In December 2004, then President of Pakistan General Pervez Musharraf, announced that he would build the dam to serve the larger interest of Pakistan. However, on 26 May 2008, the Federal Minister for Water and Power of Pakistan, Raja Pervez Ashraf, said that the "Kalabagh Dam would not be constructed" and that the project had been cancelled due to "opposition from Khyber Pakhtunkhwa, Sindh and other stakeholders, the project was no longer feasible"
In 2005, President General Pervez Musharraf strongly advocated the construction of the Kalabagh dam, but said that any decision in this regard would have to be taken by the people.
The president, who addressed his first public meeting in the NWFP after the May 2002 referendum, spoke at length on the merits of building Kalabagh dam as opposed to the Bhasha dam.
It was significant that the president chose to speak on the controversial issue in Nowshera which, according to the dam's opponents, will suffer most in terms of dislocation of people and loss of fertile land in case the Kalabagh dam is built.
