[h=1]Imran asked to help empower local govts

[/h]PESHAWAR: District nazim, Swabi, Amir Rahman has demanded of Pakistan Tehreek-i-Insaf chairman Imran Khan to fulfil his promises regarding empowerment of the local governments in Khyber Pakhtunkhwa.
He said that since completion of the local government election process, elected councillors from all over Khyber Pakhtunkhwa were showing resentment over the lack of powers, rules of business and due status of their respective forums, according to a statement issued here.
Mr Rahman, who is also ANP Swabi district president, said that the PTI leaders must realise their responsibilities at this stage otherwise the elected representatives could become united for their rights which might be harmful for the government.
He said that the PTI chairman should direct the KP government, especially Chief Minister Pervez Khattak, to transfer due powers and authorities to the local government institutions, its office-holders and councillors.
The ANP activist said that they had no intention to malign Mr Khan or create hurdles to his political activities. He said that the ANP workers were bound to respect all politicians, including Imran Khan, and continue efforts for political goals through peaceful means.
The district nazim warned that they could welcome Mr Khan on his scheduled visit to Swabi on Nov 1 with black flags if the promises regarding the LG system were not fulfilled.

[/h]PESHAWAR: Pakistan Muslim League-Q provincial president Intikhab Khan Chamkani has criticised the federal government for ignoring the farmers of Khyber Pakhtunkhwa in the Kissan package and demanded waiving of their agriculture loans.
Speaking at a meeting of farmers at Chamkani here on Friday, the PML-Q leader said that Prime Minister Nawaz Sharif and his team was using the Kissan package for strengthening their party in the country, but the package had not been extended to the farmers of Khyber Pakhtunkhwa.
He said that Pakistan Muslim League-Nawaz had focused only on Punjab province to win the forthcoming local government elections and that was why it neglected KP. He said that farmers of Khyber Pakhtunkhwa were the most deserving as they had suffered greatly due to militancy and were unable even to afford buying seeds and fertilizers.
The PML-Q leader said that terrorism had also affected various sectors, including trade and business activities, but the federal government was least bothered to pay attention to the revival of KP’s economy.
Mr Chamkani said that the federal government should have sought suggestions from the KP farmers for incorporation in the package and invited them to the Kissan convention, but they were ignored. He said that the farmers were unable to return their agriculture loans due to the problems they suffered due to terrorism and militancy. He said that the provincial government lacked the resources to meet needs of the farmers.

[h=1]Lawsuits ‘impede’ implementation of health reforms law

[/h]PESHAWAR: Perturbed over prolonged delay in implementation of the Medical Teaching Institutions (MTI) Health Reforms Act 2015 at the tertiary care hospitals due to court cases, the architect of the Pakistan Tehreek-i-Insaf’s agenda to change the healthcare system says he has completed the homework to do away with the rotten system and improve the patient care.
“PTI chairman Imran Khan is also concerned over the slow progress on the enforcement of MTI law in the teaching hospitals due to the court cases, which have halted our plans to recruit individuals as hospital directors, medical directors and fill up other posts through an open competition and start replacing the current system with a new one,” Prof Nausherwan Khan Burki, chairman board of governors of the Lady Reading Hospital, told Dawn.
He said that they were determined to improve the patient care. He said that once these vital positions were filled, the law would take its course at the selected hospitals. “The government has submitted reply to the petitions and we will get smooth-sailing,” he hoped.

