There are very clear evidence against MQM but establishment doesn't want to create a political vacuum in Karachi/Sindh by banning MQM.

PakSarZamin party has to become an another political force before establishment can remove Altaf Hussian/MQM from power.

Also, if Army takes over then it will become very easy to control situation.
