Missing persons???

Federal Home minister Rehman malik had said in Gawadar(N.F.C award meeting) that missing persons will come back very soon but still they are disappeared.None knows about them where they are???
Therefore now Balochistan crises crops up.
who is the responsible of this???
This Govt?or the previous Govt?