He said that they had recommended two-step promotion for the class-IV, paramedics and other employees of the hospital whose services had also been regularised under the law.
To erect an organisational edifice, six managers are being hired from the market to manage and supervise the outpatient department and look after the bed allotment, quality care, etc, he said. However, full-scale launch of the plan has been hamstrung by the court cases, he said, adding that they could not start the institution-based practice and new timing system unless the lawsuits were vacated. Prof Burki said there were some problems in getting things done at the desired speed, but now they were on track to start the system at the Khyber Teaching Hospital and Lady Reading Hospital, Peshawar, and Ayub Teaching Hospital, Abbottabad.
He said that assigning beds would be the duty of mangers and not the consultants, who had been doing it till now.
Prof Burki, who is the founder of Shaukat Khanum Memorial Cancer Hospital and Research Centre, Lahore, and has pioneered the MTI, said that doctors and other staff were quite cooperative because they would be entitled to more benefits besides having better chance of their career development and promotion.
He said that Rs300million had been released for renovation of LRH and high-tech equipment being bought to offer complete treatment and diagnostic facilities with the help of highly qualified and trained staff.
The government had announced 10-member each board of governors for the designated teaching hospitals in May this year to enforce the MTI Act.
“Under the new system, the hospitals are supposed to be run by medical and other directors on the advice of BoGs, but we are unable to make recruitments,” he said. He said that they had also empowered committees to prepare plans for the hospital waste management to lessen chances of infections.
Dr Tahir Shah, a BoG LRH member, has plans to make trauma services effective in view of the workload and severity of cases due to terrorism incidents. “We would be training trauma specialists who would be working in the district and rural hospitals to ensure prompt care to the victims of road accidents, firearm injuries, terrorism and natural and man-made calamities,” he said.
“We can reduce deaths from serious injuries if we respond with prompt and efficient services,” he said. Dr Shah, who is among the 40 BoG members working voluntarily at the teaching hospitals, said he had been tasked to make available better trauma services at the LRH because it received a bulk of patients needing emergency care.

[h=1]Khar bus station reopened after years of closure

[/h]KHAR: After eight years of closure, the intercity bus station in Khar, Bajaur Agency, was reopened for all types of vehicles here on Friday.
The Jinnah bus terminal, which was the first such intercity bus station, in the tribal areas was built at a cost of Rs40 million in 2003 by the local administration with the financial support of federal government. However, it remained closed since August 2008 because of the military operation in the agency.
Assistant political agent Mohammad Ali Khan opened the terminal building by cutting the ribbon during a ceremony held here at the bus station.
The station was renovated by the local administration at a cost of Rs6 million after the withdrawal of security forces from its building a few months ago.
Senior officials of the Local Government and Rural Development Department, local administration, tribal elders and representatives of transport association also participated in the function.
Speaking on the occasion, Mr Khan said that the administration was committed to providing facilities to commuters. He said that several link roads around the bus terminal had been rebuilt so that people could easily reach it.
The official said that administrative block, public toilets, mosque, shops, restaurants and drinking water scheme had also been built at the station. He claimed the administration also planned to construct separate waiting halls for female passengers, tuck shops and rest area for the drivers to make the terminal truly a modern facility.

He said that opening of the bus terminal would not only provide quality transport facilities to the people, but also boost their socio-economic condition. The APA thanked the employees of the local government department and builders, who made functional the terminal building in a short time. He urged the transporters to provide new vehicles to the people and start services to all parts of the country.

EU-funded power station to help ease loadshedding in Chitral



CHITRAL: The chief executive officer of Sarhad Rural Support Programme (SRSP), Shahzada Masoodul Mulk, has said that the acute shortage of power in the Chitral city and adjoining villages will be solved to a great extent with the completion of the two megawatt hydro power station being constructed in Golen area.
Talking to Malakand Division commissioner, Usman Gul, during a visit to the project’s site, he said the power station was financed by the European Union through the Economic Advancement and Community Empowerment (EACE) project which would cost Rs30 million.
He said under the EACE project, the hydle potential of the district was being exploited.
Malakand commissioner Usman Gul lauded the SRSP efforts in the power sector and said the Golen project was vital as it would feed the Chitral city, which is hit by power loadshedding.
Mr Mulk also visited different portions of the site including the power channel and fore-bay tank and expressed his satisfaction over the quality and speed of work. He was accompanied by adviser to the SRSP board, Ihsanullah Khan, and EACE project manager Engineer Zahid Khan.
HOSTEL FOR GIRLS INAUGURATED: A girls hostel of the Frontier Corps Public School and College, Chitral, was inaugurated by the Commandant of Chitral Scouts, Col Nizamul Din Shah, on Sunday. The hostel has been constructed by SRSP under its EACE project funded by the EU.
Speaking on the occasion, he said the educational institution run by the Chitral Scouts was known for its quality education throughout the district and the construction of the hostel would encourage girl students from the far flung areas of Chitral to join the college.

