you are right , I also traveled in double decker buses in 2004 in Lahore ... I think in 2006 the companies stop running these buses

For the first time, these Leyland Double Decker buses were put on roads in Lahore city in 1951 by the Lahore Omnibus Service (LOS).
Lahorites had never seen a double deckerbus before & looked at it as if it was a new "wonder". It was a pleasure to travel sitting on the upper deck. Slowly & slowly the fleet wore out & since there were no replacements, the entire fleet vanished by late 70s.
It was pleasure to ride on these buses. The Ticket from end to end was 4 annas, and the conductor had a machine that would print the ticket.
There was several route throughout the city, Rout No. 1 was from the Mall Road to Lahore Airport.
Rout No. 2 from Krishan Nagar, Lower Mall, Regal Chowk, Malika Ka Buth (Charing Cross), Railway Station, Garhi Shahu, Dharampura, Saddar Bazar, Can tt. Pakforce Cinema, Globe Cinema, Airport, R.A. Bazar.
Route No. 3 was from Shahnoor Studios to Darooghawala via Railway Station till Mughalpura
Another Bus route "3 Express" was introduced from Shahnoor Studios to Railway Station via Chauburji, MAO College, Jane Mandar, Secratariate, GPO, McLeod Road.
In early 80s an auctions was held for these buses at LOS open yard at Ferozpur Road (where later the new Tollinton Market was constructed), later, someone converted one of them into a children's book library near canal park, main market, Gulberg.
Volvo Swedish buses then introduced which ruled on the rouads of Lahore from the eve of 80s to onwards.

یہی میں عرض کرنا چاہ رہا تھا کہ 1960 میں کراچی میں ڈبل ڈیکر بس چلتی تھی،،اور شائد ملک کے تمام بڑے شہروں میں چلتی تھی
لیکن ظاہر ہے،بھٹو اور ضیاء کے پسماندگان کو کیا پتہ کہ یہ ملک کس جگہ تھا،،،اور انہوں نے اسے
کس جگہ پہونچادیا ہے

پرویز الہی کے دور 2003 میں بھی لاہور میں بس چلائی گئی تھی... لیکن لاہور کے مفت خور سٹوڈنٹس نے اس کا حشر خراب کر دیا تھا

LAHORE: Almost three decades since the last double-decker plied the ragged roads of Lahore, the Monolite bus company inaugurated a double-decker service in front of the Punjab Assembly building on Monday.
At an inauguration ceremony that was a rarity in that the Punjab government normally doesn't allow such functions on assembly building premises, Transport Minister Rana Shamshad Ahmad Khan officially opened the service. Chief Minister Chaudhry Pervaiz Elahi was supposed to be chief guest, but couldn't make it.
Mr Khan said the chief minister was looking forward to the event, but was busy attending to foreign delegates. He said the new bus service would ease the transport problems in the city.
The minister said the success of the Monolite venture would encourage foreign investment, particularly from overseas Pakistanis. Monolite International President Furrukh Nawaz Chughtai is a non-resident Pakistani, a civil engineer also on several boards for multinational companies.
Mr Khan paid tribute to Mr Chughtai for setting up the service entirely with money from his own pocket. He said the Punjab government would cooperate with the company in making the investment a success.
About the performance of the Punjab government so far, he said it had been a short journey but was on the road to success. He said Chief Minister Elahi believed in the development of the province and the start of this bus service was proof of his commitment.
Earlier, Mr Chughtai made a frank speech about the difficulties he faced in setting up the company. A son of Pakistani parents, he said he bought his wife to Pakistan just before she gave birth because he wished his children to be Pakistani nationals.
"But despite my commitment to Pakistan, I had a tough time launching the bus service. It was difficult to deal with the people concerned and to digest their indifference." He said if the government ensures a friendly business environment, many overseas Pakistanis would invest in the country. He asked the government to relax custom, sales and income tax for foreign investors to encourage investment.
Souvenirs were given to each guest at the end of the ceremony.
Earlier, Monolite International Resident Director Lt Colonel (r) Sultan Faiz Chaudhry told Daily Times about the make of the buses, ticket fares, seating arrangements, routes, timings, and the companies plans.
Mr Chaudhry said Monolite buses would initially cover routes 5 and 47, then look to expand once its fleet, 40 single-deckers and 12 double-deckers at first, is increased to a total 175 buses, and it gets permission from the government. The company had considered running the buses on compressed natural gas, but found that t unfeasible for now. The service would run from 5.30am to 11.30pm, with buses running at ten-minute intervals in peak hours. Tickets would cost from Rs 4 to Rs 12. "Although slightly expensive, our buses will be more comfortable than others," Mr Chaudhry said.
Each double-decker, designed in Italy and assembled in China, has 67 seats, with a maximum passenger capacity of 107. The lower portion of the bus is reserved for women. Mr Chaudhry said drivers had been instructed not to travel faster than 50 km per hour.
He said the company had test driven a prototype bus around Lahore and encountered minor problems with low tree branches and banners, but these were being sorted out. The company would advertise products on the outside of the buses.

Don't spread disinformation. That bus service was long before PPP government. Actually that service finished in PPP government. That service was being run by SRTC (Sindh Road Transport Corporation) which ultimately was privatised

Who started double decker in Hyderabad?
