Rupee was also the result of the previous Government. The rise in interest rates is also the result of previous Government. Bringing the GDP from almost 5 % to 2/1/2 % in less than 9 months is also the fault of the previous Government.
Doing nothing in last 9 months is what caused all this grief and then let the IMF take over.
I thought you said that it didn't cost anything to the Government to explore the natural resources. Its free lunch . I understand the need for exploration , but I thought that it didn't cost us anything when we sell the rights for drilling to foreign companies. .

OGDL and PPL............. You didn't read and understood the 2nd part of the post? No company get any loss. They don't dig unless not confident for oil reservoir.

'Dry well' doesn't mean that it has no oil at all. It will have oil but less than expected quantity.

Another quote about oil digging. If 19 oil well get dry and the 20th get oil, it compensates all the wells plus profit.

The agreement says that each company will own 25 % of the total cost. Exxon is only taking 25 % of the total cost . 3 other companies which are state owned will now bear the cost 75 % of the cost . So far, there is zero discovery. My question was if these 3 companies which are state owned will now bear the 75 % of the total cost of 14 billions rupee. Is that correct or not ? Never mind if they discover any oil in the future or not, so far they have not discover any oil.