Rescue 1122 office on playground rejected



MINGORA: Children, youth and civil society activists on Sunday warned of self-immolation against the provincial government’s decision to construct a Rescue 1122 office on a recreational site in Saidu Sharif.
They were protesting in front of the Small Park located in the College Colony here, holding banners inscribed with appeals to Reham Khan, spouse of PTI chief Imran Khan, and official ambassador for street children in KP, to help reverse the decision.
The former Swat state’s royal family member and PML-N leader, Shehryar Amirzeb, who was also present on the occasion, said the children needed more and more parks and grounds for recreation and games, but the government was snatching the already available few facilities from them.
“I don’t know why the government is replacing the park with the Rescue 112 building if there are several other government lands lying for nothing,” he told Dawn, adding the government should leave the land for the healthy activities of children and identify some other land for the purpose.
Mr Amirzeb said children and youth in Swat had been traumatised by the recent militancy and they needed more grounds and parks to come out of trauma and psychological issues. “This should not be used for point scoring and the elected representatives must look into the negative impacts of removing park from here,” he added.
Neelam Chattan, a child rights activist in Swat, appealed to Reham Khan to help the children of Swat by playing her role in reversing the government decision. “Taking the park and ground from the children of this area means the government is pushing these innocent children to become street children,” she said.

Peshawar local bodies at loggerhead over ownership of bus stands



PESHAWAR: The Peshawar city district government is at loggerhead with Town-I and Town-III over the ownership of the bus stands and terminals in the capital city, which are the major source of revenue generation, according to officials.
They said that Town-I and Town-III would collapse financially and their survival would become in danger if the city district government succeeded in getting the ownership of the bus stands and terminals from them. The Town-I administration also brought the matter into the notice of the provincial government and sought its intervention to resolve the issue amicably, they said.
“Actually, the Local Government Act, 2013 is responsible for triggering controversy among different stakeholders,” sources said, adding that the law was unclear on the issue.
According to the Part-B of the first schedule of the law, public transport is the responsibility of the city district. According to that part, the additional group of offices in city district also includes “public transportation and mass transit, passenger and freight transit terminals, traffic planning, engineering and parking”.

Minister says provincial govt will intervene to resolve the issue


However, under the law, the passenger and freight transport and transit station also comes under the functions and powers of tehsil and town municipal administration.
The Section 22 (d) of the law, which is about the functions and powers of the tehsil and town municipal administration, states that they shall exercise control over “land-use, land-subdivision, land development and zoning by public and private sectors for any purpose, including for agriculture, industry, commercial markets, shopping centres; residential, recreation, parks, entertainment, passenger and freight transport and transit station”.
Currently, the general bus stand, several bus terminals on GT Road and Charsadda bus stand are owned by the administration of Town-I while Kohat bus stand on Kohat Road and the Karkhano bus stand are managed by Town-III.
“The bus stands and terminals generate revenue of Rs300 million annually for Town-I. If the bus stand and terminals are snatched by the city district government, Town-I will be unable to pay salaries to its employees,” said an official.
He said that the officials responsible for the distribution of assets among the city district government and towns committed mistakes. Such officials were tasked with judicious distribution of assets before implementation of the local government system, he said.
Zahid Nadeem, the nazim of Town-I, when contacted, said that all bus stands and terminals located in Town-I belonged to them. However, he expressed ignorance about any issue with the city district government regarding ownership of the bus stands.
Mohammad Asim Khan, the district nazim, was not available for comments. Provincial Minister for Local Government Inayatullah Khan, when contacted, confirmed that there were differences among the city district government, Town-I and Town-III over the issue.
During the previous local governments, the bus stands remained either with the city district government or towns that’s why confusion persisted and both claimed the ownership, he said.

The minister said that provincial government had set up district level committees headed by deputy commissioners for distribution of assets among the respective district, tehsils and towns prior to devolution. “Such committees had not performed well,” he added.
The minister said that district nazim Mohammad Asim Khan had also discussed this issue with him. The provincial government would intervene to resolve the issue, he said.

