The law you printed can only be used for adjudication of a labour/trade union related dispute. The partners/ shareholders of company can be ascertained through partnership deed/ meomorandum and articles of association/ shares register depending on the legal status of the company.

Bhai Jan, the first meeting was held in March,2015. His company or the company he associated with (Adcom) was a bidder for the project, despite that he joined the team to finalize the tender. A valid question raised that Adcom has not Pre-qualification Registration with KP Government. So the first tender cancelled a fresh tender called to admit the bid of Adcom.

your argument would be somewhat valid if it was a 2 or 3 member committee, but this had 8 members, and millions of work of contracts were given to the agency, you are trying to say that 1 person ( Faisal Javed ) held off the selection for over one year and was able to convince 7 other members to give some work ( remember the committee has selected multiple companies for various tasks, and no guarantee of what and how much work each will get ) to his ex company, which he had resigned from even before it qualified to be considered ? Like I said earlier if there is proof that Faisal Javed benefited from this financially or in any other way from this then there might be a case of corruption and should be prosecuted, until that time, there is nothing illegal here or even what you might call conflict of interest.
