If you are a karachiite than you must know that there used to be two major gangs here :
1 - Rehman Dacoit Group
2 - Arshad Pappu Group
They both used to be drug dealer gangsters and previously they were not actually involved with any political activities.
But since every gangster group needs political support to avoid police raids , safe route of drugs and weapons etc....Therefore Rehman Dacoit group aligned himself with PPP.
In 90s when MQM was under a police operation from PPP and NS governments , Rehman Dacoit group used to rule this area with no danger from rival group of Arshad Pappu .
Later after 2002 when MQM got immense power due to Musharraf Support , MQM tried to get control of Lyari as well....
You are right that MQM can never even win a seat from Lyari due to extreme hatred of Lyari people towards MQM , so they opted for a different strategy ,
MQM supported Arshad Pappu group to get control of Lyari . Arshad Pappu , Ghaffar Zikri thrown Rehman daket out of Lyari and Rehman Daket went to Balochistan .
But people of Lyari knew that Arshad Pappu group has got support of MQM so therefore Arshad was unable to get masses support in Lyari , Also his group was relatively smaller as compare to Rehman Daket group who had the support of local population as well.
Now after 2008 elections , Rehman Daket again came back to Lyari , Arshad and his associated escaped from Lyari and Rehman Daket started to hold political activities in Lyari.
He wanted to become a MPA from Lyari which was a clear threat to Nabeel Gabol :-)
Also , PPP govt. never wanted to have an MPA who was an "active" dakoo :-) , active means Rehman Daket openly used to take bhatta and ransom .
So , that was first time when Nabeel Gabol and local PPP turned against the ambitious Rehman Daket , They managed to kill him in a police encounter .
Later , Uzair Jan Baloch became the successor of Rehman Daket and he formally formed the political wing of Rehman Daket group under the name of " People's Aman Committee "
Basically People Aman Committee is nothing but a fancy name for Rehman Daket group :-) and they are real gangsters , drug dealers...
This aman committee was fully supported by PPP interior Minister Zulfiqar Mirza as he wanted to retaliate MQM .
It was Zulfiqar Plan due to which ANP , ST , MQM-H , Zafar Jhandeer and other nationalists , Aman Committee , PPI got massive weapon , all of these political parties started forced donations / money extortion / bhatta khori in their respective areas , just for small details :
ANP started money extortion and land grabbing in Sohrab Goth , Gulistan-e-Jauhar , Pehalwan Goth , Qaidabad , Keemari , Site , Baldia , Banaras , Orangi Town areas.
PAC started money extortion and drug dealing in Lyari , Patel Para , PIB , Malir , Memon Goth , khokhrapar etc
PPI got support in Airport area , shah faisal , punjab chowrangi area etc
...
In short , Zulfiqar fully supported these organizations to do every kind of evil activity in KHI , actually he wanted to have his share from KHI as well , he does not want that only MQM takes all the benefot from this golden egg laying hen :-)
of course Uzair Baloch and Rehman Daket friends knew the role of Nabeel Gabol in Rehman Daket murder so they always wanted to teach him lesson ....

Brother, seems that you are not too familiar with Liyari and the general areas which are around Liyari which are also considered to be part of Liyari.
Liyari proper may be inhabited largely by the Baluchs/Sheedees but the larger surrounding areas are inhabited by Katchis, memons and other ethnic groups which in some cases includes Muhajirs albeit in smaller numbers. There is a Katchi comittee or some such thing thats somehow aligned with MQM.
You have to understand that its not about ethnicity rather all about controlling the billions of Rs. generated in illegal activities out of Liyari. Imagine the money that the drug business generates in Liyari - not by the use rather as the base to supply drugs all over the town and beyond.
Karachi is witnessing battles between mafiosos. and the state decides to back one gang against the other for their own vested interests. Just watch how fast that gangster Uzair Baluch changes his tune. The people who are demanding an operation against these criminal elements are no angels themselves - they are waiting to benefit from the fallout from these operations.

brilliant analysation.but i still think mqm involvement in lyari is more or less nothing.mqm knows they dont have even slightest chance in lyari .being a educated party they are they will not waste their time in lyari even though mustafa kamal did try to win lyari people by his work but no availed.lyari people is hundred percent with ppp.and i dont mind that at all if they are happy with ppp let them be.