Panic, fear grip Peshawarites



[/h]PESHAWAR: The panic and fright among the people in Peshawar after being jolted by the earthquake on Monday were reminiscent of the devastating earthquake that hit Khyber Pakhtunkhwa and Azad Kashmir 10 years ago.
The people working or living in the upper portions of the tall buildings experienced a lot of horror while several of them sustained minor injuries in the race to reach down stairs for their safety.
The level of horror and panic was so high that people started reciting versus of the Holy Quran and different prayers loudly.
Some of them started Azan (call for prayer) to seek God’s mercy. Two persons sustained severe injuries when they jumped from a building on Dalazak Road.

[h=4]High-rise buildings in the city develop cracks[/h]
Although no major building collapsed in the provincial capital yet the powerful earthquake caused cracks in almost every tall building.
Even the historic Bala Hisar Fort couldn’t sustain the unprecedented earthquake as its outer portion got damaged. Besides, cracks were also developed in several tall buildings at Civil Secretariat, a few of them recently constructed.
A minaret of the centuries-old Masjid Mahabat Khan was also partially damaged.
The panic further increased with the immediate suspension of mobile phone service after the earthquake as people wanted to know about the safety of their near and dear ones. Most of the people standing outside the buildings were seen with mobile phones in their hands, trying to talk to their relatives and friends.
“When the earth stopped jolting, I tried for about half an hour to contact my family members to know about their safety but the cellular phones were not working,” Amjad Ali told Dawn. He heaved a sigh of relief after 35 minutes when the mobile phone service was made functional, enabling him to know about the safety of his family members.
“I clung to a pillar on the third floor of a commercial building in Saddar Bazaar when the building started swinging. I started reciting whatever prayers I could remember to invoke the mercy of God,” said a local resident while sharing his feelings with this correspondent.
“It was like a doomsday. We had a close brush with death. Everyone was running for safety. Women were crying on the street. The panic resulted in slight stampede as people started running down the stairs,” he added.
The parents, whose kids didn’t return from schools, were very worried as most of them were on their way homes after the school timing.
The disruption of mobile phone service also caused difficulties in shifting the injured people to the hospitals as they were unable to contact Rescue 1122. Most of the people injured in Peshawar were shifted to hospitals by their relatives.
According to the spokesperson for Rescue 1122, their medical teams provided first aid to 150 wounded persons in Peshawar and Mardan. The officials of Rescue 1122 also retrieved three dead bodies from the debris.
He said that 400 rescuers and 30 ambulances took part in the rescue operations in the two districts.

[h=1]VIP visits, rush at hospital delay treatment of quake victims

[/h]PESHAWAR: The victims of Monday’s earthquake faced unwanted delay in their treatment at the accident and emergency department of Lady Reading Hospital owing to rush of people and visits by VIPs and mediapersons.
LRH, the province’s biggest health facility, received bulk of wounded people after the earthquake. “It has become a common feature now that after natural calamities and bomb blasts the ministers and general public swarm the hospital. It only adds to the trouble of the patients, who require prompt treatment for their rapid recovery,” a senior doctor said.
The hospital received 162 injured people soon after the tremor, he said, adding that the patients could have easily been handled by the highly-trained staff but people were in the habit of visiting the hospital to make the task hard.
The doctor said that patients with minor wounds faced problems as it became difficult for doctors, nurses and paramedics to have free ride at the accident and emergency department, which was jam-packed with people.

He said that their staff with vast experience of coping with critically ill or injured persons was well-prepared for such situations if they were allowed to attend the patients.
“Most of the patients required first aid, which included administration of painkiller injections, stitching and applying bandages on their wounds prior to sending them home or referring to wards for admission,” said the doctor. Some needed X-rays, CT scan and other investigation to determine their surgeries and further line of treatment, he said.
The doctor said that people even entered the operation theatre without caring for sterilisation.
Surprisingly, Chief Minister Pervez Khattak, who himself visited LRH, advised the media and general public to stay away from the hospitals and let the doctors treat the patients. The presence of others could pose obstacle in smooth cure of patients, he said.
The district nazim repeated the same words whiling talking to media at LRH.
“We want the chief minister, ministers and politicians to stay away,” a surgeon said. According to him, the administrative officials of the hospital, who are supposed to supervise work of the staff, revert to giving protocols to VIPs.
The accident and emergency department of the hospital remained packed to its capacity, the surgeon said.
Parking of DSNG vans by media groups in front of accident and emergency departments in the hospital is another common site after emergencies and Monday was no exception.
A senior surgeon said that it had become a political point scoring to visit hospitals when the health workers remained busy in attending mass emergencies. It hampered the patients’ treatment adversely, he added.
“Shaukat Khanum Memorial Cancer Hospital and Research Centre, Lahore didn’t allow any journalist to meet Imran Khan, who was being treated there after a fall during 2013 election campaign, because medical ethics don’t allow it,” said the surgeon.
He said that patients also required urgent transfusion of fluids or blood along with starting life saving procedures before shifting them to wards. “Sometimes nurses refuse to work in presence of irrelevant people accompanying patients. Complaints have been made several times to the administration but the practice continues,” he said.
An office-bearer of the doctors’ association says that many patients develop complications when their treatment process gets delayed. “There is enough quantity of drugs at the accident and emergency department and the staff is supposed to give medical aid to the patients. There is no need of any attendant.

The ultimate sufferers are the patients,” he said.

[h=1]Court stops NAB from arresting FBR official in assets case

[/h]PESHAWAR: The Peshawar High Court on Monday granted interim pre-arrest bail to Chief of Customs Wing, Federal Bureau of Revenue, Akhlaq Ahmad Khattak, and stopped the National Accountability Bureau, Khyber Pakhtunkhwa, from arresting him in a case of the alleged possession of illegal assets.
A bench consisting of Justice Waqar Ahmad Seth and Justice Irshad Qaisar directed the petitioner, Akhlaq Khattak, to furnish two surety bonds of Rs1 million each.
It also put on notice the NAB director general asking him to furnish comments about the petition seeking pre-arrest bail.
The bench fixed the next hearing for Nov 18.
On Oct 22, 2014, the NAB executive board had authorised an inquiry against the petition on account of possession of assets which were allegedly disproportionate to his known sources of income.
Few days ago, the NAB, Khyber Pakhtunkhwa, had issued a call-up notice to him asking him to turn up at the regional headquarters of the bureau. Following the issuance of the notice he had moved the Islamabad High Court which had granted protective bail to him so that he could move the concerned high court.
Syed Arshad Ali, lawyer for the petitioner, said the NAB had been trying to implicate his client in a concocted case.
He said his client was a senior civil servant and had been in service since 1990.
The lawyer said besides the petitioner, his spouse had also served in the government.
He added that the properties, which were in the name of the petitioner, had been acquired by legal means and those pointed out by the NAB as his but registered in the name of other persons (benamidar) did not belong to him.
The lawyer said the NAB had wrongly presumed that certain properties of the petitioner’s brother were belonged to him (petitioner).
He added that the petitioner’s brother was a senior doctor and had submitted his proper income tax returns wherein the said properties had a mention.
EXPLANATION SOUGHT: The bench sought explanation from the provincial local government secretary and other officials in a contempt of court petition stating despite making commitment to the high court two years ago, certain petitioners serving as secretary in different union councils had not been given promotion.
The bench directed secretary Jamaluddin Khan, director general Adil Siddique and director Tahira Yasmeen to explain why contempt of court proceedings should not be initiated against them.
Advocate Mohammad Essa Khan appeared for the petitioners including Mohammad Roedad, Mahmood Khan and Sajid Mohammad and said the petitioners had been serving as secretaries in different union councils in BPS-6.
He said they had filed a writ petition before the court seeking promotion.
He added that on May 15, 2013, the officials of the local government department had made commitment that they had been preparing the seniority lists and that they would be promoted within 45 days.
“While certain junior officials were given promotion, the petitioners have been ignored by the department,” he said.