If you have any proof please provide evidence to the independent judiciary of Pakistan and get MQM banned. I will refer you to the banning of Khan Abdul Wali Khan's National Awami Party http://en.wikipedia.org/wiki/Hyderabad_tribunal through a Court Order by the Bhutto government in 1975. Try and do it to MQM if you think you are right. I am also not sure if the Cutchi Rabita Committee of Karachi is with MQM.

Rehman Dacait's father (Dadal)was a petty drug dealer and friend of Lalo, so Rehman joined Haji Lalo group gradually go up the rank to become a right hand of Lalo. Later, Rehman had a dispute with Rehman over extortion from transporter/traders and formed his own group. Arshad Papu is the son of Haji Lal(lalo) who took charge of his father group and got in bitter rivalry against Rehman Dacait's group in. order to take control of Lyari drug mafia

So MQM supported Ghaffar Zikri from 2006-2008, and as result got easily access to certain part of Lyari, Ghaffar Zikri supported MQM while Rehman Dacait supported PPP in 2008 election in Lyari.

But as usual Lyari is the Hub for PPP and MQM being not popular at all here, PPP won here 1 NA-seats and 3 PA seats and PPP came in power altogether as well. Than Zulfiqar Mirza became the interior minister and under his own regime Rehman Decait was encountered and removed swiftly as he wanted to involve in politics(formed sprinter group LPC=Lyari peace committee) and showed his deire to become MNA from Lyari (NA-248). But PPP got different plans as Bilawal Bhutto will contest from NA-248 in 2013(currently held by Nabeel Gabbol),After removal of Rehman Decait, Uzair Baluch was nominated as head of PAC(peoples Aman Commitee) in order to associate this gang with PPP Zulfiqar Mirza became the God Father of PAC (irony though because Zulfiqar Mirza is niether Baloch nor native of Lyari). Though the criminal part of gang is still running by Noor Muhammad(Baba Ladla). Initially Zulfiqar Mirza created this impression in front of Zardari,that Nabeel Gabool has lost his support among PPP voters in Lyari and will become extra burden for Bilawal Bhutto's election prospect(from NA-248)and Zardari should support and win the confidence of local PPP supporters which is represented by PAC, that was the reason Nabeel Gabol was dumped from Ministry of Shipping and Port and was ban to give statement to media, but now Zardari has given the free hand to Nabeel Gabool to deal with Lyari situation as Zardari know now, PAC will be the major obstacle (ready to jump ship and blackmail PPP about undercover activities).
Now, additional twist in politics of Lyari was added by, Owais Muzaffar Thappi(half/step brother of Zardari =adopted son of Hakim Zardari) who wants to contest for provincial seat along with Bilawal Bhutto (who will contest for National assembly seat).
From the begining, from 3 PA seats from Lyari, two seats were reserved for baloch PPP member and 1 reserved for non -baloch(DR. Saleem Hangoro won( belongs to Kacchi community in 2008)). PAC is agreed to sacrifice NA seat for Bilawal Bhutto but want to keep all three provincial assembly seats with them but due to current demographical situation it seems impossible, as KRC(Katchhi Rabitta Commitee) got very influencial in non-baloch community of lyari due to the personal interest of Hussain Haroon(grandson of Sir Abdullah Haroon and ex-speaker of Sind Assembly) and also the organizational support from MQM. If PAC(Peoples Aman Committee) move away from PPP and get hold of two seats of provincial assembly than KRC(Katcchi Rabita Committee) will walk away with third provincial assembly seat. So its for the first time in history of Lyari politics that it will be a big dilemma for PPP to keep its three seats intact from Lyari, as hostility between PAC and KRC got worst as a result of loss of KRC members and leaders(Abdul Rasheed Kacchhi) from PAC gang war killers. Though due to bigger area for national assembly seat and also the son of Benazir Bhutto and janasheen of Bhutto, Bilawal bhutto will win easily from NA-248.
